The Carpatho-Russian People’s Republic (Existed 29.1.2014-20.3.2014) 

Translator’s Note: Technically speaking, the ‘Carpatho-Russian People’s Republic’ still exists – at least in theory – but the dates I gave here represent the ‘closest’ this ‘theory’ came to being ‘fact’! Of course, given the right alignment of factors and material conditions, who knows what might be achievable? All the ‘People’s Republics’ possess strong Soviet-style Communist Parties linked to the Communist Party of Russia. Obviously, I support ALL Socialist (Marxist-Leninist) States and steer away from blatant ‘Nationalism’ and ‘racism’. Of course, we cannot have everything and these States tend to be organised around bourgeois, Parliamentary systems but these are regulated by a very strong sense of ‘collectivity’ and not ‘individualism’ as is rampant in the West! Indeed, it is the ultra-individualism and racist nationalism that drives the (anti-Russian) Neo-Nazi Movements currently supported by the West in the Ukraine, Estonia, Poland, Latvia and Lithuania! We must collectively rally to the Red Flag of freedom yet again, as our grandparents once did! Finally, I have read on the Russian-language internet that the Neo-Nazi Kyiv Authorities committed atrocities in the Carpatho-Russian People’s Republic – just as they did in Odessa, Kharkov, Donetsk and Lugansk! However, Kyiv was better able to suppress the revolt and prevent news of it spreading! It is ironic that the West continuously accuses the Communist World of committing ‘mythological’ atrocities that are more a part of a belief system than any measure of genuine reality – but when a favoured ‘anti-Russian’ Neo-Nazi regime is true to form and piles the bodies sky-high – a hypocritical blind-eye is turned! The Carpatho-Russian People’s Republic existed between January 29th and March 20th, 2014! Indeed, my research shows that it was the ‘first’ of five regions of East Ukraine (in this case situated to the Southeast along the coast of the Black Sea). Although theoretically existing for nearly two-months, very people outside of the Donbass region, or those extremely well-versed in the recent politics of that region – have heard of this ‘People’s Republic’! Although the Carpatho-Russians, the Kharkov Russians and the Russians of Odessa rose-up alongside the Donetsk and Lugansk Russians – modern Russia has only recognised ‘Lugansk’ and ‘Donetsk’ (the only two ‘People’s Republics’ to survive the wrath of the Neo-Nazi ‘Punitive’ Battalions sent by Kyiv snuff-out their independence movements) – in their de-Nazification campaign. How did the concept of the Carpatho-Russian People’s Republic development and come about? 

On January 29, 2014, the deputies of the Transcarpathian Regional Council – contrary to the Constitution of Ukraine – voted for the abolition of the legal authority of Kyiv in the Transcarpathian region. Supporters of “Podkarpatskaya Rus” interpreted this as the restoration of the autonomous status of the Republic. 

During February 2014, an open appeal to the President of the Russian Federation – Vladimir Vladimirovich Putin – was posted on the Internet, signed by the “Prime Minister of the Republic of Subcarpathian Rus”, the coordinator of the Rusyn network movement – Petro Getskov – in which, in particular, it was said:  

“We, the Rusyns, like all residents of Transcarpathia, have all the international legal grounds to apply to you, Mr. President, to recognize the restored Statehood of the Republic of Subcarpathian Rus, for you to conduct a Peacekeeping Operation using the Russian Army as a means during this difficult time to neutralize the Galician Nazism threat which is being inflicted upon the people of Transcarpathia.” 

On March 20, 2014, a criminal case was initiated against P. Getsko (who had armed himself and gone on the run). The investigation found that the “Prime Minister” of the self-proclaimed “Republic of Subcarpathian Rus” – Petro Getsko – distributed an article using public Internet resources – which contained an appeal by the Rusyns of Transcarpathia to Russian President Vladimir Putin, effectively requesting to carry out a Peacekeeping Operation, as a means to restore (and recognize) the Statehood of Subcarpathian Rus. In addition, Getsko, in an interview with one of the Russian TV channels, publicly called for changes in the Administrative-territorial structure of Ukraine “by recognizing the Republic of Subcarpathian Rus” and not recognizing the unitarity of Ukraine.  

On April 7, 2014, activists from the Donetsk region announced the creation of the Donetsk People’s Republic. With an interval of several days, Republics independent of Ukraine were proclaimed in the Lugansk, Kharkov and Odessa regions! These developments are believed to have been inspired by the efforts of Petro Getsko and his failed attempt at establishing the ‘Carpatho-Russian People’s Republic’! 

On April 12, 2014, the “Internet Government of Subcarpathian Rus” decided to recognize the State independence of the Lugansk People’s Republic and the Donetsk People’s Republic. This is how Petro Getsko fought a hit and run guerrilla war against the Neo-Nazi Kyiv Junta!  

