Prime Minister Manuel Marrero Cruz offered a detailed assessment before the National Assembly of People’s Power of the first month and a half of implementation of the 176 Economic and Social Transformations approved in the midst of the intensification of the U.S. blockade
A little more than a month after its approval by the National Assembly, the member of the Political Bureau and Prime Minister, Manuel Marrero Cruz, offered a detailed balance of the implementation of the 176 economic and social transformations.
In a speech before the deputies of the X Legislature, the Head of Government detailed the scope of the 21 thematic axes and warned that, with more than 90% of the legal regulations already in force, the country now faces “the most important and perhaps the most difficult stage”: to guarantee the effective application of each measure, correct deviations and evaluate impacts amid the tightening of the U.S. blockade and financial persecution.
Marrero Cruz specified that the schedule established the implementation of 121 transformations in the months of June and July; So far, 110 have been approved, which represent 90.9 percent of what was planned, and another five partially. The remaining, more complex ones will come into force in August and September, except for three planned for November.
The context of maximum tension: the impact of the blockade
Marrero Cruz outlined the progress made in the 21 thematic axes that make up the economic and social transformations, and described the scenario of maximum tension in which the process has developed. “During this first half of the year, the country has been under the impact of the reinforced aggression of the United States government, since the implementation of executive orders, in particular 14,404, of last May 1.”
This executive order, which integrates a system of secondary sanctions, targets not only Cuba but also any foreign person or entity that does business with our country, affecting sectors such as energy, agri-food, tourism, finance and health.
The Prime Minister stressed that foreign trade is one of the most impacted sectors, exacerbated by the paralysis of the operations of the main shipping companies, with more than seven thousand containers of food, medicines, solar systems and other essential goods retained in nearby ports.
A process enriched by contributions
Despite this hostile context, the implementation process has advanced rapidly and has been enriched by the contributions of the country’s top leadership and the people. Marrero Cruz recalled that, since the approval of the transformations, the guidelines of Army General Raúl Castro Ruz were incorporated, who has participated from the beginning and conveyed that “as important as the approval of the transformations will be their adequate and timely implementation, with well-defined priorities and the conscious participation of the people.”
Similarly, the agreements of the Plenary of the Central Committee of the Party and the conclusions of the First Secretary and President of the Republic, Miguel Díaz-Canel Bermúdez, have been taken into account, as well as 165 of the 171 proposals and assessments of the deputies, which were incorporated in the implementation phase.
To prioritize the process, the main cadres of the Government were appointed to head the thematic axes and working groups and subgroups were set up with the participation of experts and academics.
With regard to training, which is crucial to ensure the practical implementation of the measures, seminars were held for the Party and Government structures at the national, provincial and municipal levels.
In conjunction with the leadership of the National Assembly, the legislative schedule was prepared, identifying so far 138 legal norms with shortened deadlines for their preparation, analysis and approval.
Main transformations by axes
In the business sphere, the Decree-Law “On the Cuban State Business System” – which responds to 16 of the 17 transformations planned for the state-owned enterprise – expands the autonomy of companies to approve their wage organization, carry out any lawful activity, define prices and rates, make financial investments and determine the workers who cease the employment relationship. also making the destination of profits more flexible.
At the same time, the wage policy was updated, previous limits and restrictions were eliminated, conditioning the salary fund only to the economic and financial capacity of the entity, after agreement with the Union in the Collective Bargaining Agreement, although companies with losses cannot apply these powers while they remain in that condition.
In the forms of non-state management, pending MSMEs and non-agricultural cooperatives were approved, which brings the figure to more than 15 thousand private actors in the country. Decree 160 was published, which modifies 107 and makes unauthorized activities more flexible, totally eliminating 46 prohibited activities and another 36 partially.
In terms of planning, central balance sheets are reduced and the approval of investments of up to one billion pesos at the business and municipal level is decentralized, leaving only those that exceed that figure for central approval.
