Statement by Ambassador Rodolfo Benitez Verson, Permanent Representative of Cuba, on the report submitted by the Special Rapporteur on Unilateral Coercive Measures on her visit to Cuba to assess the impact of the embargo imposed by the United States. 63rd Regular Session of the Human Rights Council. Geneva, September 9, 2026
Mr. President,
The United States says that there is no blockade or energy siege against Cuba. The Special Rapporteur’s assessment betrays the liar.
With solid evidence verified during her visit to Cuba, the Rapporteur has ruled that not only do they exist, but also that they intensify in a sustained manner and cause enormous damage.
It also shows that this policy flagrantly, massively and systematically violates the human rights of Cubans, including the right to food, health, education, development and the right to life.
There can be no greater cynicism than suffocating a people and blaming others. The Rapporteur’s report proves that the United States is lying when it seeks to hold Cuba responsible for the consequences of its cruel acts.
The Rapporteur determined that, despite the Cuban government’s sustained efforts to protect the population and mitigate its effects, the coercive measures of the United States are of such magnitude and persistence that they cause shortages of essential goods and services in Cuban households.
Washington maintains that its policy towards Cuba is legal and that the blockade is an exclusively bilateral issue. The Rapporteur’s exhaustive legal analysis categorically refutes this. It shows that the blockade has to be lifted, because it violates international law and invades the sovereignty and jurisdiction of other states.
The Rapporteur’s report is objective and factual. We support their important recommendations. Cuba will comply with those that correspond to it. The U.S. government must do its part.
The assessment presented by the Special Rapporteur coincides with what has been denounced by many other Independent Experts, Special Rapporteurs and Working Groups of the Human Rights Council. None has defended the United States. All have demanded the immediate cessation of their siege against Cuba.
Mr. President,
The perverse and deliberate purpose of the United States is to cause extreme shortages and total asphyxiation to Cuban families. They are trying to invoice a humanitarian tragedy to destabilise the country and achieve their political objectives.
In what constitutes an unprecedented reinforcement of the blockade, since last January the United States has imposed a brutal energy siege against Cuba. They threaten reprisals against any country that supplies oil to the island. The shortage of fuels has had a devastating impact on almost all areas of society.
Due to a lack of electricity and supplies, the national health system is forced to postpone non-urgent surgeries to prioritize life-defining ones. More than 100,000 patients are waiting for surgery, of which 12,000 are children. Life expectancy for children with cancer fell from 85% to 65%. The infant mortality rate has grown from 4.4 per thousand births in 2018 to 9.9 in 2025. Of the 395 drugs that Cuba produces within its basic health system, 300 are in short supply due to difficulties in accessing raw materials.
Behind these figures are human beings and the immense pain and anguish of Cuban families.
The architects of this policy of genocide and collective punishment celebrate as successes the agony of a Cuban mother who loses a child due to lack of medicines. They rejoice when our elderly do not have an ambulance for an emergency. They rejoice over prolonged power cuts, high food prices, and difficulties with the supply of water and other basic services.
Washington officials, experts in finding ways to strangle the Cuban people, have also put in place, since May 1, an exhaustive scheme of secondary sanctions against entities or people from third countries, just for having ties to Cuba.
They go to unprecedented lengths to amplify the extraterritorial effects of their multidimensional war against our country.
The consequences are serious. Suffice it to mention that more than 7,000 containers, most of them with food, medicine and medical devices, remain stranded in different countries and cannot be transferred to Cuba, due to intimidation against shipping companies.
The sophisticated methods of asphyxiation against the Cuban population that the United States has developed in recent months far exceed the pressure exerted for decades on the country. Their cruelty knows no bounds.
As a result, the Cuban people have suffered a deterioration in their quality of life and incalculable humanitarian damage.
No people deserves or should be subjected to so much punishment just for defending their right to self-determination. But they are not going to bend us. They will have to be accountable to history and the Cuban people will not forgive them.
Mr. President,
In addition to the extensive list of measures to strengthen the blockade extremely, there has been the recurrent use of a highly threatening and confrontational narrative against Cuba by the highest power structures of the current U.S. government.
Cuba is under threat of military aggression. As a pretext, the United States goes so far as to designate our small island as a supposed threat to the security of the military superpower.
