The Fifth National Exercise for the Prevention and Confrontation of Crime, Corruption, Drugs, Illegalities and Social Indiscipline began this Monday in the nation.
The First Secretary of the Central Committee of the Party and President of the Republic, Miguel Díaz-Canel Bermúdez, began on Monday the Fifth National Exercise for the Prevention and Confrontation of Crime, Corruption, Drugs, Illegalities and Social Indiscipline.
The Head of State stressed that this exercise – a continuation of previous editions – is being carried out at a complex time, in which the aggressive rhetoric of the United States government towards Cuba and coercive measures have increased.
He highlighted the priorities outlined by the country’s leadership, including preparation for defense; and to carry out the Economic and Social Programme for 2026, which among several aspects considered food production, the stabilization of the National Electro-energy System, the generation of foreign exchange income and macroeconomic stabilization to be fundamental.
This exercise, Díaz-Canel said, pays tribute to all those priorities that we have set for ourselves. To the extent that we are able to maintain internal stability, which is one of its objectives, we will be contributing to the defence of the country.
It will also be aimed at confronting a group of negative tendencies that exist in the economy and society; therefore, it has to contribute to the Economic and Social Programme, he said.
The President defended popular participation in this battle that belongs to everyone. “It makes no sense to do any of this if there is no participation; therefore, all the planning of the exercise has to have an outlet in participation. Whatever does not have it, review it,” he said.
Popular participation is not automatic, he clarified; It is not that people make the guidelines that we give them. It is that people participate in the conception of ideas, give criteria, can criticize, contribute and, in addition to that, can, above all, control. And this is an exercise where control plays a fundamental role, he said.
The president considered that only in this way “will we be meeting the objectives of this important exercise, which takes into account all the country’s experience in this area, which follows up on what we have done previously and that we are doing it at a particularly important time.”
From the headquarters of the Central Committee and by videoconference with the highest authorities of the provinces and the special municipality of Isla de la Juventud, it was reported that its objective is to intensify actions to prevent and confront criminal activities, corruption, drugs, illegalities, social indiscipline and other harmful phenomena that affect security and internal order.
As explained by Julio César García Rodríguez, head of the Office of the Central Committee for Attention to State and legal sector bodies, the main tasks are aimed at controlling the safety of solar parks, generators, transformers and other resources of the National Electro-energy System; check the use and protection of fuels; as well as to control the production, storage and marketing of food.
Likewise, they will initiate visits to people who are not linked to study and work in the districts; controls will be carried out on the contracting process of local development projects that do not contribute to the territories; and inspections and actions will be carried out to confront price violations and tax evasion.
In addition, some twenty exemplary trials will be held, with priority given to drug-related crimes and those that threaten the country’s electricity system, in particular the theft of dielectric oil, solar panels and fuels.
The opening of this National Exercise – whose previous edition took place in September 2025 – was attended by the Prime Minister, Manuel Marrero Cruz; the Secretary of Organization of the Central Committee, Roberto Morales Ojeda; the Minister of the Interior, Army Corps General Lázaro Alberto Álvarez Casas; all members of the Political Bureau; and other leaders of the country.

Inició este lunes en la nación el Quinto Ejercicio Nacional de Prevención y Enfrentamiento al delito, la corrupción, las drogas, las ilegalidades e indisciplinas sociales.
El Primer Secretario del Comité Central del Partido y Presidente de la República, Miguel Díaz-Canel Bermúdez, dio inicio este lunes al Quinto Ejercicio Nacional de Prevención y Enfrentamiento al delito, la corrupción, las drogas, las ilegalidades e indisciplinas sociales.
El Jefe de Estado subrayó que este ejercicio —continuidad de las ediciones anteriores— se realiza en un momento complejo, en el que se han incrementado la retórica agresiva del gobierno de los Estados Unidos hacia Cuba y las medidas coercitivas.
Destacó las prioridades trazadas por la dirección del país, entre ellas, la preparación para la defensa; y llevar adelante el Programa Económico y Social para el 2026, que entre varios aspectos consideró fundamentales la producción de alimentos, la estabilización del Sistema Electroenergético Nacional, la generación de ingresos en divisas y la estabilización macroeconómica.
Este ejercicio, consideró Díaz-Canel, tributa a todas esas prioridades que nos hemos planteado. En la misma medida en que seamos capaces de mantener la estabilidad interna, que es uno de sus objetivos, estaremos contribuyendo a la defensa del país.
Estará orientado también a enfrentar un grupo de tendencias negativas que existen en la economía y en la sociedad; por lo tanto, tiene que aportar al Programa Económico y Social, afirmó.
El Presidente defendió la participación popular en esta batalla que es de todos. «No tiene sentido hacer nada de esto si no hay participación; por lo tanto, toda la planificación del ejercicio tiene que tener salida en la participación. Lo que no la tenga, revísenlo», indicó.
La participación popular no es automática, aclaró; no es que la gente haga las orientaciones que les damos. Es que las personas participen en la concepción de las ideas, den criterios, puedan criticar, aportar y, además de eso, puedan, sobre todo, controlar. Y este es un ejercicio donde el control juega un papel fundamental, precisó.
El mandatario consideró que solo así «estaremos cumpliendo los objetivos de este importante ejercicio, que tiene en cuenta toda la experiencia del país en esta materia, que da seguimiento a lo que hemos hecho anteriormente y que lo hacemos en un momento particularmente importante».
Desde la sede del Comité Central y por videoconferencia con las máximas autoridades de las provincias y el municipio especial Isla de la Juventud, se informó que su objetivo es intensificar las acciones de prevención y enfrentamiento a las actividades delictivas, la corrupción, las drogas, las ilegalidades, las indisciplinas sociales y otros fenómenos nocivos que afectan la seguridad y el orden interior.
Según explicó Julio César García Rodríguez, jefe de la Oficina del Comité Central de Atención a los órganos del Estado y del sector jurídico, las principales tareas están dirigidas a controlar la seguridad de parques solares, grupos electrógenos, transformadores y demás recursos del Sistema Electroenergético Nacional; chequear el uso y la protección de los combustibles; así como controlar la producción, almacenamiento y comercialización de alimentos.
Igualmente, iniciarán visitas a las personas desvinculadas del estudio y del trabajo en las circunscripciones; se realizarán controles al proceso de contratación de los proyectos de desarrollo local que no aporten a los territorios; y se harán inspecciones y acciones de enfrentamiento ante violaciones de precios y de evasión fiscal.
Además, se celebrará una veintena de juicios ejemplarizantes, con prioridad en los delitos asociados a las drogas y los que atentan contra el sistema eléctrico del país, en particular el robo de aceite dieléctrico, de paneles solares y de combustibles.
En la apertura de este Ejercicio Nacional —cuya edición anterior tuvo lugar en septiembre del 2025— participaron el primer ministro, Manuel Marrero Cruz; el secretario de Organización del Comité Central, Roberto Morales Ojeda; el ministro del Interior, general de cuerpo de ejército, Lázaro Alberto Álvarez Casas; todos miembros del Buró Político; y otros dirigentes del país.
