Translator’s Note: I, and my family, have been fighting Neo-Nazism in Ukraine since the Obama Administration initiated the over-throw of democracy during early 2014. I originally started by assisting the Communist Party of Donetsk (translating news articles from Russian to English) – but the DPR became popular very quickly and its exposure soon eclipsed by assistance. Next, I was contacted online by a young woman from Lugansk who requested that I translate articles of the Communist Party of Lugansk – which I agreed to do. At the time, Lugansk remained obscure – and still is today (my mother paid for a flag to be made of the LPR). I carried-on performing this translation function from the beginning of the Russian liberation of Donbass in February until December 2022 – when the previously independent “Communist Party of the LPR” was transitioned into a (dependent) “Branch” of the Communist Party of Russia. Due to security issues in the region, the CP-LPR website was no longer updated whilst all administrative duties were shifted to Moscow. The reality is that until the liberation of East Ukraine is completed – there will be no direct contact between the West and the CP-LPR. Yes – it is possible to contact the CP-Russia – but due to the international situation there is no guarantee of an answer. Anyway, a Lugansk comrade asked me to translate this vitally important (historical) document pertaining to the CP-LPR. It would seem that there are two Communist entities operating within the LPR – the “Communist Party” and the “League of Communists” – both of which formed the “Union of Communists”. ACW (1.9.2026)
The revival of the Party of Communists in the Lugansk region is the main result of our activities throughout the year. On August 24, 2015, at the unification congress of the public organization “Union of Communists of the Lugansk Region”, we set the task of preserving the unity of the ranks of the Communists and attracting all anti-fascists and patriots of the Lugansk People’s Republic to their ranks. Realizing that the wide-open doors of our union would attract people with different views and ambitions, we did not avoid internal conflicts. On the contrary, by opening the abscesses, they exposed the truth. The stage of “adjustment” was necessary for readiness to create a party organization, incapable without unity of goals and readiness to implement tasks. On April 12, 2016, the 1st Constituent Congress of the Communist Party of the LPR was held, which was attended by plenipotentiary representatives from most of the former city and district organizations of the Communist Party of Ukraine. Unfortunately, until now, several party organizations have not yet become part of the CPLPR, and the party organizations of Krasnodon, Pervomaisk and the Lutuginsky district have completely disintegrated. In this situation, our report must assess the reasons for the collapse of the Lugansk regional organization of the Communist Party of Ukraine and bring it to the attention of ordinary communists who have not yet been re-registered as part of the CPLPR.
DISINTEGRATION AND REVIVAL OF THE PARTY ORGANIZATION
“War is a test of all the economic and organizational forces of every nation,” said Vladimir Ilyich Lenin. Ordinary communists and supporters of the socialist choice were the first to stand on the barricades of the “Russian Spring” in 2014, when illegal formations of Ukrainian nationalists were preparing to attack the civilian population of Donbass. The people of Donbass rebelled against the anti-constitutional coup in Kiev. Red flags and flags of Russia flew over the buildings of the Lugansk Regional State Administration and the Security Service of Ukraine. Half of the deputy corps of the 1st parliament of the LPR was occupied by the Communists. From the first days of the creation of sovereign people’s republics, the Communists stood in the forefront of the creators, defenders and builders of our statehood.
However, the leaders of the Lugansk Regional Committee of the Communist Party of Ukraine did not support the masses and did not stand at the forefront of the events. The 1st secretary of the Lugansk regional committee of the Communist Party of Ukraine, Spiridon Kilinkarov, left the party organization and fled to Kyiv, where he had a business and real estate. There he began a provocative struggle for power in the Communist Party, after which he was expelled from its ranks for attempts to split. Kilinkarov’s attempts to take a leading position in the alternative project to the Communist Party of Ukraine, the Union of Left Forces of Ukraine, were unsuccessful. Yesterday’s traitorous allies (Kravchenko, Alexeev, Baburin, Golub, etc.) preferred not him, but the oligarch Vasily Volga. But today, this project, having not received the expected approval in the Poroshenko administration, has practically choked, although it held the congress under the shadow of yellow and blue ensigns. The Central Committee of the Communist Party of Ukraine, unable to control the situation in the LPR and DPR, dissolved the Lugansk and Donetsk regional organizations along with structural units.
At the most crucial time for the people of the Lugansk region, the leadership of the regional committee lost the party organization due to personal ambitions and cowardice. Instead of using the unique chance to implement Lenin’s principles of struggle and initiate the formation of a ruling coalition in the LPR, it cowardly abandoned its activists to dance dirty dances on the Bankova stage and wait for pathetic handouts. On April 10, signed by the secretary of the regional committee of the Communist Party of Ukraine Ekaterina Popova, the city and district committees received an absurd circular from Kilinkarov “to identify separatists and hand them over to the SBU.” Until now, some communists, either due to lack of information, or because of personal obligations, call the former regional leader the first secretary, people’s deputy and consider themselves to be part of the imaginary Lugansk regional organization of the Communist Party. In fact, the activities of Ukrainian organizations in the LPR have been suspended, and at the regional conference of the Communist Party, which was held in Severodonetsk, a new first secretary of the Lugansk regional committee, Sergei Dyakov, was elected.
