Translator’s Note: US Neo-Imperialism is killing Cuba and these posts are merely documenting this crime as it unfolds. When the USSR collapsed in 19991, many of us switched to financially donating to Cuba in an effort to beat the blockade. Yes – it was basically small amounts – but it all added-up in a time prior to the internet. Of course, an individual cannot take the place of the State – particularly members of the working-class who do not possess very much income and whose resources are always stretched. The capitalist countries outside of the US do not care about Cuba – as they support the destruction of all Socialism. Those Socialist countries that do exist are either developing themselves (and exist in various stages of poverty), or are immersed in the capitalist system (through trade) – so that they cannot provide an alternative to it (as the USSR used to do). Merely complaining every so – often using words – does nothing to prevent the strangle-hold the US has on Cuba. The US is creating poverty – and then blaming Socialism for this poverty. It is an old US trick (after centuries of making immense profit and wealth from African slavery – the North impoverished the South through a sea blockade – claiming “slavery is unprofitable”). Economic terrorism is the American way. As with Saddam Hussein’s Iraq – after years of sanctions killing Iraqi people – the US switched from sanctions to bombs and bullets to speed-up the process. Friends of solidarity:

In the early hours of today I received a call from Army General Raúl Castro Ruz, leader of our Revolution, who asked me to convey the following message to you:

“Dear Pinar del Río, receive this July 26 the affection and my recognition for having won with your effort, consecration to the revolutionary cause and creative work, the great honour of hosting the central act for the 73rd anniversary of the assault on the Moncada and Carlos Manuel de Céspedes barracks, National Rebellion Day.

“A big hug to everyone,

“Raúl Castro Ruz” (Applause).

Compatriots:

Cuba is fighting a historic battle today: A new Moncada! Like the Centennial Generation that launched itself with simple rifles against the walls of two barracks of the Batista dictatorship 73 years ago, the current generations are going against the walls of a genocidal policy that has set out to suffocate all the people to appropriate the country. They will say that the assault on the Moncada and Carlos Manuel de Céspedes barracks, in 1953, failed. We will remind you that that action would start the small engine that started the big engine of the Cuban Revolution.

These are the words of Fidel, who taught us, since then, to seek victory, starting from even the greatest setbacks. And in his historic plea for self-defense he said why, stating: “There is a reason that assists us more powerful than all the others: we are Cubans, and being Cuban implies a duty, not fulfilling it is a crime and is treason.”

That is why we are fighting fiercely and stubbornly in defense of our sovereignty and our right to freely choose the way to govern ourselves, with the same passion with which José Martí set out to conquer all justice.

In memory of all, I would like to point out that this is the first July 26 since the triumph of 1959 in which we are not accompanied by the Commander of the Revolution, Ramiro Valdés Menéndez. (Applause), hero of that feat and of all those that the Cuban people have fought since then.

Eternal glory to the Moncadista! (Shouts of “Glory!”), to the expeditionary, to the invader, to the forger of fighters for the security of the homeland, to the advisor and guide, to the one committed to the poor of the Earth, who worked until his last breath, convinced as their Commander in Chief that all the glory of the world fits in a grain of corn! (Applause.)

Comrades:

We celebrate the Day of National Rebellion in the land of Vuelta del Baja because of the results that have already been pointed out and recognized, but I would say that, in times like the ones we are experiencing, these are not only achievements, they are proof of daily heroism.

A single figure would suffice to illustrate what I am saying: the infant mortality rate of 4.8 per 1,000 live births and the rate of zero maternal deaths, in the midst of blackouts and shortages of all kinds, that is called heroism!

As recognized in the Political Bureau, Pinar del Río shows results in the fulfillment of the main tasks in the political, economic and social spheres, with the protagonism of production and service workers, peasants, intellectuals, young people and other sectors of society.

The province prioritizes compliance with the Government’s Economic and Social Programme, the Economic Plan and the State Budget with impacts on foreign exchange earnings from exports; it is a surplus territory and the number of companies with losses decreases.

I would also highlight, as an example for other provinces, the constant work that has allowed it to promote food production, in close link with the producers and the agility in the process of handing over land in usufruct, a matter of vital priority today.

