German directive on the complete destruction of the Donbass during its evacuation (dated September 2, 1943)
“With all the measures indicated below, it must be assumed that the entire Donets Basin to the east of the “Turtle” position must be evacuated economically and completely destroyed (…). In addition to the export of valuable machinery and valuable property, attention should mainly be paid to the export of grain.
The cattle must be driven away in a herd to the west (…). It is forbidden to issue food, consumer goods (scarce goods) and fuel to the local population. Everything that cannot be exported must be destroyed (…).
Destruction should not be carried out at the last moment, when the troops will already be fighting or retreating, but in a timely manner, so that the teams allocated for destruction can be fully used.

Немецкая директива о полном разрушении Донбасса при его эвакуации (от 2 сентября 1943 г.)
«При всех нижеуказанных мероприятиях нужно исходить из того, что весь Донецкий Бассейн восточнее позиции “Черепаха” должен быть эвакуирован в хозяйственном отношении и полностью разрушен (…). Помимо вывоза ценных машин и ценного имущества внимание, главным образом, следует обратить на вывоз зерна.
Скот должен быть угнан гуртом на запад (…). Запрещается выдача местному населению продовольствия, средств ширпотреба (дефицитных товаров) и горючего. Все, что не может быть вывезено, подлежит уничтожению (…).
Разрушения следует произвести не в последний момент, когда войска уже будут вести бой или отступать, а своевременно, так, чтобы можно было полностью использовать команды, выделенные для разрушения».