The former treacherous leadership of the Lugansk Regional Committee of the Communist Party of Ukraine is still trying to disrupt the work of the Union of Communists of the Lugansk region and the CPLPR. Using their connections in Ukraine, they tried in every possible way to denigrate both the leadership of the Communist Party of Ukraine, the Communist Party of the Russian Federation, and our leaders. The former chairman of the SKL Streltsov treacherously went over to their side, who, at the end of his powers, tried to openly blackmail the organization, after which he was unanimously expelled from its ranks. The former secretary of the Central Committee of the SKL for humanitarian aid, Yuri Sinenko, who was convicted by the prosecutor’s office of stealing children’s clothes, cement and food, including 5 tons of stew from the communists of the Mari-El Republic, which he brought in secret from the organization, participated in the provocations against us. Sinenko was also unanimously expelled from our ranks. It should also be noted that a number of former regional party leaders literally robbed their organization: Kilinkarov, Chalenko, Isaenko, Khokhlov and others appropriated party transport and office equipment, and Sinenko not only took 2 cars, but also partially looted the building of the regional committee, where not even a nail and a hammer remained after him. It was not so easy for us to revive the party, to lay the foundation for a new history in the young Republic.
ORGANIZATIONAL WORK AND PARTY BUILDING
Over the past year, in 13 of the 15 cities and districts of the LPR, our organizations have been created and operate in: Lugansk, Krasny Luch, Bryanka, Sverdlovsk, Kirovsk, Antratsyt, Krasnodon, Perevalsky, Slavyanoserbsky, Krasnodonsky, Antratsytovsky, Lutuginsky districts. The former party organizations of the Communist Party of Ukraine completely collapsed in: the city of Pervomaisk – due to the destruction of the city and the migration of the population; in the city of Krasnodon, Krasnodonsky, Lutuginsky and Perevalsky districts – due to the relocation or departure of managers from duties. Taking into account those who left, almost all former members of the Communist Party of Ukraine were re-registered as members of the CPLPR in: the city of Krasny Luch, the city of Antratsyt, the city of Bryanka, the city of Sverdlovsk, the city of Kirovsk, the Slavyanoserbsky and Antratsytovsky districts – which is 2/3 of the current composition of the city and district party organizations. The 1st secretaries of the committees of these organizations retained their leadership, with the exception of the city of Sverdlovsk, where a former member of the city committee of the Communist Party of Ukraine was elected head. Partially, but as part of the majority, the communists of Lugansk moved to the CPLPR. A few former members of the Communist Party of Ukraine from Lugansk have not yet entered the CPLPR and have joined the groups controlled by Kilinkarov from Kiev. Both groups are focused on Russian provocative projects to discredit the Communist Party: the Communists of Russia, represented by Maxim Chalenko, and the quasi-party of the Russian Communist Party, with which Yuri Khokhlov works. Chalenko’s group, which calls itself the “Lugansk Regional Committee of the Communist Party of Ukraine”, still includes former party organizations of the cities of Alchevsk and Rovenky. In the city of Krasnodon, Krasnodon, Lutuginsky and Perevalsky districts, the party organizations of the LPR are in the process of formation. Under the leadership of the Secretariat of the Central Committee, initiative groups consisting of former members of the Communist Party of Ukraine and newly arrived supporters work in them. Work began on re-registration and holding constituent conferences. Unfortunately, the complete lack of material and technical base does not allow us to speed up this process.
More than 700 former members of the Communist Party of Ukraine were re-registered as members of the CPLPR and up to 200 new members joined. In total, taking into account the variable component, the number of CPLNR and, accordingly, the SKL is more than 900 members.
It is important to note the growth of the qualitative dynamics of the growth of our ranks. The members of the organization included the overwhelming majority of party leaders of the former city and district committees, the former 1st secretary of the Lugansk regional committee of the Communist Party of Ukraine Vladimir Zemlyakov and the deputy of the People’s Council Alexander Andriyanov. Among the members of the CPLPR are 21 deputies of the LPR Parliament of the 1st convocation, more than 50 deputies of local councils, militiamen, participants in the defense of Lugansk from the Kiev occupation. The organization was joined by the ataman of the Lugansk district of the Great Don Army, Colonel Viktor Shchekatunov, as well as the 1st People’s Governor of the Lugansk region Alexander Kharitonov, who headed the Kamennobrodsky district party committee. Also, activists of the youth organization “Heritage”, led by leader Yevgeny Tkachev, joined the party.