In the resizing of the State, the proposals of the Ministries of Public Health, Education, Culture and Sports were approved, with a reduction of more than 92 thousand positions, concentrated in unfilled administrative positions. In territorial decentralization, Decree 140 was updated, expanding powers, and 111 municipalities were assigned the over-compliance of the revenues ceded during 2025 for their development strategies.
In the energy sector, in the face of prolonged blackouts that impact water supply, food preservation and economic activity, 1,464 MW have been installed with renewable sources (13.8% of electricity generation). In this stage, 4,292 photovoltaic systems were installed – 2,784 in vital centres and 1,508 in isolated homes – more than 11,000 systems for children with chronic diseases, Heroes of Work, doctors, teachers, scientists and sports glories, and 125,751 homes with installed systems are registered.
The requirements for MSMEs and foreign companies to import and market fuels were relaxed, and tax incentives were approved that subsidize the payment of taxes to those who make investments with renewable sources in social centres, care centres, multi-family buildings, public lighting and homes of people with permanent electricity needs, deducting the total amount of the investment and exempting the commercialization of renewable technologies.
In the agricultural sector, 4 of the 5 planned transformations have been approved, including the draft Law on Agricultural and Forestry Land that was approved in this session of the Assembly, which will make the management and use of land more flexible for all economic actors and update the management model of cooperatives.
In the social transformations, 876,522 people were identified in a situation of greater vulnerability. The Ministry of Labour and Social Security, with the Digital Government Centre, will activate this week the online procedure for the application for Social Protection through the Sovereignty platform, at no cost and complementary to the work of municipal structures. In addition, tax benefits were approved for people with disabilities who work in special workshops.
In labour and wage matters, the salary increase in the budgeted sector is applied as of this month, payable in August, with an estimated annual cost of 42,500 million pesos and a minimum wage of 3,210 pesos, also applicable to all economic actors whose incomes are lower. Marrero Cruz described the decision as “insufficient, but necessary.”
In the banking system, the administrative procedures for the opening of accounts in foreign currency were eliminated, the deposit and withdrawal of cash to non-state actors with a declaration of origin and destination is allowed, and payments abroad for imports and legal financing are authorized.
The Central Bank eliminated the limit for cash payments between economic actors, established real-time accreditation of online operations, eliminated the fee for cash deposits, set the withdrawal fee at 0.2% for legal entities, and raised the monthly limit for transactions from 120,000 to 2,500,000 pesos. The regulatory framework for private exchange houses was approved, and the first, as a pilot project, is ready to operate.
In the tax system, the Value Added Tax (VAT) is established to replace sales and services taxes, with mandatory electronic tax invoices. The tax on profits for legal entities is reduced from 35 to 30% and an accelerated depreciation regime is approved for the acquisition of machinery and technology for industrial food processing. In price policy, the power to approve wholesale and retail prices is decentralized to all economic actors, although Marrero Cruz acknowledged that “this is an unresolved issue.”
In foreign investment, the “Guide to procedures for foreign investors” was approved, the Civil Code on surface and usufruct rights was modified, and Law 118 was updated, eliminating the obligation to hire workers through employing entities and the prior authorization of the Central Bank for accounts abroad.
In foreign trade, the procedure for direct export and import by economic actors was approved, the nomenclature was made more flexible, and Decree Law 114 on association between state and non-state entities came into force.
As concrete results, thirteen foreign-invested businesses directly hire workforce, the first joint venture between a foreign company and a private MSME was approved, more than 100 non-state actors are authorized to market fuels wholesale, the first foreign-invested business for the import and marketing of fuels was approved, and the first zone with special regulations was created in the category of “Development Zone” Economic” for a company with totally foreign capital in health tourism.
Regarding tourism, he reported that due to the lack of fuel and U.S. sanctions, 73% of hotel facilities are closed and 7 hotel chains that managed 46% of the rooms have been withdrawn. 10 of the 13 transformations planned in the sector have already been approved, including new business modalities, tax benefits for ecotourism and specialized tourism, and the application of a special contribution of 1% to finance the sustainability of tourist destinations.
In transport, the 3 transformations were approved to make the import and marketing of vehicles more flexible and encourage electric mobility.
