On September 27, 2015, the Founding Conference of the Lugansk City Branch of the All-Union of Communist Party of Lugansk was held. More than 150 delegates from regional organizations of Lugansk took part in the Conference. There were not enough empty seats in the hall, and the aisles and the corridor were filled! Among the guests: Deputy of the State Duma of the Russian Federation, Secretary of the Leningrad Regional Committee of the Communist Party of the Russian Federation Nikolai Kuzmin, 1st Secretary of the Central Committee of the Communist Party of the DPR Boris Litvinov, as well as honorary citizens of the city.
In August, the 1st Congress of the All-Union of Communists of the Lugansk region was held. In just a month, the ranks of the LPR has swelled to included more than 800 members, the vast majority of former local organizations of the Communist Party of Ukraine, the public organization “Communists of the Lugansk Region”, Deputies of the LPR Parliament of the 1st Convocation, Deputies of the Parliament of Novorossiya, Deputies of Local Councils, Ministers of the First Government of the LPR, Military-Patriotic and Youth public organizations, Militia Commanders and Red Army soldiers of the Republic.
In his speech, Nikolai Kuzmin highly appreciated the activities of the Central Committee of the Union of Communists of Lugansk region in reviving the organization of Communists, noting the positive dynamics of qualitative and numerical replenishment of the ranks. Active Communists and Militia Commanders received decorations from the Central Committee of the Communist Party of the Russian Federation from the hands of a Deputy of the State Duma. To thunderous applause, the Red Flag of the Communist Party of the Russian Federation was presented to the Central Committee of the SKL.
The delegates were addressed by: First Secretary of the Central Committee of the LCL Igor Gumenyuk, Chairman of the LCL Nikolai Streltsov, 2nd Secretary of the Central Committee of the LCL Valentin Popov, Secretary of the Central Committee of the LCL Svetlana Alpatova, Communist Valery Shatsky, Secretary of the Central Committee of the LCL Alena Frolova, Secretary of the Central Committee of the LCL Oleg Popov, leader of the Youth Military -Patriotic Organization “Heritage” Yevgeny Tkachev and Secretary of the Central Committee of the SKL Yuri Sinenko.
The speakers thanked the Central Committee of the Communist Party of the Russian Federation, and its Headquarters for organising Humanitarian Aid to Donbass, including Gennady Zyuganov, Vladimir Kashin, Kazbek Taysaev and Nikolai Kuzmin, as well as the Leningrad Regional Organization of the Communist Party of the Russian Federation, for their huge contribution to supporting the people of Novorossia. Also, in many speeches it was noted that the All-Union of Communists of Lugansk region is focused on the Communist Party of the Russian Federation, coordinates work with the UPC-CPSU and cooperates with the Communist Party of the DPR.
With warmth, the delegates listened to the fiery speech of the 1st Secretary of the Central Committee of the Communist Party of the DPR Boris Litvinov, who shared his experience of Party work and stated the similarity of the ideological platforms of the Communists of Lugansk and Donetsk, common tasks, problems and ways to solve them.
The delegates established the Lugansk City Branch of the All-Union Communist Party of Lugansk and voted to chose candidates for its elected bodies. Secretary of the Central Committee of the SKL Yuriy Sinenko, on behalf of the Communists of the Lugansk region, presented the Deputy of the State Duma of the Russian Federation, the Secretary of the Leningrad regional Committee of the Communist Party of the Russian Federation with the medal “For Humanitarian Assistance to Donbass”.

27 сентября 2015 года прошла учредительная конференция Луганской городской организации Союза Коммунистов Луганщины. В работе конференции приняли участие более 150 делегатов от районных организаций Луганска. В зале не хватало свободных мест, были заполнены проходы и коридор. Среди гостей: депутат Госдумы РФ, секретарь Ленинградского обкома КПРФ Николай Кузьмин, 1-й секретарь ЦК Компартии ДНР Борис Литвинов, почётные граждане города.
В августе прошёл 1-й съезд Союза Коммунистов Луганщины. Всего за месяц в ряды СКЛ вошли: более 800 членов, подавляющее большинство бывших местных организаций КПУ, общественная организация «Коммунисты Луганщины», депутаты Парламента ЛНР 1-го созыва, депутаты Парламента Новороссии, депутаты местных советов, министры первого Правительства ЛНР, военно-патриотические и молодёжные общественные организации, командиры ополчения, воины республики.
В своём выступлении, Николай Кузьмин дал высокую оценку деятельности Центрального Комитета Союза Коммунистов Луганщины по возрождению организации коммунистов, отметив положительную динамику качественного и численного пополнения рядов. Из рук депутата Государственной Думы получили наградные знаки ЦК КПРФ активные коммунисты и командиры ополчения. Под бурные аплодисменты, Центральному Комитету СКЛ вручён флаг КПРФ.
Перед делегатами выступили: первый секретарь ЦК СКЛ Игорь Гуменюк, председатель СКЛ Николай Стрельцов, 2-й секретарь ЦК СКЛ Валентин Попов, секретарь ЦК СКЛ Светлана Алпатова, коммунист Валерий Шацкий, секретарь ЦК СКЛ Алёна Фролова, секретарь ЦК СКЛ Олег Попов, лидер молодёжной военно-патриотической организации «Наследие» Евгений Ткачёв, секретарь ЦК СКЛ Юрий Синенко.
Выступающие благодарили Центральный Комитет КПРФ, Штаб по оказанию гуманитарной помощи Донбассу, Геннадия Зюганова, Владимира Кашина, Казбека Тайсаева, Николая Кузьмина, Ленинградскую областную организацию КПРФ, за огромный вклад в поддержку народа Новороссии. Также, во многих выступлениях отмечалось, что Союз Коммунистов Луганщины ориентирован на КПРФ, координирует работу с СКП-КПСС и сотрудничает с Компартией ДНР.+
С теплотой делегаты заслушали пламенную речь 1-го секретаря ЦК Компартии ДНР Бориса Литвинова, который поделился опытом партийной работы и констатировал схожесть идеологических платформ коммунистов Луганска и Донецка, общих задач, проблем и способов их решения.
Делегаты учредили Луганскую городскую организацию СКЛ и избрали состав выборных органов. Секретарь ЦК СКЛ Юрий Синенко от имени коммунистов Луганщины вручил депутату Госдумы РФ, секретарю Ленинградского обкома КПРФ Николаю Кузьмину медаль «За гуманитарную помощь Донбассу».
После мероприятия, Николай Кузьмин принял участие в работе пленума ЦК СКЛ, посетил Луганский музей советского автопрома и Музей «Молодой Гвардии» в Краснодоне, где вместе с группой активистов возложил цветы к могиле членов комсомольского подполья и стеле «Скорбящая мать»