INTERNATIONAL COOPERATION AND WORK WITH PUBLIC ORGANIZATIONS
It is difficult to assess the huge role of the Communist Party of the Russian Federation in the formation of the Lugansk People’s Republic! In the very first months of fierce hostilities, the Communist Party of the Russian Federation organized an uninterrupted supply of food, building materials, medicines, clothing, generators and other equipment to the government institutions of the LPR, schools, combat units and the population. During the war and the blockade, the Communist Party of the Russian Federation sent 54 “red” humanitarian convoys for the LPR and DPR with a volume of almost 8,000 tons! This is the merit of both ordinary communists and personally the Chairman of the Communist Party of the Russian Federation Gennady Zyuganov, the First Deputy Chairman of the Communist Party of the Russian Federation Vladimir Kashin, the First Deputy Chairman of the UCP-CPSU, Secretary of the Central Committee of the Communist Party of the Russian Federation Kazbek Taysayev! Convoys were formed by the forces of communists from Moscow, the Moscow region, Voronezh, Tula, Lipetsk, Kursk, North Ossetia, Kabardino-Balkaria, Karachay-Cherkessia, Krasnodar, Stavropol and other regions of Russia.
The Communist Party of the Russian Federation is the only political force in the State Duma of the Russian Federation that officially recognized the results of the popular referendum on the creation of the LPR on May 11, 2014. Also, it was the Communist Party of the Russian Federation in 2014 that initiated the recognition of our republics by the parliament of South Ossetia, which at that time was headed by the leader of the Communists of South Ossetia, Stanislav Kochiev.
On the initiative of the UCP-CPSU, in October 2014, the public organization “Union of Communists of the Lugansk Region” was registered in order to legalize former members of the Communist Party in connection with the suspension of the activities of parties in the LPR. It was the Communist Party of the Russian Federation that gave impetus to the formation of the communist movement in the Donbass. At the congress of the SKL, and then at the congress of the CPLPR, we declared our commitment to the Leninist course of the CPRF and the UCP-CPSU. Not in words, but in deeds, our young party felt paternal care and reliable support. The CPNR and the CPDPR are an integral part of the international, our representatives participate in the work of the plenums of the Central Committee of the CPRF and the Central Council of the UCP-CPSU. In the near future, the congress of the UCP-CPSU will consider the issue of the entry of the CPLPR and the CPDPR into its composition as observers.
The CPLNR coordinates work with the CPDPR, with which we have concluded an agreement on joint activities. United by a single ideology, we began a struggle against the omnipotence of the oligarchy and Ukrainian national-fascism, for the creation of a socially just society living in friendship and cooperation with all the peoples of the world and, above all, with the fraternal peoples of the Eurasian Economic Community.
The CPLPR is engaged in a dialogue on cooperation with the European communists, in particular, contacts have been established with the German Communist Party, whose representatives plan to visit the LPR in 2017.
At the initiative of the CPLNR, in July 2016, the founding Congress of the Union of Soviet Officers of the LPR was held, which was attended by more than 200 delegates, including not only officers of the USSR, but also military personnel of the LPR, as well as military Cossacks. The Congress was attended by Soviet generals, including the Chairman of the International United Union of Soviet Officers, Lieutenant General Gennady Benov, who praised the work of the Communists of the LPR, in particular in the preparation of this event. In the fall, the issue of the Union of Soviet Officers of the LPR joining the International United Union of Soviet Officers will be considered.
It is important to note the great role of the Cossacks, namely the Lugansk District of the Great Don Army, in the creation of the organization of the Union of Officers. Our cooperation with the Cossacks is based on common patriotism and the fight against pro-fascist aggression. Since our Cossacks are combative, hardened in the fight against enemy attacks, they actually know the support of the Communist Party of the Russian Federation, which was so necessary for our militia during the active phase of hostilities.
In the near future, there are plans to hold the 1st Congress of the Leninist Komsomol of the LPR on October 9, 2016 and the Congress of Working Women.
ADVOCACY AND COMMUNITY OUTREACH
The conditions of martial law seriously adjust our activities. We have never worked in conditions of necessary restriction of rights and freedoms. We are aware that one of the areas of Ukrainian sabotage work is the internal political destabilization of our region. Given the electoral preferences and the natural dissatisfaction with the authorities, the ideal platform for this is the left-wing movement. Let’s not hide the fact that there have already been such attempts. In the autumn of 2015, radical elements from the former regional organization of the Communist Party of Ukraine already tried to use the plight of the population to organize miners’ riots and block roads. In such an explosive way for our besieged republic, where social workers and pensioners had been waiting for half-payments for a year, the “ultra-revolutionaries” were going to demand additional payments and benefits for miners, which did not exist even in the pre-war years.
An official statement was published on the website of the Ministry of State Security of the LPR, in which the local oligarch Vladimir Landik and the former Lugansk leader of the Communists Spiridon Kilinkarov were exposed as the organizers of rallies of market traders near the building of the Administration of the Head of the LPR.
Yes, we are a force that has not lost contact with the people! We live and think like a people! Yes, we are dissatisfied with the policy of the LPR authorities, but we take into account the military specifics and are not going to change the position of presumptuous officials to the fate of the Republic, which was given to our countrymen with blood and crippled destinies! We say “NO” to all attempts by the Ukrainian special services, which, through their agents, are trying to draw the Communists into an internal conflict! The Communist Party of the LPR and the Union of Communists of the Lugansk region are a stable force that acts thoughtfully and realistically. Our two main tasks during hostilities are: to strengthen the patriotism of citizens and to preserve the Republic from the fascist yoke! After the hostilities, as civil society is formed, we will show our strength as a party at the origins of which stood the glorious son of the Soviet Union, Kliment Voroshilov!