In commerce and services, out of 10 transformations, 7 were approved, including the flexibility of commercial licenses, the implementation of the “Mercado de Barrio” project and the creation of supply markets with direct access.
In insurance, the marketing of policies in foreign currency for transport, travel and medical expenses abroad is boosted, and Civil Liability Insurance is established on a mandatory basis for all motor land transport vehicles. In the digital sphere, it was approved that the private sector can market data center services.
We have worked with speed, depth and quality
The Prime Minister stressed that throughout this process, data intelligence analysis has been used, with the support of Artificial Intelligence tools, which has made it possible to have the first version of the “Scorecard” of the 176 Transformations to monitor in real time the application and control of the indicators, as well as informative outputs that include the processing of opinions on each thematic axis or transformation.
Marrero Cruz valued that “this has been a stage in which, with speed, quality and depth in the analyses, the actions foreseen in the implementation schedule have been executed.”
However, he warned: “The results will be achieved gradually, from now on the most important and perhaps the most difficult stage begins, since it is where we must guarantee the effective application of each of the approved transformations, the monitoring of the indicators, the evaluation of the impacts and the correction of possible deviations.”
“We are not deviating from the socialist model”
The Head of Government recognized that “in these difficult times it is fair to recognize our people for their resistance and to infinitely thank them for their trust, which commits us to continue with the same dedication and consecration, until we achieve the expected impacts in the improvement of living conditions. The achievement of this purpose requires the maximum effort, dedication and participation of all.”
He ratified that “we are not deviating from our socialist model, on the contrary, we defend it and the necessary decisions are adopted for its consolidation. We do so without stopping and willing to promote the profound process of economic and social transformations. We have plenty of reasons, the History of Cuba, our leaders, our convictions and our people.”
Transformations under debate
After the Cuban Premier’s extensive presentation, about a dozen deputies expressed their opinions on the implementation of the 176 economic and social measures approved by the National Assembly of People’s Power on June 18.
This process of transformations, described by the member of the Political Bureau and President of the parliament Esteban Lazo Hernández, “as the most important task for the country,” cannot be fulfilled, he said, “if each of us Cubans do not assume it as ours.”
Speaking in the debate, the deputy for the capital municipality of Boyeros, Yaniska Lugo González, insisted that for the proper development of this process of economic and social changes, the socialist sense must prevail, while reflecting on other experiences in Latin American countries in recent times where the market replaced the role of the State. reducing the capacity of government institutions and authorities to act.
From Artemisa, and by videoconference, one of the deputies for that territory raised with concern that after studying the 176 socioeconomic transformations published, he did not find in them the incentives that livestock needs to develop.
After that speech, Prime Minister Manuel Marrero Cruz, from his seat as a deputy, commented before Parliament that “176 is not a finished number, that every proposal is very important and is taken into account.”
The head of government said that what is proposed can be included, because the very flexible and dialectical nature of the process allows it: “This is the result of collective participation. In the previous debates there were people with different criteria and that allowed us to reach consensus,” he said.
Responding to the proposal of the Artemisa deputy, Deputy Prime Minister Jorge Luis Tapia Fonseca, who from the highest leadership of the Government attends to the agricultural sector, announced that another two will be incorporated into the 176 measures, linked to livestock.
Tapia Fonseca specified that the first is associated with the elimination of the capped prices, until now in force, for milk and beef; and the second to the slaughter of cattle by their owners: “As of September 1, the prices of milk and meat will be by agreement between the producer and the companies.”
Regarding the slaughter of livestock, the deputy prime minister said that from now on the permits by the municipal authorities to the owners cannot exceed seven or eight days.
Towards the end of his speech, he said that recently the Executive Committee of the Council of Ministers approved an important budget to pay the debts contracted by state entities with producers of milk, meat and other agricultural productions in order to settle the debts, information that will arrive in detail in the coming days to Cuban peasants.
The agricultural producer, district delegate and deputy for the Havana municipality of Arroyo Naranjo, Emilio Interián, told Parliament that he has no doubt that these measures will be the solution to many problems: “The decisions approved exceed those we proposed or came to think. Results will be seen by the day. Their impact will be short, but on their own they will not solve the most critical problems that the population suffers.”