The idea that Cuba could be a danger in the face of the disproportionate power of the country that spends the most on the war, which possesses more than 5,200 nuclear weapons, 13,000 warplanes and 1,200 military bases in 80 countries, including the Guantánamo naval base, in illegally occupied Cuban territory, defies common sense.
No justification can be used to attack Cuba, nor to impose inhumane coercive measures similar to war because of their humanitarian impact. Cuba is not a threat, the blockade is!
Our country does not want war, which would cause a bloodbath. On the contrary, we stand for peace. But if there is aggression, which we hope will never happen, our people will defend their independence, sovereignty and territorial integrity to the last consequences.
Mr. President,
To remain silent in the face of what is being done to Cuba today weakens International Law and makes the planet even more insecure.
Let us not forget that a part of the world looked the other way when the horrors of the genocide were unleashed in Gaza and today we all have to bear the terrible consequences. The United States wants Cuba to be a silent Gaza. It must be prevented.
Silence or indifference puts everyone in danger. Before that, it was Gaza. Today it is Cuba. Tomorrow it could be any of the nations represented here.
Cuba will not surrender! Our people will move forward, because their resilience, creativity and determination cannot be blocked. We will achieve this with our own efforts and resources, and with the solidarity support of all those in the world who defend just causes.
As our National Hero José Martí said: “A just principle, from the bottom of a cave, is more powerful than an army.”
We will win, because law and reason are with Cuba.

Señor Presidente:
Dice Estados Unidos que no hay un bloqueo ni un cerco energético contra Cuba. El Informe de la Relatora Especial delata al mentiroso.
Con sólidas evidencias constatadas durante su visita a Cuba, la Relatora ha dictaminado que no solo existen, sino que además se intensifican de manera sostenida y ocasionan enormes daños.
También demuestra que esa política viola de manera flagrante, masiva y sistemática los derechos humanos de los cubanos, incluyendo el derecho a la alimentación, a la salud, a la educación, al desarrollo y el derecho a la vida.
No puede haber mayor cinismo que asfixiar a un pueblo y culpar a otros. El informe de la Relatora prueba que Estados Unidos miente cuando pretende responsabilizar a Cuba de las consecuencias de sus crueles actos.
La Relatora determinó que, a pesar de los sostenidos esfuerzos del gobierno cubano para proteger a la población y mitigar sus efectos, las medidas coercitivas de Estados Unidos son de tal magnitud y persistencia que provocan escasez de bienes y servicios esenciales en los hogares cubanos.
Sostiene Washington que su política hacia Cuba es legal y que el bloqueo es un tema exclusivamente bilateral. El exhaustivo análisis jurídico de la Relatora lo refuta categóricamente. Demuestra que el bloqueo tiene que ser levantado, porque viola el Derecho Internacional e invade la soberanía y jurisdicción de los demás Estados.
El informe de la Relatora es objetivo y factual. Apoyamos sus importantes recomendaciones. Cuba cumplirá con las que le corresponden. El gobierno de Estados Unidos debe cumplir con las suyas.
La evaluación presentada por la Relatora coincide con lo denunciado por muchos otros Expertos Independientes, Relatores Especiales y Grupos de Trabajo del Consejo de Derechos Humanos. Ninguno ha defendido a Estados Unidos. Todos han demandado el cese inmediato de su asedio contra Cuba.
Señor Presidente:
El propósito perverso y deliberado de Estados Unidos, es provocar carencias extremas y asfixia total a las familias cubanas. Intentan facturar una tragedia humanitaria para desestabilizar al país y alcanzar sus objetivos políticos.
En lo que constituye un reforzamiento sin precedentes del bloqueo, desde enero pasado Estados Unidos ha impuesto un brutal cerco energético contra Cuba. Amenazan con represalias a cualquier país que suministre petróleo a la Isla. La escasez de combustibles ha tenido un impacto demoledor en casi todos los ámbitos de la sociedad.
Por falta de electricidad e insumos, el sistema nacional de salud se ve obligado a postergar cirugías no urgentes para priorizar las que definen la vida. Más de 100 mil pacientes esperan por una cirugía, de los cuales 12 mil son niños. La expectativa de vida de niños con cáncer cayó de un 85% a un 65%. La tasa de mortalidad infantil ha crecido de 4.4 por cada mil nacidos en 2018 a 9.9 en 2025. De los 395 fármacos que Cuba produce dentro de su cuadro básico de salud, 300 están en falta por las dificultades para acceder a materias primas.