From August 2015 to August 2016, we held 10 rallies and ceremonial meetings and meetings of the population and organizations with delegations of Russian communists and deputies of the State Duma of the Russian Federation from the Communist Party of the Russian Federation. A few words about the most significant events:
– On November 7, 2015, again, after the collapse of the Lugansk regional party organization, we worthily celebrated the 79th anniversary of the Great October Socialist Revolution. More than 500 of our activists and supporters gathered near the monument to Lenin for a rally. Unfortunately, the traditional event was not held in 2014;
– On December 18, 2015, we solemnly opened the first monument in Donbass to the victor of fascism, Generalissimo Joseph Stalin. In this way, we protested against the dismantling of Soviet monuments and “decommunization” in Ukraine and supported the morale of Luhansk residents. The event was attended by deputies of the State Duma of the Russian Federation Kazbek Taysayev and Vladimir Rodin;
– On the eve of the New Year holidays, thanks to the humanitarian aid of the Communist Party of the Russian Federation, we held a large children’s concert in the Lenin Palace of Culture, where we distributed 1000 gifts to disabled children brought from all over the Republic. The event was attended by deputies of the State Duma of the Russian Federation Kazbek Taysayev and Vladimir Rodin;
– On January 21, 2016, at the foot of the monument to Voroshilov, we held a rally dedicated to the anniversary of the birth of Kliment Yefremovich, our outstanding countryman and founder of the Lugansk cell of the Communists;
– We worthily celebrated the 71st anniversary of the Great Victory. On May 8, 2016, we organized a folk holiday with a field kitchen in honor of the Unknown Soldier near the mass grave in the village of Teplichnoye. In addition to our activists and the Cossacks, about 300 local residents took part in the event, school students were taken by bus. On May 9, the line of communists led a separate column of the “Immortal Regiment” and held it under the flags of the USSR and Victory at the republican parade. City and district organizations also took an active part in the celebrations of the anniversary of Victory Day;
– We organized visits of deputies of the State Duma of the Russian Federation Kazbek Taysaev, Vladimir Rodin and Nikolai Kuzmin, First Secretary of the Leningrad Regional Committee of the Communist Party of the Russian Federation Regina Illarionova and Generals of the Soviet Army Gennady Benov and Anatoly Topchiy. The guests visited labor collectives, military units, churches, schools, met with the activists of the communists;
– Our initiative to issue Russian passports to residents of the LPR and DPR was supported by deputies of the Parliament of the Russian Federation from the Communist Party of the Russian Federation and submitted for consideration in the form of a bill.

OUR HUMANITARIAN MISSION
Despite the fact that many organizations, military units and residents of the LPR received humanitarian aid from the Communist Party of the Russian Federation, our resource was very limited throughout the year. Nevertheless, 500 low-income families, the Church of the Peschanskaya Icon of the Mother of God and the boarding school in the village of Klenovoye received food, building materials, children’s winter jackets and shoes with our help. Hundreds of low-income citizens received food packages. Patronage of the school and the village was taken, 2 playgrounds were restored. On April 9, we held a public distribution of humanitarian aid, in which more than 300 Lugansk residents took part. Also, through the city and district committees, the distribution of a small batch of pasta sent by the Communist Party of the Russian Federation to the people of Donbass was organized. For the New Year holidays, we presented children with 1200 gifts from the Communist Party. Military and medical institutions were given the medical drug “Romazulan”.
It is necessary to note the great assistance of the regional organizations of the CPRF, especially the Leningrad Regional Committee. Thanks to the personal initiative and support of the First Secretary Regina Illarionova, we managed to hold a Teacher’s Day in one of the schools in Lugansk and two New Year’s children’s matinees.
Comrades, Over the past year, we have come a long way! Internal struggle, party building in the most difficult conditions, the complete lack of a material base, difficult work with the population should not give us up, but, on the contrary, can temper us in the struggle in order to stubbornly move towards the goal, towards the victory of our ideals! Perhaps we have not done everything, because, of course, we are capable of more. But we are moving in the right direction. We feel the support of the masses and reflect the aspirations of the people! Ahead of us is an important stage of struggle – to break through the political blockade and defend the interests of our citizens!
Allow me, dear friends, to wish you great success, new achievements, the long-awaited victory over the fascist threat, and in your person – peace and prosperity to all citizens of the Lugansk People’s Republic!
May the cooperation of the fraternal peoples of the Russian world, the foundation of which has been and remains the principles of socialist internationalism, grow stronger and develop!