Of course, it is necessary to talk about tobacco production, a symbol of the territory and an exportable item of extraordinary value, and about the productions of the food industry with new linkages to forms of non-state management.

From science and innovation, the University of Pinar del Río Hermanos Saíz Montes de Oca prioritizes territorial development, which is a benchmark for the rest of the country.

Overcoming all imaginable adversities, in this region of rich literary and artistic traditions, birthplace of Luis and Sergio Saíz Montes de Oca, Pedro Junco and Nersys Felipe, the flame of culture has been kept alive and high.

The commendable work in the protection of heritage, the sustained work of cultural extension in the communities and the results achieved last year in artistic education speak eloquently of the joint effort of the institutions and creators of Pinar del Río to defend their culture, their identity and maintain cultural services to the people.

The province, together with its municipalities and entities, has established a work system that has allowed a greater link between the structures of the Party and the Government with the communities, especially those in a situation of greater vulnerability. We have seen this in our constant visits to this noble land.

Congratulations, Pinar del Río, for the heroism and the results! (Applause.)

We also salute Villa Clara and Matanzas, outstanding provinces, and we recognize the results of Guantánamo and Sancti Spíritus.

We urge you to stay at the forefront and continue to be an example of all that can be done and changed to improve the current and very difficult living conditions.

Compatriots:

The historical adversaries of the Cuban nation, intoxicated by the advance of the right and the ultra-right in the region and blind believers in the power of money to buy consciences and subdue wills, launch a threat against the Revolution every day and every week announce a new punishment for Cuban companies and officials and even for those who, whether they are Cubans or foreigners, dare to send an oil ship or invest in Cuba.

The latest sanctions break the record of infamy by targeting public health officials and Cuban medical services. I wonder under what absurd argument can be pointed out to professionals, whose performance in remote places, facing situations of danger, natural disasters and contagious diseases is recognized as of excellence by governments of the most diverse political persuasions.

State Department officials, experts in drafting sanctions, making lists, inventing pretexts, are a modern version of the edict writers and military orders that were so feared and hated in the dark medieval times or the Nazi occupations in World War II. As if the rest of the world were their colony, they order how things should be done under threats of punishment or aggression.

They have declared a world war against the left and Cuba as the capital of communism in the 21st century. Under the philosophy of this new mandate, in the country of supposed freedoms it is forbidden to protest against the policies of the State that impoverish the majority, while the power elites enrich themselves obscenely.

By accusing Cuba, they are not only looking for a scapegoat, an external agent, they are looking for someone to blame for the protest of the sectors hardest hit by an economy that makes the rich richer and the poor poorer to unsustainable limits.

They are criminalizing protest without analysing its causes and, opportunistically, they are looking for a new excuse to sustain their genocidal policy against Cuba that the world condemns.

Let Cuba live in peace! And also to the noblest of the American people who have historically fought for the human rights of other peoples, without expecting recognition and often facing persecution, imprisonment and risks to their lives.

Cuba is not a threat, neither to the United States nor to any other country on Earth! We are a noble people, who save lives where others destroy, who send doctors and teachers where others send bombs, we train highly qualified professionals from various nations, in cooperation projects sustained in the midst of the greatest shortages!

In these days of the end of the course, tense and difficult as only this people knows, Cuban universities have graduated 30,185 young professionals, 735 of them from 62 countries. And a fact that we are honoured to show: twenty-three new Palestinian doctors and five Americans. This is what they call terrorism, this is what they call a threat?! (Applause.)

Everything that Cuba does, everything that the Cuban Revolution can show in programs and in deeds is a solid history of 67 years of tireless defense of its sovereignty, solidarity and international cooperation in favour of life, health, education and science.

The only threat to security in the region, the real threat to world peace and to human life, is the policy of aggression that causes famine, impoverishment, disorderly migration, chaos, instability and tens of thousands of deaths throughout the world.

Cuba is not the first nor will it be the last victim of this type of war that blockades, suffocates and seeks social explosion with the sole purpose of imposing governments related to imperial interests.

That is why, from this rostrum, I denounce that Cuba is the victim of a coldly calculated genocide!