Detrás de esas cifras hay seres humanos y el inmenso dolor y angustia de las familias cubanas.
Los artífices de esa política de genocidio y castigo colectivo, celebran como éxitos la agonía de una madre cubana que pierde a un hijo por falta de medicamentos. Se regocijan cuando nuestros ancianos no disponen de ambulancia para una emergencia. Se alegran por los prolongados cortes de electricidad, los altos precios de los alimentos y las dificultades con el abasto de agua y otros servicios básicos.
Los funcionarios de Washington, expertos en buscar maneras de estrangular al pueblo cubano, han puesto también en vigor, desde el 1 de mayo, un exhaustivo esquema de sanciones secundarias contra entidades o personas de terceros países, solo por tener vínculos con Cuba.
Llegan a extremos sin precedentes para amplificar los efectos extraterritoriales de su guerra multidimensional contra nuestro país.
Las consecuencias son graves. Basta mencionar que más de 7 mil contenedores, la mayoría con alimentos, medicinas y dispositivos médicos, permanecen varados en diferentes países y no pueden ser trasladados a Cuba, debido a la intimidación contra las navieras.
Los sofisticados métodos de asfixia contra la población cubana que ha desarrollado Estados Unidos en los últimos meses, superan con creces la presión ejercida durante décadas sobre el país. Su crueldad no tiene límites.
Como resultado, el pueblo cubano ha sufrido un deterioro en su calidad de vida y un daño humanitario incalculable.
Ningún pueblo merece ni debe ser sometido a tanto castigo solo por el hecho de defender su derecho a la autodeterminación. Pero no nos van a doblegar. Tendrán que rendir cuentas ante la historia y el pueblo cubano no los perdonará.
Señor Presidente:
A la extensa lista de medidas de reforzamiento extremo del bloqueo, se ha sumado la utilización recurrente de una narrativa contra Cuba altamente amenazadora y de confrontación por parte de las máximas estructuras de poder del actual gobierno estadounidense.
Cuba está bajo la amenaza de una agresión militar. Como pretexto, Estados Unidos llega al absurdo de designar a nuestra pequeña isla como una supuesta amenaza a la seguridad de la superpotencia militar.
Desafía el sentido común la idea de que Cuba pueda ser un peligro ante el desproporcionado poderío del país que más gasta en la guerra, que posee más de 5 200 armas nucleares, 13 000 aviones de guerra y 1 200 bases militares en 80 países, incluyendo la base naval de Guantánamo, en territorio cubano ilegalmente ocupado.
No puede esgrimirse justificación alguna para atacar a Cuba, ni para imponerle medidas coercitivas inhumanas semejantes a la guerra por su impacto humanitario ¡Cuba no es una amenaza, el bloqueo sí!
Nuestro país no desea la guerra, que provocaría un baño de sangre. Por el contrario, defendemos la paz. Pero si hay una agresión, lo que esperamos que nunca ocurra, nuestro pueblo defenderá su independencia, soberanía e integridad territorial hasta las últimas consecuencias.
Señor Presidente:
Callar ante lo que hoy se le hace a Cuba, debilita el Derecho Internacional y hace al planeta aún más inseguro.
No olvidemos que una parte del mundo miró hacia otro lado cuando se desataban los horrores del genocidio en Gaza y hoy todos tenemos que asumir las terribles consecuencias. Estados Unidos pretende que Cuba sea una Gaza silenciosa. Hay que impedirlo.
El silencio o la indiferencia ponen a todos en peligro. Antes fue Gaza. Hoy es Cuba. Mañana puede ser cualquiera de las naciones aquí representadas.
¡Cuba no se rendirá! Nuestro pueblo saldrá adelante, porque su resiliencia, creatividad y determinación no podrán ser bloqueados. Lo lograremos con nuestros propios esfuerzos y recursos, y con el apoyo solidario de todos los que en el mundo defienden las causas justas.
Como dijo nuestro Héroe Nacional José Martí: “Un principio justo, desde el fondo de una cueva, puede más que un ejército”.
Venceremos, porque el derecho y la razón están con Cuba.
