On Sunday, August 30, a working meeting of the Secretaries of the Central Committees of the Communist Party of the Donetsk People’s Republic and the recently established public organization “All-Union of Communists of Lugansk” took place in Donetsk. At the meeting, the issues of interaction and cooperation between the Communists of the two People’s Republics, as well as interaction and cooperation with fraternal Parties within the framework of the activities of the UPC-CPSU were discussed.

From the side of the Central Committee of the Communist Party of the DPR, the meeting was attended by: First Secretary Boris Litvinov, Second Secretary Anatoly Khmelevoy and Organizational Secretary Nikolai Zhuravlev. The Lugansk Communists were represented by the First Secretary of the Central Committee of the All-Union of Communists of the Lugansk Region Igor Gumenyuk, the Second Secretary of the Central Committee of the All-Union of Communists of the Lugansk Region, a representative of the Central Council of the UCP-CPSU Valentin Popov, and the Head of the Department Alexander Sofyin. As a result of the meeting, an agreement on cooperation and interaction was signed. Joint actions of communists of Donetsk and Luhansk regions are planned.
Both sides noted with satisfaction that the Communist Party of the People’s Republics is greatly assisted in the development of the Communist Parties of the People’s Republics. So, the Donetsk Communists told their Lugansk associates about the work done to restore the structures of the Party and the Komsomol, about the assistance of the Communist Party in the training of Party leaders. Lugansk Communists got acquainted with interest with the experience of the Central Committee of the Communist Party of the DPR in the production of Party Cards and work on the revival of Pioneer Detachments. The Donetsk Comrades were interested in the experience of Lugansk party members in working with supporters in the (Red) Combat Units of the Republic.
The First Secretary of the Central Committee of the Communist Party of the DPR, Boris Alekseevich Litvinov, spoke about the work on the interaction of the Communists of the Republics: “A special topic at the meeting was the supply of humanitarian aid to the Donbass from the Communist Party. The first humanitarian aid to the young Republics, more than a year ago, began precisely from the Communist Party. Deputy Chairman of the Central Committee of the Communist Party of the Russian Federation V.I. Kashin, First Deputy Chairman of the Central Council of the UPC-CPSU K.K. Taysaev, First Secretary of the Rostov Regional Committee of the Communist Party of the Russian Federation N.V. Kolomeytsev, Secretary of the Moscow City Committee of the Communist Party V.R. Rodin and many other Comrades organized systematic work to collect, record, ship and transfer humanitarian supplies to representatives of the Donetsk and Lugansk People’s Republics.
When discussing the path travelled in the construction of young States and the organization of Party building, we noted the similarity of problems in the Republics, as well as the existing features. Thus, in both Republics there are massive information attacks on the structures of the Communists by the (Neo-Nazi) Special Services of Ukraine and other ideological centres. You should know that from the moment the hostilities began, the activities of political Parties were completely suspended by the decision of the leadership of the DPR. There is no Regional Committee of the Communist Party of the LPR and no Regional Committee of the Communist Party of the DPR, and no structures of the Communist Party of Ukraine operate on the territory of the Republics. To date, more than 700 Communists from the KPU have joined the ranks of the Communist Party of the Donetsk People’s Republic.
I would like to emphasize that the Communist Party of the Russian Federation is not involved in the distribution of humanitarian aid delivered to areas affected by the war. This process is controlled by the State structures of the Republic, the Recovery Management Centre (CUV), the Communist Party of the Donetsk People’s Republic, the internal troops of the Donetsk People’s Republic, and in the Lugansk People’s Republic it is the Recovery Management Centre of the LPR, the Union of Communists of Lugansk Region and the Ghost Brigade.
The 40th humanitarian aid Convoy has been received today. This is a significant assistance, both to the defenders of the Republics and to the most affected civilians and social facilities. On behalf of Gennady Andreyevich Zyuganov, items for schoolchildren and building materials for the repair of schools and kindergartens by the beginning of the school year occupied a special place in the last few convoys. When considering the topic of humanitarian deliveries, we exchanged experience in customs clearance, accounting and control over the distribution of incoming cargo. After all, control over the supply and distribution of goods is carried out not only by the Communists of the Donetsk and Luhansk People’s Republics, but also by State bodies of the Republics, such as the Centres for the Restoration Administration, as well as the Prosecutor’s Office.