The United States Government has consciously designed and implemented a policy of maximum economic asphyxiation against the Cuban people. It has intensified its six-decade policy of blockade, imposing an energy and financial siege, causing a deep crisis in the Electro-Energy System, which translates into blackouts of more than one day, paralysis of industries and affecting tens of thousands of workers.

The immense pain of Cuban families is confirmed in statistics: deaths caused by the lack of medicines that for decades the country produced and delivered free of charge or at subsidized prices and today is not able to guarantee; more than 100,000 surgeries that cannot be planned or executed, because hospitals cannot be protected from unforeseen blackouts in the already frequent failures of the National Electro-Energy System and due to the lack of fuel for support plants; more than 118,000 cancer patients, including 1,200 children who are unable to receive first-tier treatments, and are required to alternative second- and third-line treatments; And what is just as painful, if not more painful, the infant mortality rate rose to 9.3 per 1,000 live births, compared to 4 or 5 in previous years. In those numbers are the faces of children who did not see life as a direct consequence of the blockade and their genocidal condition!

Unilateral coercive measures – “sanctions” are what the United States calls them, whose government believes it has the right to sanction the rest of the planet – are condemned every year by the United Nations General Assembly for being contrary to international law. It is illegal and criminal to martyr a people just to provoke them to rebel against their government, it cannot even be called a tool of foreign policy.

The blockade is a weapon of war and causes deaths. In the face of their international condemnation and the honorable and growing solidarity of the peoples we receive, the new hawks at the head of the United States State Department have released a slanderous report on Cuba’s alleged subversive influence against that country. As stated in the Declaration of our Ministry of Foreign Affairs, it is a mediocre propaganda pamphlet, which seeks, through the construction of accusatory legends, to fabricate consensus for an eventual military aggression.

We denounce that those who designed this policy of asphyxiation, those who implement and sustain it, are responsible for the suffering of the Cuban people! They are responsible for the deaths caused by lack of access to essential goods! They are responsible for the famine they intend to impose and history will not forgive them!

We also denounce those who remain silent and tolerate the excesses of the emboldened American fascist ultra-right, which lies, steals, kills and pretends to set itself up as the God of all destinies.

The U.S. blockade only works because of the complicity of those who fear Washington’s power more than the judgement of history.

This is a new call to the conscience of the world: Do not become accomplices to another genocide.

Every time a part of the world is silent in the face of aggression against Cuba, international law is weakened. Every time a government accepts illegitimate U.S. sanctions, the principle of non-intervention is eroded. Every time a company is pressured to abandon its investments in Cuba and others do not decide to do so for fear of reprisals, the economic dictatorship of a single power is strengthened.

Before it was Gaza, Lebanon, Iran, today it is Cuba. Tomorrow it could be any other nation.

Let us not forget that the solidarity that is finally rising up for Gaza throughout the world came too late for more than 70,000 Palestinians, some 21,000 of them children, whose ashes are part of the horrific mountains of rubble into which the Zionist genocidaires have turned that martyred strip of land.

That is why I say today that defending Cuba from the cruelty of its executioners is not something that can wait!

To defend Cuba with strength and urgency is to cut off the advance of supremacist, racist, xenophobic, elitist, exclusionary ideas, enemies of true freedom and human emancipation!

To defend Cuba is to fight against the colonialism of the 21st century, against hegemonism, against the pretension that a single country decides the destiny of all! There are no superior and inferior nations. The world divided between emperors and subjects was defeated after centuries of struggle and cannot return.

Against the intentions of returning humanity to the darkest of its past, forces and voices are rising in the world.

Cuba knows, recognizes and embraces the peoples and governments, including the representatives of the noblest of the American people, who risk everything to bring their burden of solidarity and support to the island.

To the women and men like those of the Open Arms flotilla and the Our America convoy, to the social movements of Latin America and the Caribbean that have maintained solidarity with Cuba despite pressure from Washington.

To the human rights organizations that denounce the crimes of the blockade before international forums.

To the parliamentary groups and legislators of various countries who are working tenaciously to condemn the illegitimate sanctions.

To the European civil society organizations that have maintained ties with Cuba despite the threats.

