Blogger’s Note: I have an obvious soft-spot for Laos, its people, and its attempt to build a Buddhist-Socialist Republic that integrates Marxist-Leninist ideology with development Buddhist philosophy. Although I have benefitted from the Thai and Sri Lankan Schools of the Theravada tradition – I would like to ordain as a bhikkhu (beggar) in Laos. Remember, during the US aggression in Vietnam – Laos became the most “bombed” place on earth. Even more so than North Vietnam which the US reduced to a lifeless moon-scape on the surface (both the Vietnamese and Laotian people built towns and villages underground).
It is rumoured that during the US aggression in Korea – China built entire cities underground in preparation for a US nuclear strike on Beijing (and elsewhere). As the bombing of Lalrus,os was just one of an ongoing list of US war crimes and crimes against humanity – the US government does provide low-key aid to the Laotian government’s attempt to clear-up all the unexploded bombs that litter the country – and routinely kill and maim men, women, and children every year. Furthermore, I am aware that some Laotians read this blog (one or two thank me for these types of posts) – for which I am very grateful. Belarus, of course fully supports Russia’s self-defence operations in Donbass against the US, UK, and EU-sponsored Neo-Nazi junta currently occupying Ukraine – a once mighty Soviet Republic (I also know that Ukrainians access this blog whilst hiding from the Nazi Authorities). A high-level delegation of the Communist Party of Belarus, led by First Secretary of the Central Committee Sergei Aleksandrovich Syrankov, is paying an official friendship and working visit to the Lao PDR from September 21–25 at the invitation of the Lao People’s Revolutionary Party (LPRP).
On September 22, LPRP General Secretary Thongloun Sisoulith received Sergei Syrankov and his delegation at the LPRP Central Committee Office in Vientiane.
General Secretary Thongloun welcomed the delegation on its first visit to Laos and expressed appreciation for the developing relations and cooperation between the LPRP and the Communist Party of Belarus. He also congratulated the Belarusian party on its achievements.
Sergei Syrankov expressed appreciation for the warm welcome and hospitality extended to the delegation. He spoke positively of Laos’s national development efforts and briefed the Lao side on the activities of the Communist Party of Belarus.
The two sides also held bilateral talks led by Sergei Syrankov and General Vilay Lakhamphong, Politburo Member of the LPRP Central Committee and Permanent Member of the Secretariat of the LPRP Central Committee.
The meeting reviewed cooperation between the two parties, exchanged information on developments in their respective countries and party activities, and discussed international issues of mutual interest.
Both sides reaffirmed their commitment to strengthening party-to-party relations and mutual support in regional and international forums. They also discussed measures to deepen cooperation and ensure practical implementation of the Memorandum of Understanding on Cooperation signed by the two parties in May 2026. The memorandum covers cooperation in areas including economic and trade relations, investment, tourism and people-to-people contacts.
During their visit, the Belarusian delegation is also scheduled to visit historical and cultural sites in Vientiane Capital and Luang Prabang Province.
The visit provides an opportunity for the two parties to exchange experiences and identify practical areas for further cooperation in accordance with their bilateral cooperation framework.