First Secretary of the Central Committee of the All-Union of Communists of Lugansk Region Igor Gennadyevich Gumenyuk: “On August 22, we held a congress of the Union of Communists of Lugansk Region. A total of 104 delegates from cities and regions of the LPR arrived at the Congress. Among the participants are representatives of most of the former city and regional organizations of the Communist Party. In full force – the District Committees of the city of Lugansk. I should note that from the very beginning of hostilities, the activities of all political Parties on the territory of the LPR were banned and since then the Lugansk Regional Committee of the Communist Party of Ukraine has not existed, no structures of the Communist Party of Ukraine are working in the Republic, therefore it was decided to create the public organization entitled “All-Union of Communists of the Lugansk Region”.
Honoured Militia Commanders, Defenders of Slavyansk, participants in the hostilities in Ilovaisk and Debaltseve, Deputies of the LPR Parliament of the 1st Convocation, Deputies of the Supreme Council of Novorossiya, Members of the first Government of the LPR, Communists who rallied the avant-garde of the “Russian Spring” in the Donbass stood in the first ranks of the All-Union of Communists (and absorbed the bullets of the Neo-Nazis)!
Regarding the meeting with Comrades and the signing of an inter-party agreement on cooperation in Donetsk, I would like to note the amazing similarity in the history of our Organizations, principles and tasks. We decided to work together.
We are convinced that, united, the Communists will contribute to strengthening the Statehood of the Lugansk People’s Republic and the Donetsk People’s Republic. Along with this, we will continue to help all those affected, all those who are now in dire need of humanitarian assistance and support.
The next working meeting of the Communists of the People’s Republics will take place in the near future in Lugansk. The issue of holding a large joint Conference with the invitation of Representatives of the Communist Party of the Russian Federation and other fraternal Communist Parties that are Members of the UPC-CPSU will be discussed. We invited our colleagues to the opening of the Monument to Comrade Stalin, which is scheduled for the first days of October.”

To this end, an agreement on cooperation between the Union of Communists of Lugansk Region and the Communist Party of the Donetsk People’s Republic was signed in Donetsk the day before.
The Communist Party of the Russian Federation, in addition to organizing and the collection and dispatch of humanitarian aid in all its regional branches, is carrying out a huge amount of work related to the provision of comprehensive assistance to the Donetsk and Lugansk People’s Republics. First of all, I mean the transfer of those in need of urgent medical care to specialized clinics in the Russian Federation. As well as comprehensive assistance to residents of Donbass who were or are in temporary accommodation for refugees in Russia. We receive numerous appeals from citizens from the DPR and LPR who suffered during the hostilities from the Kiev authorities. In addition, a lot of concrete assistance was provided on the ground: the St. Vladimir Cathedral in Lugansk, schools, for example, recently opened a playground in the Rovenka region (LPR). We started supplying building materials to the Telmanovsky District of the DPR, etc. This is one of the main areas of our activity in providing humanitarian assistance to the DPR and LPR.
In order to increase the efficiency of humanitarian aid to Novorossia, it was decided to open Representative Offices of the Communist Party of the Russian Federation and the UPC-CPSU in the Donetsk and Lugansk People’s Republics, the main task of which is to work with our fellow citizens who have Russian citizenship and live in the Republics and with the entire population, all those who need help and support. In addition, it is extremely important to organize interaction with the Government of the DPR and LPR, Deputies of the People’s Councils of the Republics in their work to restore the national economy, social infrastructure, jointly solve the problems of providing proper medical care, providing targeted assistance to residents of the Republics, taking into account the needs.