To the social, pacifist and anti-imperialist movements around the world, who understand that the struggle against hegemonism is the struggle for peace, and to the groupings of countries of the Global South that share the conviction that sovereignty is non-negotiable.

Special thanks to all the governments that voted in favour of the Cuban resolution against the blockade and the energy blockade in the United Nations General Assembly, despite the insulting pressure of the United States Government.

Special thanks to the solidarity groups with Cuba that visit us and are present at this event: Pastors for Peace; Carlota’s Warriors of New York; Association of Solidarity with Cuba of Australia; José Martí Cultural Association of Miami, and the Pacemaker project (Applause). His presence is a living testimony that we are not alone.

Your presence here today is an act of courage, because defending Cuba in times of maximum pressure means taking risks, it means facing criticism, it means exposing the hypocrisy of those who preach human rights, but remain silent in the face of crimes of genocide.

We appreciate your solidarity! We appreciate your courage! We appreciate your commitment to justice!

Rest assured, we will not give up!

Like that early morning of July 26, every day we take the hard everyday life by storm to write the history of this time.

In the midst of such great difficulties, what are we doing: we are working, we are creating, we are innovating. In all productive areas, workers, peasants, scientists, intellectuals, artists and students innovate, contribute, modify technologies to continue producing and continue to enlighten us, even if it is minimal; while our adversaries overcome their own perversity by trying to leave us without lights, without water, without energy and without hope.

Our response to suffocation is the inventiveness, creativity and, although it bothers them, also the joy of the Cuban people! (Applause.)

The answer to the blockade is intelligent and efficient effort. The answer to the attempts, never abandoned, to isolate and divide us, is unity.

“Unity is our main strategic weapon,” Army General Raúl Castro Ruz told us, on the anniversary of a new year of the Revolution, in January 2024, and asked us to take care of it more than the apple of our eye.

Unity does not mean uniformity. It means that despite the differences in style, dynamics and ways of facing challenges, we all share the same goal: that Cuba be a socialist, sovereign, independent, dignified and ultimately prosperous country, leaving no one behind. Anything that goes against that purpose would deprive the Revolution of meaning, because every time unity was fractured in the long history of struggles as a people, the Revolution was lost.

Compatriots:

Creativity and effort alone, however heroic, are not enough to dismantle the structures of the fence. This conviction makes the implementation of the economic and social transformations underway a strategic priority. These are profound and necessary changes, which have been proposed and debated for several years.

We have embarked on a process of macroeconomic reorganization and we are promoting all forms of management, stimulating workers and peasants, and opening spaces for responsible investment, always under the sacred principle that changes cannot be disregarded from social justice. This is the economic and social battle of this generation.

The mission is very complex and is mined with risks, which we have the responsibility to minimize for those who face situations of vulnerability.

The audacity bequeathed to us by the Moncada requires us not to be afraid of change, but in the name of the supreme ideal of those who fell then and those who gave everything over the years, economic transformations must be guided by a fundamental principle: the highest degree of social justice.

We reaffirm that Cuba is and will be a sovereign country, that no one under any circumstances has the right to decide for us, that economic, political and social decisions are and will be ours!

This 2026 has a special meaning, and not only for Cubans, the Year of the Centennial of Commander in Chief Fidel Castro Ruz has universal resonances.

Very soon, revolutionary friends from the five continents will begin to arrive who, with their own resources and willing to share the complex and challenging harshness we are experiencing, have wanted to participate in the Colloquium and other events and activities to celebrate Fidel’s 100th birthday.

These will be days to analyze and debate the ideas of his extraordinary legacy, to evaluate the international and national situation, and the role and place of the Cuban Revolution in one of the most difficult moments in its history, and it will also be a time to test ourselves in the study and exercise of the revolutionary practice bequeathed to us by the Commander in Chief.

In the year of his centenary, we Cubans are called to honour his memory with words, but also with deeds: with work, with unity, with dignity and with sufficient lucidity and determination to apply in the shortest possible time the transformations that the moment and the nation demand of us.