At another point in his speech, the legislator recounted the vicissitudes that the population is experiencing due to the prolonged power cuts and was critical in denouncing a group of problems that, from his experience as a grassroots delegate, he faces in Arroyo Naranjo.
Among them, he highlighted irregularities with the rotation of circuits and the theft of dielectric oil in transformers: “That has never happened before. Transformers have always been there. These strategic resources must be protected. We cannot continue to accept that a bandit, a lazy person or a counterrevolutionary continues to steal dielectric oil, because they know well what that brings as a consequence.”
In agreement with Emilio Interián’s approach was the Minister of Energy and Mines Vicente de La O Levy, who commented in this regard that it is a matter of seeking equity in the distribution of energy, but the deficit is so high that in most cases during the night what is generated is destined for vital centres. such as hospitals and other essential institutions.
The minister said that, due to the intensification of the genocidal blockade policy of the United States government, today any repair to thermal power plants, no matter how small, has to be resolved with the national industry.
Regarding the recovery of electricity generation, de La O Levy explained that “the road is long,” and insisted that it will be betting on energy sovereignty, making use of Cuban fuel, such as crude oil and gas, and also renewable sources.
Towards the end of the debate, the President of the National Assembly of People’s Power, Esteban Lazo Hernández, referring to the theft of dielectric oil – and other negative manifestations against the normal functioning of society – called for more vigilance and popular participation in control, and to take measures against offenders, because “it is up to us to take care of what we have, we can,” he insisted, “do more in terms of collective vigilance, we still have a long way to go.”

El Primer Ministro Manuel Marrero Cruz ofreció un balance pormenorizado ante la Asamblea Nacional del Poder Popular del primer mes y medio de implementación de las 176 Transformaciones Económicas y Sociales aprobadas en medio del recrudecimiento del bloqueo estadounidense
A poco más de un mes de su aprobación por la Asamblea Nacional, el miembro del Buró Político y Primer Ministro, Manuel Marrero Cruz, ofreció un balance pormenorizado de la implementación de las 176 transformaciones económicas y sociales.
En una intervención ante los diputados de la X Legislatura, el Jefe de Gobierno detalló los alcances en los 21 ejes temáticos y advirtió que, con más del 90 % de las normas jurídicas previstas ya en vigor, el país enfrenta ahora “la etapa más importante y tal vez la más difícil”: garantizar la aplicación efectiva de cada medida, corregir desviaciones y evaluar impactos en medio del recrudecimiento del bloqueo estadounidense y la persecución financiera.
Marrero Cruz precisó que el cronograma estableció la implementación de 121 transformaciones en los meses de junio y julio; hasta el momento se han aprobado 110, que representan el 90.9 por ciento de lo previsto, y otras cinco parcialmente. Las restantes, de mayor complejidad, entrarán en vigor en agosto y septiembre, excepto tres planificadas para noviembre.
El contexto de máxima tensión: el impacto del bloqueo
Marrero Cruz desgranó los avances en los 21 ejes temáticos que conforman las transformaciones económicas y sociales, y describió el escenario de máxima tensión en que se ha desarrollado el proceso. “Durante este primer semestre del año, el país ha estado bajo el impacto de la agresión reforzada del gobierno de los Estados Unidos, a partir de la puesta en vigor de las órdenes ejecutivas, en particular la 14 404, del pasado primero de mayo”.
Esta orden ejecutiva, que integra un sistema de sanciones secundarias, apunta no solo a Cuba sino también a cualquier persona o entidad extranjera que mantenga negocios con nuestro país, generando afectaciones en sectores como el energético, agroalimentario, turismo, finanzas y salud.
El Primer Ministro subrayó que el comercio exterior es uno de los sectores más impactados, agudizado por la paralización de las operaciones de las principales navieras, con más de siete mil contenedores de alimentos, medicamentos, sistemas solares y otras mercancías esenciales retenidos en puertos cercanos.