В воскресенье, 30 августа, в Донецке состоялась рабочая встреча секретарей Центральных Комитетов Коммунистической партии Донецкой Народной Республики и недавно учрежденной общественной организации «Союза Коммунистов Луганщины». На встрече обсуждались вопросы взаимодействия и сотрудничества между коммунистами двух Народных Республик, а также взаимодействие и сотрудничество с братскими партиями в рамках деятельности СКП-КПСС.

Со стороны ЦК Компартии ДНР во встрече участвовали: Первый секретарь Борис Литвинов, второй секретарь Анатолий Хмелевой и секретарь по оргработе Николай Журавлев. Луганских коммунистов представляли Первый секретарь ЦК Союза Коммунистов Луганщины Игорь Гуменюк, второй секретарь ЦК Союза Коммунистов Луганщины, представитель ЦС СКП-КПСС Валентин Попов, заведующий отделом Александр Софьин. По итогам встречи был подписан договор о сотрудничестве и взаимодействии. Намечены совместные мероприятия коммунистов Донетчины и Луганщины.
Обе стороны с удовлетворением отметили, что становлению Коммунистических партий Народных Республик существенную помощь оказывает КПРФ. Так, Донецкие коммунисты рассказали своим Луганским единомышленникам о проделанной работе по восстановлению структур партии и комсомола, о помощи КПРФ в подготовке кадров партийных руководителей. Луганские коммунисты с интересом ознакомились с опытом ЦК компартии ДНР по изготовлению партийных билетов и работе по возрождению пионерских отрядов. Донецких товарищей интересовал опыт Луганских однопартийцев по работе со сторонниками в боевых частях Республики.
Первый секретарь ЦК Компартии ДНР Борис Алексеевич Литвинов рассказал о работе по взаимодействию коммунистов Республик: «Особой темой на встрече была – поставка гуманитарной помощи на Донбасс от КПРФ. Первая гуманитарная помощь в адрес молодых республик, более года назад, началась именно от КПРФ. Заместитель Председателя ЦК КПРФ В.И. Кашин, Первый заместитель Председателя ЦС СКП-КПСС К.К. Тайсаев, Первый секретарь Ростовского обкома КПРФ Н.В. Коломейцев, Секретарь Московского горкома КПРФ В.Р. Родин и многие другие товарищи организовали системную работу по сбору, учету, отгрузке и передаче гуманитарных грузов представителям Донецкой и Луганской Народных Республик.
При обсуждении пройденного пути в строительстве молодых государств и организации партийного строительства мы отметили схожесть проблем в республиках, а также имеющиеся особенности. Так, в обеих республиках наблюдаются массированные информационные атаки на структуры коммунистов со стороны спецслужб Украины и других идеологических центров. Следует знать, что с момента начала военных действий по решению руководства ДНР была полностью приостановлена деятельность политических партий. Нет областного комитета КПУ ЛНР и областного комитета КПУ ДНР, и никакие структуры КПУ на территории республик не работают. На сегодняшний день более 700 коммунистов из КПУ встали в ряды Компартии Донецкой Народной Республики.
Хотелось бы особо подчеркнуть, что КПРФ не занимается распределением гуманитарной помощи, доставленной в районы пострадавшие от войны. Контролируют этот процесс государственные структуры республики, Центр Управления Восстановлением (ЦУВ), Компартия Донецкой Народной Республики, внутренние войска Донецкой Народной Республики, а в Луганской Народной Республике это Центр Управления Восстановлением ЛНР, Союз Коммунистов Луганщины и бригада «Призрак».
Сегодня принят уже 40-й конвой гуманитарной помощи. Это значительная помощь, как защитникам республик, так и наиболее пострадавшим мирным жителям и социальным объектам. По поручению Геннадия Андреевича Зюганова в последних нескольких конвоях особое место занимали предметы для школьников и строительные материалы для ремонта школ и детских садов к началу учебного года. При рассмотрении темы гуманитарных поставок мы обменялись опытом таможенного оформления, учета и контроля над распределением поступающих грузов. Ведь контроль за поставками и распределением грузов, осуществляют не только коммунисты Донецкой и Луганской Народных Республик, но и государственные органы Республик, такие как Центры Управлением Восстановления, а также прокуратура».