I would now like to address young Cubans in a particular way. You are present and future. Consider yourselves heirs to the courage of Abel Santamaría, Melba, Haydée and all that generation: that of the Centenary of Martí. You are the young people of Fidel’s Centennial! You are called to lead this moment from every neighborhood and every corner of this island. Participate and transform for the good of all, as was done one day thinking of your good (Applause).

José Martí, intellectual author of the actions that we commemorate today, said: Only one strength needs a people: not to distrust its strength.

Compatriots:

The call now is to action, not to wait, not to complain, not to conform, to think as a country, to look for alternatives with audacity and creativity, to take care of each resource as if it were the last, to produce, to substitute imports, to develop our potential. To trust in our own strength! May each Cuban in his workplace, in his field, in his workshop, in his school, in his neighbourhood be and feel the protagonist of the transformation that we owe ourselves to overcome this moment.

Today’s call is for hope!

Like that morning of Santa Ana, we face enormous challenges with the same fortitude, with the same optimism and with the unwavering conviction of victory.

Today’s Cubans are also victors over the impossible, and on this July 26 we reaffirm our commitment to the homeland, to the Revolution, to the conquests of socialism and to the task of building an economy mercilessly battered by four centuries of colonialism, six decades of neocolonialism and another six decades of blockade reinforced until it became a genocidal plan.

May every dawn find us on a fighting footing!

Compañeras y compañeros de la Presidencia;

Queridas pinareñas y pinareños;

Amigos de la solidaridad:

En las primeras horas de hoy recibí una llamada del General de Ejército Raúl Castro Ruz, líder de nuestra Revolución, quien me solicitó trasladar a ustedes el siguiente mensaje:

“Queridos pinareños, reciban este 26 de Julio el cariño y mi reconocimiento por haber ganado con su esfuerzo, consagración a la causa revolucionaria y trabajo creador, el gran honor de ser sede del acto central por el 73 aniversario del asalto a los cuarteles Moncada y Carlos Manuel de Céspedes, Día de la Rebeldía Nacional.

“Un fuerte abrazo a todos,

“Raúl Castro Ruz”  (Aplausos).

Compatriotas:

Cuba libra hoy una batalla histórica: ¡Un nuevo Moncada!  Como la Generación del Centenario que se lanzó con unos simples fusiles contra los muros de dos cuarteles de la dictadura de Batista hace 73 años, las generaciones actuales vamos contra los muros de una política genocida que se ha propuesto asfixiar a todo el pueblo para apropiarse del país. Dirán que el asalto a los cuarteles Moncada y Carlos Manuel de Céspedes, en 1953, fracasó.  Les recordaremos que aquella acción prendería el motor pequeño que puso en marcha el motor grande de la Revolución Cubana.

Son palabras de Fidel, quien nos enseñó, desde entonces, a buscar la victoria, partiendo incluso de los mayores reveses.  Y en su histórico alegato de autodefensa dejó dicho por qué, afirmando: “Hay una razón que nos asiste más poderosa que todas las demás: somos cubanos, y ser cubano implica un deber, no cumplirlo es un crimen y es traición”.

Por esa razón estamos peleando feroz y tozudamente en defensa de nuestra soberanía y nuestro derecho a escoger libremente el modo de gobernarnos, con la misma pasión con la que José Martí se propuso conquistar toda la justicia.

En memoria de todos me permito advertir que este es el primer 26 de Julio desde el triunfo de 1959 en que no nos acompaña el Comandante de la Revolución Ramiro Valdés Menéndez (Aplausos), héroe de aquella gesta y de todas las que ha librado el pueblo cubano desde entonces.

¡Gloria eterna al moncadista!  (Exclamaciones de: “¡Gloria!”),  ¡al expedicionario, al invasor, al forjador de combatientes por la seguridad de la patria, al asesor y guía, al comprometido con los pobres de la Tierra, que trabajó hasta el último aliento, convencido como su Comandante en Jefe de que toda la gloria del mundo cabe en un grano de maíz! (Aplausos.) 

Compañeras y compañeros:

Celebramos el Día de la Rebeldía Nacional en la tierra vueltabajera por los resultados que ya han sido señalados y reconocidos, pero yo diría que, en momentos como los que vivimos, esos no son solo logros, son pruebas de heroísmo cotidiano.