Un proceso enriquecido por los aportes
A pesar de este contexto hostil, el proceso de implementación ha avanzado con celeridad y ha sido enriquecido por los aportes de la máxima dirección del país y del pueblo. Marrero Cruz recordó que, desde la aprobación de las transformaciones, se incorporaron las orientaciones del General de Ejército Raúl Castro Ruz, quien ha participado desde el inicio y transmitió que “tan importante como la aprobación de las transformaciones será su implementación adecuada y oportuna, con prioridades bien definidas y la participación consciente del pueblo”.
De igual manera, se han tenido en cuenta los acuerdos del Pleno del Comité Central del Partido y las conclusiones del Primer Secretario y Presidente de la República, Miguel Díaz-Canel Bermúdez, así como 165 de las 171 propuestas y valoraciones de los diputados, que se incorporaron en la fase de implementación.
Para jerarquizar el proceso, se designaron al frente de los ejes temáticos a cuadros principales del Gobierno y se constituyeron grupos y subgrupos de trabajo con participación de expertos y académicos.
En cuanto a la capacitación, decisiva para garantizar la concreción práctica de las medidas, se desarrollaron seminarios para las estructuras del Partido y Gobierno a nivel nacional, provincial y municipal.
De conjunto con la dirección de la Asamblea Nacional, se elaboró el cronograma legislativo, identificándose hasta el momento 138 normas jurídicas con plazos acortados para su elaboración, análisis y aprobación.
Principales transformaciones por ejes
En el ámbito empresarial, el Decreto Ley “Del sistema empresarial estatal cubano” —que responde a 16 de las 17 transformaciones previstas para la empresa estatal— amplía la autonomía de las empresas para aprobar su organización salarial, realizar cualquier actividad lícita, definir precios y tarifas, realizar inversiones financieras y determinar los trabajadores que cesan el vínculo laboral, flexibilizando además el destino de las utilidades.
En paralelo, se actualizó la política salarial, se eliminaron límites y restricciones previas, condicionando el fondo de salarios solo a la capacidad económica y financiera de la entidad, previo acuerdo con el Sindicato en el Convenio Colectivo de Trabajo, aunque las empresas con pérdidas no pueden aplicar estas facultades mientras permanezcan en esa condición.
En las formas de gestión no estatal, se aprobaron las mipymes y cooperativas no agropecuarias pendientes, lo que eleva la cifra a más de 15 mil actores privados en el país. Se publicó el Decreto 160, que modifica el 107 y flexibiliza las actividades no autorizadas, eliminando totalmente 46 actividades prohibidas y otras 36 de manera parcial.
En cuanto a la planificación, se reducen los balances centrales y se descentraliza la aprobación de inversiones de hasta mil millones de pesos a nivel empresarial y municipal, quedando solo para aprobación central las que superen esa cifra.
En el redimensionamiento del Estado, fueron aprobadas las propuestas de los ministerios de Salud Pública, Educación, Cultura y Deportes, con una reducción de más de 92 mil cargos, concentrados en plazas administrativas no cubiertas. En descentralización territorial, se actualizó el Decreto 140, ampliando competencias, y se asignaron a 111 municipios el sobrecumplimiento de los ingresos cedidos durante 2025 para sus estrategias de desarrollo.
En el sector energético, ante los prolongados apagones que impactan el suministro de agua, la conservación de alimentos y la actividad económica, se han instalado mil 464 MW con fuentes renovables (13,8 % de la generación eléctrica). En esta etapa se instalaron 4 mil 292 sistemas fotovoltaicos —2 784 en centros vitales y mil 508 en viviendas aisladas—, más de 11 mil sistemas para niños con enfermedades crónicas, Héroes del Trabajo, médicos, maestros, científicos y glorias deportivas, y se registran 125 mil 751 hogares con sistemas instalados.