ЕЖЕГОДНЫЙ ПОЛИТИЧЕСКИЙ ДОКЛАД ЦЕНТРАЛЬНОГО КОМИТЕТА КОММУНИСТИЧЕСКОЙ ПАРТИИ ЛНР И СОЮЗА КОММУНИСТОВ
ЕЖЕГОДНЫЙ ПОЛИТИЧЕСКИЙ ДОКЛАД ЦЕНТРАЛЬНОГО КОМИТЕТА КОММУНИСТИЧЕСКОЙ ПАРТИИ ЛНР И СОЮЗА КОММУНИСТОВ
Возрождение партии коммунистов на Луганщине – это главный итог нашей деятельности на протяжении года. 24 августа 2015 г. на объединительном съезде общественной организации «Союз Коммунистов Луганщины» мы поставили задачу сохранить единство рядов коммунистов и привлечь в их ряды всех антифашистов и патриотов Луганской Народной Республики. Понимая, что широко открытые двери нашего союза привлекут людей с разными взглядами и амбициями, мы не избегали внутренних конфликтов. Напротив, вскрывая гнойники, обнажали правду. Этап «притирки» был необходим, для готовности к созданию партийной организации, недееспособной без единства целей и готовности к реализации задач. 12 апреля 2016 г. прошёл 1-й учредительный Съезд Коммунистической партии ЛНР, в работе которого приняли участие полномочные представители от большинства бывших городских и районных организаций КПУ. К сожалению, до сих пор несколько партийные организаций ещё не вошли в состав КПЛНР, а партийные организации Краснодона, Первомайска и Лутугинского района вообще распались. В этой ситуации в нашем докладе необходимо дать оценку причинам распада Луганской областной организации КПУ и довести её до сведения рядовых коммунистов, которые до сих пор не перерегистрировались в состав КПЛНР.
РАСПАД И ВОЗРОЖДЕНИЕ ПАРТИЙНОЙ ОРГАНИЗАЦИИ
Война есть испытание всех экономических и организационных сил каждого народа – сказал Владимир Ильич Ленин. Рядовые коммунисты и сторонники социалистического выбора первыми встали на баррикады «Русской Весны» 2014 года, когда незаконные формирования украинских националистов готовились к атаке на мирное население Донбасса. Народ Донбасса восстал против антиконституционного переворота в Киеве. Красные флаги и флаги России реяли над зданиями Луганской облгосадминистрации и СБУ. Половина состава депутатского корпуса 1-го парламента ЛНР заняли коммунисты. С первых дней создания суверенных народных республик коммунисты встали в первые ряды создателей, защитников и строителей нашей государственности.
Однако руководители Луганского обкома КПУ не поддержали народные массы и не встали в авангарде событий. 1-й секретарь Луганского обкома КПУ Спиридон Килинкаров оставил парторганизацию и бежал в Киев, где у него был бизнес и недвижимость. Там он начал провокационную борьбу за власть в КПУ, после чего был исключён из её рядов за попытки раскола. Попытки Килинкарова занять лидирующие позиции в альтернативном КПУ проекте «Союз Левых Сил Украины» не увенчались успехом. Вчерашние союзники-предатели (Кравченко, Алексеев, Бабурин, Голуб и т.д.) предпочли не его, а олигарха Василия Волгу. Но сегодня, этот проект, так и не получив ожидаемого одобрения в администрации Порошенко, практически захлебнулся, хотя и провёл съезд под сенью жёлто-голубых прапоров. Центральный Комитет КПУ, не имея возможности контролировать ситуацию в ЛНР и ДНР, распустил Луганскую и Донецкую областные организации вместе со структурными подразделениями.
В самое ответственное время для народа Луганщины, руководство обкома в силу личных амбиций и трусости потеряло парторганизацию. Вместо того, чтобы использовать уникальный шанс реализовать ленинские принципы борьбы и инициировать формирование правящей коалиции в ЛНР, оно трусливо бросило свой актив, чтобы отплясывать грязные танцы на подмостках Банковой и ждать жалких подачек. 10 апреля за подписью секретаря обкома КПУ Екатерины Поповой горкомы и райкомы получили абсурдный циркуляр Килинкарова «выявлять сепаратистов и сдавать их в СБУ». До сих пор некоторые коммунисты, толи в силу не информированности, толи по причине личных обязательств называют бывшего областного лидера первым секретарём, народным депутатом и относят себя к мнимой Луганской областной организации КПУ. На самом деле, в ЛНР приостановлена деятельность украинских организаций, а на областной конференции КПУ, которая прошла в г. Северодонецке, избран новый первый секретарь Луганского обкома Сергей Дьяков.