Первый секретарь ЦК Союза Коммунистов Луганщины Игорь Геннадьевич Гуменюк: «22 августа мы провели съезд Союза Коммунистов Луганщины. На съезд прибыло 104 делегата из городов и районов ЛНР. Среди участников – представители большинства бывших городских и районных организаций КПУ. В полном составе – райкомы города Луганска. Должен отметить, что с самого начала боевых действий деятельность всех политических партий на территории ЛНР была запрещена и не существует с тех пор Луганского областного комитета КПУ, никакие структуры КПУ в Республике не работают, поэтому и было принято решение о создании общественной организации «Союз Коммунистов Луганщины».
В первые эшелоны Союза Коммунистов встали заслуженные командиры ополчения, защитники Славянска, участники боевых действий в Иловайске и Дебальцево, депутаты Парламента ЛНР 1-го созыва, депутаты Верховного Совета Новороссии, члены первого Правительства ЛНР, коммунисты, сплотившие авангард «Русской Весны» в Донбассе.
По поводу встречи с товарищами и подписания межпартийного договора о сотрудничестве в Донецке, хотелось бы отметить удивительное сходство истории наших организаций, принципов и задач. Мы решили действовать сообща.
Мы убеждены, что объединившись, коммунисты будут способствовать укреплению государственности Луганской Народной Республики и Донецкой Народной Республики. Наряду с этим, мы продолжим помогать всем пострадавшим, всем тем, кто сейчас остро нуждается в гуманитарной помощи и поддержке.
Следующая рабочая встреча коммунистов Народных Республик пройдет в ближайшее время на Луганской земле. Будет обсуждаться вопрос проведения большой совместной конференции с приглашением представителей КПРФ и других братских коммунистических партий, входящих в СКП-КПСС. Мы пригласили наших коллег на открытие памятника «Генералиссимусу Сталину», которое намечено на первые числа октября».

С этой целью накануне в Донецке был подписан договор о сотрудничестве между «Союзом Коммунистов Луганщины» и компартией Донецкой Народной Республики.
КПРФ, помимо того, что организовала и наладила по всем своим региональным отделениям сбор и отправку гуманитарной помощи, проводит огромный объем работы, связанный с оказанием всесторонней помощи Донецкой и Луганской Народным Республикам. В первую очередь я имею в виду переправку нуждающихся в срочной медицинской помощи в специализированные клиники РФ. А также всесторонняя помощь жителям Донбасса, которые находились или находятся в пунктах временного размещения для беженцев на территории России. К нам поступают многочисленные обращения от граждан из ДНР и ЛНР, пострадавших в ходе военных действий со стороны киевских властей. Кроме того, оказана большая конкретная помощь на местах: Свято-Владимирскому кафедральному собору в Луганске, школам, к примеру, недавно открыли детскую площадку в районе Ровеньки (ЛНР). Начали поставку стройматериалов в Тельмановский район ДНР и т.д. Это и есть одно из основных направлений нашей деятельности по оказанию гуманитарной помощи ДНР и ЛНР.
Для повышения эффективности работы по оказанию гуманитарной помощи Новороссии было решено открыть представительства КПРФ и СКП-КПСС в Донецкой и Луганской Народных Республиках, главная задача которых – работа с нашими согражданами, имеющими российское гражданство и проживающими в республиках и со всем населением, всеми теми, кому требуется помощь и поддержка. Кроме того крайне важна организация взаимодействия с Правительством ДНР и ЛНР, депутатами Народных Советов республик в их работе по восстановлению народного хозяйства, социальной инфраструктуры, решения совместными усилиями проблем оказания должной медицинской помощи, оказания адресной помощи жителям республик с учетом потребностей.+
А что касается подписанного договора между коммунистами республик, то хочу сказать, что он весьма своевременен и даст возможность использования в полной мере организационных механизмов и координации работ по скорейшему восстановлению мирной жизни граждан ДНР и ЛНР – и КПРФ, и СКП-КПСС приложит все усилия, чтобы эти задачи были реализованы».