Se flexibilizaron los requisitos para que mipymes y empresas extranjeras importen y comercialicen combustibles, y se aprobaron incentivos fiscales que bonifican el pago de impuestos a quienes realicen inversiones con fuentes renovables en centros sociales, de cuidados, edificios multifamiliares, alumbrado público y viviendas de personas con necesidades permanentes de electricidad, deduciéndose el monto total de la inversión y eximiéndose del Impuesto sobre las Ventas la comercialización de tecnologías renovables.
En el sector agrícola, se han aprobado 4 de las 5 transformaciones previstas, incluido el proyecto de Ley de Tierra Agropecuaria y Forestal que se aprobó en esta session de la Asamblea, lo que flexibilizará la gestión y uso de la tierra para todos los actores económicos y actualizará el modelo de gestión de las cooperativas.
En las transformaciones sociales, se identificaron 876 mil 522 personas en mayor situación de vulnerabilidad. El Ministerio de Trabajo y Seguridad Social, con el Centro de Gobierno Digital, activará esta semana el trámite en línea para la solicitud de Protección Social a través de la plataforma Soberanía, sin costo y complementario al trabajo de las estructuras municipales. Además, se aprobaron beneficios fiscales para personas con discapacidad que laboran en talleres especiales.
En materia laboral y salarial, el incremento salarial en el sector presupuestado se aplica a partir de este mes, pagadero en agosto, con un costo anual estimado de 42 mil 500 millones de pesos y un salario mínimo de 3 210 pesos, aplicable también a todos los actores económicos cuyos ingresos sean inferiores. Marrero Cruz calificó la decisión como “insuficiente, pero necesaria”.
En el sistema bancario, se eliminaron los trámites administrativos para la apertura de cuentas en divisas, se permite el depósito y extracción de efectivo a actores no estatales con declaración de origen y destino, y se autorizan pagos al exterior por importaciones y financiamientos lícitos.
El Banco Central eliminó el límite para pagos en efectivo entre actores económicos, estableció la acreditación en tiempo real de operaciones en línea, eliminó la comisión por depósito en efectivo, fijó en 0,2 % la comisión por extracción para personas jurídicas, y elevó el límite mensual de transacciones de 120 mil a 2 millones 500 mil pesos. Se aprobó el marco regulatorio para casas de cambio privadas, y la primera, como proyecto piloto, está lista para operar.
En el sistema tributario, se establece el Impuesto al Valor Agregado (IVA) en sustitución de los impuestos sobre ventas y servicios, con factura electrónica fiscal obligatoria. Se reduce del 35 al 30 % el impuesto sobre utilidades para personas jurídicas y se aprueba un régimen de depreciación acelerada para la adquisición de maquinarias y tecnología de procesamiento industrial de alimentos. En política de precios, se descentraliza a todos los actors económicos la facultad de aprobación de precios mayoristas y minoristas, aunque Marrero Cruz reconoció que “este es un tema no resuelto”.
En inversión extranjera, se aprobó la “Guía de procedimientos para inversores extranjeros”, se modificó el Código Civil en derechos de superficie y usufructo, y se actualizó la Ley 118, eliminando la obligatoriedad de contratación de trabajadores a través de entidades empleadoras y la autorización previa del Banco Central para cuentas en el exterior.
En comercio exterior, se aprobó el procedimiento para exportación e importación directa por actores económicos, se flexibilizó la nomenclatura y entró en vigor el Decreto Ley 114 de asociación entre entidades estatales y no estatales.
Como resultados concretos, trece negocios de inversión extranjera contratan directamente fuerza de trabajo, se aprobó la primera empresa mixta entre una compañía extranjera y una mipyme privada, más de 100 actores no estatales tienen autorización para comercializar combustibles al por mayor, se aprobó el primer negocio de inversión extranjera para importación y comercialización de combustibles, y se creó la primera zona con regulaciones especiales en la categoría de “Zona de Desarrollo Económico” para una empresa de capital totalmente extranjero en el turismo de salud.
Sobre el turismo informó que debido a la falta de combustibles y las sanciones de EE.UU., se encuentran cerradas el 73 % de las instalaciones hoteleras y se han retirado 7 cadenas hoteleras que gestionaban el 46 % de las habitaciones. Ya se aprobaron 10 de las 13 transformaciones previstas en el sector, incluyendo nuevas modalidades de negocios, beneficios tributarios para ecoturismo y turismo especializado, y la aplicación de una contribución especial del 1 % para financiar la sostenibilidad de los destinos turísticos.