Бывшее предательское руководство Луганского обкома КПУ и сегодня пытается внести деструктив в работу Союза Коммунистов Луганщины и КПЛНР. Используя связи в Украине, они всячески пытались очернить как руководство КПУ, КПРФ, так и наших лидеров. На их сторону предательски перешёл бывший председатель СКЛ Стрельцов, который по окончанию своих полномочий пытался открыто шантажировать организацию, после чего единогласно был исключён из её рядов. В провокациях против нас участвовал бывший секретарь ЦК СКЛ по вопросам гуманитарной помощи Юрий Синенко, который был уличён органами прокуратуры в хищениях детской одежды, цемента и продуктов питания, в том числе 5 тонн тушёнки от коммунистов республики Мари-Эл, которые завёз в тайне от организации. Синенко также был единогласно исключён из наших рядов. Необходимо также отметить, что ряд бывших областных партийных руководителей буквально ограбили свою организацию: Килинкаров, Чаленко, Исаенко, Хохлов и др. присвоили себе партийный транспорт и оргтехнику, а Синенко не только забрал 2 автомобиля, но и частично разграбил здание обкома, где после него не осталось даже гвоздя и молотка. Нам не так просто было возродить партию, положить начало новой истории в молодой Республике.
ОРГАНИЗАЦИОННАЯ РАБОТА И ПАРТИЙНОЕ СТРОИТЕЛЬСТВО
За истекший год В 13 из 15 городов и районов ЛНР наши организации созданы и действуют в: Луганске, Красном Луче, Брянке, Свердловске, Кировске, Антраците, Краснодоне, Перевальском, Славяносербском, Краснодонском, Антрацитовском, Лутугинском районах. Полностью распались бывшие партийные организации КПУ в: г. Первомайске – по причине разрушений города и миграции населения; в г.Краснодоне, Краснодонском, Лутугинском и Перевальском районах – по причине переезда или отхода руководителей от обязанностей. С учётом выбывших, почти в полном составе бывшие члены КПУ перерегистрировались в члены КПЛНР в: г. Красном Луче, г. Антраците, г. Брянке, г. Свердловске, г. Кировске, Славяносербском и Антрацитовском районах –что составляет 2/3 от действующего состава городских и районных парторганизаций. 1-е секретари комитетов данных организаций сохранили своё лидерство за исключением г. Свердловска, где руководителем избран бывший член горкома КПУ. Частично, но в составе большинства перешли в КПЛНР коммунисты г. Луганска. Немногочисленные части бывших членов КПУ из Луганска ещё не вошли в КПЛНР и примкнули к группам, которые контролирует Килинкаров из г. Киева. Обе группы ориентированы на российские провокационный проекты по дискредитации КПРФ: «Коммунисты России», которую представляет Максим Чаленко и квази-партию РКРП, с которой работает Юрий Хохлов. В группу Чаленко, именующей себя «Луганским обкомом КПУ», до сих пор ещё входят бывшие парторганизации городов Алчевска и Ровеньки. В г. Краснодоне, Краснодонском, Лутугинском и Перевальском районах парторганизации ЛНР находятся в стадии формирования. Под руководством секретариата ЦК в них работают инициативные группы в составе бывших членов КПУ и вновь прибывших сторонников. Начинается работа по перерегистрации и проведению учредительных конференций. К сожалению, полное отсутствие материально-технической базы не позволяет нам ускорить данный процесс.
В члены КПЛНР перерегистрировалось более 700 бывших членов КПУ и вступило до 200 новых членов. Итого, с учётом переменной составляющей, численность КПЛНР и соответственно СКЛ составляет более 900 членов.
Важно отметить рост качественной динамики роста наших рядов. В члены организации вошло подавляющее большинство партийных руководителей бывших горкомов и райкомов, бывший 1-й секретарь Луганского обкома КПУ Владимир Земляков и депутат Народного Совета Александр Андриянов. Среди членов КПЛНР 21 депутат Парламента ЛНР 1-го созыва, более 50 депутатов местных советов, ополченцы, участники обороны Луганска от киевской оккупации. В организацию вступили атаман Луганского округа Всевеликого Войска Донского полковник Виктор Щекатунов, а также 1-й народный губернатор Луганщины Александр Харитонов, возглавивший Каменнобродский райком партии. Также, в партию вступили активисты молодёжной организации «Наследие» во главе с лидером Евгением Ткачёвым.
МЕЖДУНАРОДНОЕ ИНТЕРНАЦИОНАЛЬНОЕ СОТРУДНИЧЕСТВО И РАБОТА С ОБЩЕСТВЕННЫМИ ОРГАНИЗАЦИЯМИ
Трудно оценить огромную роль Коммунистической партии Российской Федерации в становлении Луганской Народной Республики! В самые первые месяцы ожесточённых боевых действий, КПРФ организовала бесперебойное снабжение продуктами питания, стройматериалами, медикаментами, одеждой, генераторами и другой техникой правительственные учреждения ЛНР, школы, боевые подразделения и население. За время войны и блокады КПРФ отправила 54 «красных» гумконвоев для ЛНР и ДНР объёмом почти 8 000 тонн! В этом заслуга как рядовых коммунистов, так и лично Председателя КПРФ Геннадия Зюганова, первого заместителя Председателя КПРФ Владимира Кашина, первого заместителя Председателя СКП-КПСС, секретаря ЦК КПРФ Казбека Тайсаева! Конвои формировались силами коммунистов из Москвы, Московской области, Воронежа, Тулы, Липецка, Курска, Северной Осетии, Кабардино-Балкарии, Карачаево-Черкесии, Краснодара, Ставрополя и других регионов России.