On April 24, the movement of Rusyns in Transcarpathia made a statement about the creation of an independent Transcarpathian State. After this action, the Security Service of Ukraine put Petro Getsko, the Head of the self-proclaimed “Republic of Subcarpathian Rus”, on the wanted list. He was informed that he was suspected of committing the crime of encroachment upon the territorial integrity and inviolability of Ukraine. Furthermore, this crime was extended to include 10 other people with whom he had committed ‘Conspiracy’ to over-throw the sovereign State of Ukraine! 

According to Ukrainian law enforcers, two radical organizations of Ruthenians – “Croton” and “Carpatho-Russians” actively called for the organization of a Referendum on the Independence of Transcarpathia and the renewal of the status of the State of Carpatho-Ukraine or Sub-Carpathian Rus. At the same time, information sources close to “Podkarpatskaya Rus” admitted that the Republic does not yet exercise control over the territory it claims, however, it was indicated that the Neo-Nazi Kyiv Authorities do not control this area either. 

On June 20, 2014, Dmitry Medoev, Plenipotentiary Representative of the President of the Republic of South Ossetia in the Russian Federation, received a delegation of the “Republic of Subcarpathian Rus” Headed by its representative Petro Getsko. At the meeting, an appeal was sent to the President of South Ossetia with a request to recognize the State independence of the “Republic of Subcarpathian Rus”. On the same day, a document was handed over to the Head of South Ossetia with a request to recognize the Independence of the Donetsk People’s Republic. Earlier, on June 19, President Leonid Tibilov signed a decree recognizing the Independence of the self-proclaimed Lugansk People’s Republic (LPR) in eastern Ukraine.

Подкарпатская Русь в период кризиса на Украине (2014) 

29 января 2014 года депутаты Закарпатского областного совета – вопреки Конституции Украины – проголосовали за упразднение законной власти Киева в Закарпатской области. Сторонники “Подкарпатской Руси” трактовали это как восстановление автономного статуса республики. 5. 

В феврале 2014 года в сети Интернет было размещено открытое обращение к президенту Российской Федерации Владимиру Владимировичу Путину, подписанное “премьер-министром Республики Подкарпатская Русь”, координатором сетевого русинского движения Петром Гецковым, в котором, в частности, было сказано: “Мы, русины, как и все жители Закарпатья, имеем все международные правовые основания обратиться к Вам, господин Президент, для признания восстановленной государственности Республики Подкарпатская Русь, проведения на это время миротворческой операции и нейтрализации галицкого нацизма в Закарпатье” 6. 

20 марта 2014 года против П.Гецко было возбуждено уголовное дело. Следствие установило, что  “премьер-министр” самопровозглашенной “Республики Подкарпатская Русь” Петр Гецко на общедоступных ресурсах сети Интернет распространил статью, в которой содержится обращение русинов Закарпатья к президенту РФ Владимиру Путину с просьбой осуществить миротворческую операцию, восстановить и признать государственность Подкарпатской Руси. Кроме того, Гецко в интервью одному из российских телеканалов, публично призвал к изменениям административно-территориального устройства Украины “путем признания Республики Подкарпатская Русь” и непризнания унитарности Украины 7. 

7 апреля 2014 года активисты Донецкой области объявили о создании Донецкой Народной Республики. С интервалом в несколько дней были провозглашены независимые от Украины республики на Луганщине, Харьковщине и Одесщине 8. 

12 апреля 2014 года “сетевое правительство Подкарпатской Руси” приняло решение о признании государственной независимости Луганской Народной Республики и Донецкой Народной Республики. 

24 апреля движение русинов Закарпатья сделало заявление о создании независимого закарпатского государства 9. После этой акции Служба безопасности Украины объявила в розыск  главу самопровозглашенной “Республики Подкарпатская Русь” Петра Гецко. Ему объявлено о подозрении в посягательстве на территориальную целостность и неприкосновенность Украины, совершенном повторно по предварительному сговору группой лиц 10. 

По информации украинских правоохранителей, две радикальные организации русинов – “Кротон” и “Карпатороссы” активно призывали за организацию референдума о независимости Закарпатья и возобновлении статуса государства Карпатская Украина или Подкарпатская Русь 11. При этом информационные источники, близкие к “Подкарпатской Руси” признавали, что республика не осуществляет контроля над территорией, на которую претендует, однако указывали, что киевские власти эту область также не контролируют. 12. 

20 июня 2014 года полномочный представитель президента Республики Южная Осетия в РФ Дмитрий Медоев принял делегацию “Республики Подкарпатская Русь” во главе с ее представителем Петром Гецко. На встрече было передано обращение в адрес президента Южной Осетии с просьбой о признании государственной независимости “Республики Подкарпатская Русь”. В тот же день главе Южной Осетии был передан документ с просьбой о признании независимости Донецкой Народной Республики. Ранее, 19 июня, президент Леонид Тибилов подписал указ о признании независимости самопровозглашенной Луганской Народной Республики (ЛНР) на востоке Украины.