En transporte, se aprobaron las 3 transformaciones para flexibilizar la importación y comercialización de vehículos e incentivar la movilidad eléctrica.
En comercio y servicios, de 10 transformaciones se aprobaron 7, incluyendo la flexibilización de licencias comerciales, la implementación del proyecto “Mercado de Barrio” y la creación de mercados de abasto con acceso directo.
En seguros, se dinamiza la comercialización de pólizas en divisas para transporte, viajes y gastos médicos en el exterior, y se establece con carácter obligatorio el Seguro de Responsabilidad Civil para todos los vehículos de transporte terrestre de motor. En el ámbito digital, se aprobó que el sector privado pueda comercializar servicios de centros de datos.
Se ha trabajado con celeridad, profundidad y calidad
El Primer Ministro destacó que durante todo este proceso se ha empleado el análisis de inteligencia de datos, con el apoyo de herramientas de Inteligencia Artificial, lo que ha permitido disponer de la primera versión del “Cuadro de Mando” de las 176 Transformaciones para monitorear en tiempo real la aplicación y control de los indicadores, así como salidas informativas que incluyen el procesamiento de opiniones sobre cada eje temático o transformación.
Marrero Cruz valoró que “esta ha sido una etapa en la que, con celeridad, calidad y profundidad en los análisis, se han ejecutado las acciones previstas en el cronograma de implementación”.
No obstante, advirtió: “Los resultados se alcanzarán gradualmente, a partir de ahora comienza la etapa más importante y tal vez la más difícil, ya que es donde debemos garantizar la aplicación efectiva de cada una de las transformaciones aprobadas, el seguimiento a los indicadores, la evaluación de los impactos y la corrección de posibles desviaciones”.
“No nos estamos desviando del modelo socialista”
El Jefe de Gobierno reconoció que “en estos tiempos tan difíciles es justo reconocer a nuestro pueblo por su resistencia y agradecer infinitamente su confianza, lo que nos compromete a continuar con la misma entrega y consagración, hasta que logremos los impactos esperados en el mejoramiento de las condiciones de vida. El logro de este propósito exige del máximo esfuerzo, entrega y participación de todos”.
Ratificó que “no nos estamos desviando de nuestro modelo socialista, por el contrario, lo defendemos y se adoptan las decisiones necesarias para su consolidación. Lo hacemos sin detenernos y dispuestos a impulsar el profundo proceso de transformaciones económicas y sociales. Nos sobran razones, la Historia de Cuba, nuestros líderes, nuestras convicciones y nuestro pueblo”.
Las transformaciones a debate
Luego de la amplia exposición del Premier cubano, cerca de una decena de diputados expresaron sus criterios sobre la implementación de las 176 medidas económicas y sociales aprobadas por la Asamblea Nacional del Poder Popular el 18 de junio último,
Este proceso de transformaciones, calificado por el miembro del Buró Político y Presidente del parlamento Esteban Lazo Hernández, “como la tarea más importante para el país”, no se puede cumplir, expresó, “si cada uno de los cubanos no lo asumimos como nuestra”.
Al intervenir en el debate, la diputada por el municipio capitalino de Boyeros, Yaniska Lugo González, insistió que para el adecuado desarrollo de este proceso de cambios económicos y sociales tiene que primar el sentido socialista, a la vez que reflexionó sobre otras experiencias en países latinoamericanos en épocas recientes donde el mercado sustituyó el papel del Estado, reduciendo la capacidad de actuación de las instituciones y autoridades gubernamentales.
Desde Artemisa, y por videoconferencia, uno de los diputados por ese territorio planteó con preocupación, que luego de estudiar las 176 transformaciones socioeconómicas publicadas no encontró en ellas los incentivos que necesita la ganadería para desarrollarse.