КПРФ – единственная политическая сила в Госдуме РФ, которая официально признала результаты народного референдума о создании ЛНР 11 мая 2014 г. Фракция КПРФ внесла на рассмотрение Госдумы РФ законопроект об упрощённой системе получения российских паспортов жителями Донбасса. Также, именно КПРФ в 2014 году инициировала признание наших республик парламентом Южной Осетии, который в то время возглавлял лидер коммунистов Южной Осетии Станислав Кочиев.
По инициативе СКП-КПСС в октябре 2014г. была зарегистрирована общественная организация «Союз Коммунистов Луганщины» с целью легализации бывших членов КПУ в связи с приостановкой деятельности партий в ЛНР. Именно КПРФ дала толчок в становлении коммунистического движения в Донбассе. На съезде СКЛ, а затем на съезде КПЛНР мы заявили о приверженности ленинскому курсу КПРФ и СКП-КПСС. Не на словах а на деле, наша молодая партия ощутила отеческую заботу и надёжную опору. КПЛНР и КПДНР – неотъемлемая часть международного интернационала, наши представители участвуют в работе пленумов ЦК КПРФ и ЦС СКП-КПСС. В ближайшее время съезд СКП-КПСС рассмотрит вопрос о вхождении КПЛНР и КПДНР в свой состав на правах наблюдателей.
КПЛНР координирует работу с КПДНР, с которой мы заключили договор о совместной деятельности. Объединённые единой идеологией мы вместе начали борьбу против всевластья олигархии и украинского национал-фашизма, за создание социально справедливого общества, живущего в дружбе и сотрудничестве со всеми народами мира и прежде всего с братскими народами Евразийского экономического сообщества.
КПЛНР ведёт диалог о сотрудничестве с европейскими коммунистами, в частности налажены контакты с Германской Коммунистической Партией, представители которой в 2017 году планируют посетить ЛНР.
По инициативе КПЛНР в июле 2016г. прошёл учредительный Съезд Союза Советских Офицеров ЛНР, в котором участвовало более 200 делегатов, среди которых не только офицеры СССР, но и военнослужащие ЛНР, а также боевое казачество. В работе Съезда приняли участие советские генералы, в том числе Председатель Международного Объединённого Союза Советских Офицеров генерал-лейтенант Геннадий Бенов, который дал высокую оценку работе коммунистов ЛНР, в частности по подготовке данного мероприятия. Осенью будет рассмотрен вопрос о вхождении Союза Советских Офицеров ЛНР в Международный Объединённый Союз Советских Офицеров.
Важно отметить большую роль казачества, а именно Луганского округа Всевеликого Войска Донского, в создании организации Союза Офицеров. Наше сотрудничество с казачеством базируется на общем патриотизме и борьбе с профашистской агрессией. Так как наше казачество боевое, закалённое в борьбе с вражескими атаками, оно на деле знает ту поддержку КПРФ которая была столь необходима нашему ополчению во время активной фазы боевых действий.
В ближайших планах – проведение 1-го съезда Ленинского комсомола ЛНР 9 октября 2016г. и съезд женщин тружениц.
ПРОПАГАНДА И РАБОТА С НАСЕЛЕНИЕМ
Условия военного положения серьёзно корректируют нашу деятельность. Мы никогда не работали в условиях необходимого ограничения прав и свобод. Мы осведомлены, что одним из направлений украинской диверсионной работы является внутриполитическая дестабилизация нашего региона. Учитывая электоральные предпочтения и закономерное недовольство властью, идеальной площадкой для этого является левое движение. Не будем скрывать – такие попытки уже были. Радикальные элементы из бывшей областной организации КПУ осенью 2015г. уже пытались использовать бедственное положение населения для организации шахтёрских бунтов и перекрытия дорог. Таким взрывоопасным способом для нашей блокадной республики, где социальные работники и пенсионеры год дожидались полувыплат, «ультрареволюционеры» собирались требовать для шахтёров доплат и пособий, которых не было и в довоенные годы.
На сайте МГБ ЛНР была опубликовано официальное заявление, в котором изобличаются местный олигарх Владимир Ландик и бывший луганский лидер коммунистов Спиридон Килинкаров, как организаторы митингов рыночных торговцев возле здания Администрации Главы ЛНР.
Да, мы сила, не утратившая связь с народом! Мы живём и думаем как народ! Да, у нас есть недовольство политикой властей ЛНР, но мы учитываем военную специфику и не собираемся менять положение зарвавшихся чиновников на судьбу Республики, которая далась нашим землякам кровью и искалеченными судьбами! Мы говорим «НЕТ» всем попыткам украинских спецслужб, которые через свою агентуру пытаются втянуть коммунистов во внутренний конфликт! Компартия ЛНР и Союз Коммунистов Луганщины – стабильная сила, которая действует обдуманно и реалистично. Наши две основные задачи во время военных действий: укрепить патриотизм граждан и сохранить Республику от фашистского ига! После военных действий, по мере формирования гражданского общества, мы покажем свою силу, как партия, у истоков которой стоял славный сын Советского Союза Климент Ворошилов!