Tras esa intervención, el Primer Ministro Manuel Marrero Cruz, desde su escaño de diputado, comentó ante el Parlamento, que “176 no es un número acabado, que toda propuesta es muy importante y se tiene en cuenta”.
Expresó el jefe de Gobierno que lo que se proponga se puede incluir, porque la propia naturaleza flexible y dialéctica del proceso, así lo permite: “Es este el resultado de la participación colectiva. En los debates previos hubo personas con criterios diferentes y eso nos permitió llegar a consensos”, puntualizó.
Respondiendo al planteamiento del diputado artemiseño, el viceprimer ministro Jorge Luis Tapia Fonseca, quien desde la máxima dirección del Gobierno atiende el sector agropecuario, anunció que se incorporarán a las 176 medidas, otras dos, vinculadas a la ganadería.
Precisó Tapia Fonseca que la primera está asociada a la eliminación de los precios topados, hasta ahora vigentes, a la leche y la carne vacuna; y la segunda al sacrificio de reses por parte de sus propietarios: “A partir del primero de septiembre los precios de leche y la carne serán por acuerdos entre el productor y las empresas”.
En cuanto al sacrificio de ganado, el viceprimer ministro expresó que en lo adelante los permisos por parte de las autoridades municipales a los propietarios, no puede exceder de los siete u ocho días.
Hacia el final de su intervención expresó que recientemente el Comité Ejecutivo del Consejo de Ministros aprobó un importante presupuesto para pagar las deudas contraídas por entidades estatales con productores de leche, carne y otras producciones agropecuarias con el fin liquidar los adeudos, información que llegará en detalles en los próximos días a los campesinos cubanos.
El productor agropecuario, delegado de circunscripción y diputado por el municipio habanero de Arroyo Naranjo, Emilio Interián, manifestó ante el Parlamento no tener la menor duda de que estas medidas serán la solución a muchos problemas: “Las decisiones aprobadas sobrepasan las que propusimos o llegamos a pensar. Por día se irán viendo resultados. Su impacto será en breve tiempo, pero por sí solas no van a resolver los problemas más críticos que padece la población”.
En otro momento de su intervención el legislador relató las vicisitudes que vive la población por los prolongados cortes eléctricos y fue crítico al denunciar un grupo de problemas que, desde su experiencia como delegado de base, enfrenta en Arroyo Naranjo.
Entre ellos destacó irregularidades con la rotación de los circuitos y el robo de aceite dieléctrico en los transformadores: “Eso nunca antes ocurrió. Los transformadores siempre han estado ahí. Esos recursos estratégicos hay que protegerlos. No podemos seguir aceptando que un bandido, un vago o un contrarrevolucionario se siga robando el aceite dieléctrico, porque ellos bien saben lo que eso trae como consecuencia”.
De acuerdo con el planteamiento de Emilio Interián estuvo el ministro de Energía y Minas Vicente de La O Levy, quien al respecto comentó que se trata de buscar una equidad en la distribución de la energía, pero es tan elevado el déficit que en la mayoría de las ocasiones durante la noche lo que se genera se destina para centros vitales, como hospitales y otras instituciones imprescindibles.
El titular expresó que, a causa del recrudecimiento de la política de bloqueo genocida del gobierno de los Estados Unidos, hoy cualquier reparación a las centrales térmicas, por muy pequeñas que sean, tiene que resolverse con la industria nacional.
En cuanto a la recuperación de la generación de electricidad, de La O Levy explicó que “el camino es largo”, e insistió que será apostando a la soberanía energética, haciendo uso del combustible cubano, como el crudo y el gas, y también las fuentes renovables.
Hacia el cierre del debate, el Presidente de la Asamblea Nacional del Poder Popular, Esteban Lazo Hernández, al referirse al robo de aceite dieléctrico -y a otras manifestaciones negativas en contra del normal funcionamiento de la sociedad- llamó a más vigilancia y participación popular en el control, y a tomar medidas contra los infractores, porque “nos corresponde cuidar lo que tenemos, podemos -insistió- hacer más en función de la vigilancia colectiva, todavía nos falta mucho por combatir”.