С августа 2015 г. по август 2016 года мы провели 10 митингов и торжественных собраний и встреч населения и организаций с делегациями российских коммунистов и депутатами Государственной Думы Российской Федерации от КПРФ. Несколько слов о наиболее значимых мероприятиях:
– 7 ноября 2015 года, снова, после распада Луганской областной парторганизации, мы достойно отметили 79-ю годовщину Великой Октябрьской Социалистической Революции. Возле памятника Ленину на митинг собралось более 500 наших активистов и сторонников. К сожалению, в 2014 году традиционное мероприятие не проводилось;
– 18 декабря 2015 года мы торжественно открыли первый на Донбассе памятник победителю фашизма генералиссимусу Иосифу Сталину. Таким способом мы выразили протест демонтажу советских памятников и «декоммунизации» в Украине и поддержали боевой дух луганчан. В мероприятии приняли участие депутаты Госдумы РФ Казбек Тайсаев и Владимир Родин;
– в канун новогодних праздников, благодаря гуманитарной помощи КПРФ, мы провели большой детский концерт в ДК имени Ленина, где раздали 1000 подарков детям – инвалидам, доставленных со всей Республики. В мероприятии приняли участие депутаты Госдумы РФ Казбек Тайсаев и Владимир Родин;
– 21 января 2016 г. у подножья памятнику Ворошилову мы провели митинг, посвящённый юбилейной годовщине со дня рождения Климента Ефремовича, нашего выдающегося земляка и основателя луганской ячейки коммунистов;
– мы достойно отметили 71-ю годовщину Великой победы. 8 мая 2016г. нами был организован народный праздник с полевой кухней в честь неизвестного солдата возле братской могилы в посёлке Тепличное. Помимо нашего актива и казачества, в мероприятии приняли участие около 300 местных жителей, учащихся школ свозили автобусом. 9 мая шеренга коммунистов возглавила отдельную колонну «Бессмертного полка» и провела её под флагами СССР и Победы на республиканском параде. Городские и районные организации также приняли активное участие в празднествах годовщины Дня Победы;
– нами организованы визиты депутатов Госдумы РФ Казбека Тайсаева, Владимира Родина и Николая Кузьмина, первого секретаря Ленинградского обкома КПРФ Регины Илларионовой, генералов советской армии Геннадия Бенова и Анатолия Топчия. Гости посетили трудовые коллективы, военные подразделения, церкви, школы, встречались с активом коммунистов;
– наша инициатива о выдаче российских паспортов жителям ЛНР и ДНР поддержана депутатами Парламента РФ от КПРФ и вынесена на рассмотрение в виде законопроекта.

НАША ГУМАНИТАРНАЯ МИССИЯ
Не смотря на то, что немало организаций, военных подразделений и жителей ЛНР получило гуманитарную помощь от КПРФ, наш ресурс на протяжении года был весьма ограничен. Тем не менее, 500 малообеспеченных семей, Храм Песчанской Иконы Божьей Матери и интернат в пос. Кленовое получили с нашей помощью питание, стройматериалы, детские зимние куртки и обувь. Сотни малообеспеченных граждан получили проднаборы. Взято шефство над школой и посёлком, восстановлены 2 детские площадки. 9 апреля мы провели публичную раздачу гуманитарной помощи, в которой принимало участие более 300 луганчан. Также, через горкомы и райкомы была организованна раздача небольшой партии макаронных изделий, отправленной КПРФ народу Донбасса. На новогодние праздники мы вручили детям 1200 подарков от КПРФ. Военным и медицинским учреждениям выдан медпрепарат «Ромазулан».
Необходимо отметить большую помощь региональных организаций КПРФ, особенно Ленингадского обкома. Благодаря личной инициативе и поддержке первого секретаря Регины Илларионовой нам удалось провести День учителя в одной из школ Луганска и два новогодних детских утренника.
Уважаемые товарищи! За прошедший год мы проделали немалый путь! Внутренняя борьба, партийное строительство в сложнейших условиях, полное отсутствие материальной базы, трудная работа с населением – не должны опустить нам руки, а наоборот – могут закалить в борьбе, чтобы упорно двигаться к цели, к победе наших идеалов! Возможно, нами сделано не всё, ведь, безусловно мы способны на большее. Но мы движемся в правильном направлении. Мы чувствуем поддержку масс и отражаем чаянья народа! Впереди нам предстоит важный этап борьбы – пробить политическую блокаду и отстоять интересы наших граждан!
Позвольте, дорогие друзья, пожелать вам больших успехов, новых достижений, долгожданной победы над фашистской угрозой, и в вашем лице – мира и благополучия всем гражданам Луганской Народной Республики!
Пусть крепнет и развивается сотрудничество братских народов Русского мира, фундаментом которого были и остаются принципы социалистического интернационализма!