Un solo dato bastaría para ilustrar lo que digo: la tasa de mortalidad infantil de 4,8 por cada 1 000 nacidos vivos y el índice de cero muertes maternas, en medio de apagones y carencias de todo tipo, ¡eso se llama heroísmo!

Como se reconoció en el Buró Político, Pinar del Río muestra resultados en el cumplimiento de las principales tareas en los ámbitos político, económico y social, con el protagonismo de los trabajadores de la producción y los servicios, campesinos, intelectuales, jóvenes y otros sectores de la sociedad.

La provincia prioriza el cumplimiento del Programa Económico y Social del Gobierno, el Plan de la Economía y el Presupuesto del Estado con impactos en los ingresos en divisas por exportaciones; es un territorio superavitario y disminuye el número de empresas con pérdidas.

Destacaría, además, como ejemplo para otras provincias, el trabajo constante que le ha permitido impulsar la producción de alimentos, en estrecho vínculo con los productores y la agilidad en el proceso de entrega de tierras en usufructo, un asunto de vital prioridad hoy.

Por supuesto que resulta obligado hablar de la producción tabacalera, símbolo del territorio y rubro exportable de extraordinario valor, y de las producciones de la industria alimentaria con nuevos encadenamientos a las formas de gestión no estatal.

Desde la ciencia y la innovación, la Universidad de Pinar del Río Hermanos Saíz Montes de Oca prioriza el desarrollo territorial, lo que constituye un referente para el resto del país.

Superando todas las adversidades imaginables, en esta región de ricas tradiciones literarias y artísticas, cuna de Luis y Sergio  Saíz Montes de Oca, Pedro Junco y Nersys Felipe, se ha mantenido viva y en alto la llama de la cultura.

El encomiable trabajo en la protección del patrimonio, la sostenida labor de extensión cultural en las comunidades y los resultados logrados el pasado curso en la enseñanza artística hablan con elocuencia del esfuerzo mancomunado de las instituciones y los creadores pinareños por defender su cultura, su identidad y mantener los servicios culturales al pueblo.

La provincia, en conjunto con sus municipios y entidades, tiene establecido un sistema de trabajo que ha permitido un mayor vínculo de las estructuras del Partido y el Gobierno con las comunidades, especialmente aquellas en mayor situación de vulnerabilidad.  Eso lo hemos apreciado en nuestras constantes visitas a esta tierra noble.

¡Felicitaciones, Pinar del Río, por el heroísmo y los resultados! (Aplausos.)

Saludamos también a Villa Clara y Matanzas, provincias destacadas, y reconocemos los resultados de Guantánamo y Sancti Spíritus.

Los exhortamos a mantenerse en la vanguardia y seguir siendo ejemplo de todo lo que sí se puede hacer y cambiar para mejorar las actuales y muy difíciles condiciones de vida.

Compatriotas:

Los adversarios históricos de la nación cubana, embriagados por el avance de la derecha y la ultraderecha en la región y creyentes ciegos en el poder del dinero para comprar conciencias y someter voluntades, lanzan todos los días una amenaza contra la Revolución y todas las semanas anuncian un nuevo castigo para empresas y funcionarios cubanos e incluso para quienes, sean cubanos o extranjeros, se atrevan a enviar un barco de petróleo o invertir en Cuba.

Las últimas sanciones rompen el récord de la infamia al dirigirse contra funcionarios de Salud Pública y contra los servicios médicos cubanos.  Me pregunto bajo qué absurdo argumento puede señalarse a profesionales, cuyo desempeño en lugares remotos, enfrentando situaciones de peligro, desastres naturales y enfermedades contagiosas es reconocido como de excelencia por gobiernos de los más diversos signos políticos.

Los funcionarios del Departamento de Estado, expertos en redactar sanciones, hacer listas, inventar pretextos, son una versión moderna de los redactores de edictos y bandos militares que tanto se hicieron temer y odiar en los oscuros tiempos medievales o de las ocupaciones nazis en la Segunda Guerra Mundial.  Como si el resto del mundo fuera su colonia, ordenan cómo deben hacerse las cosas bajo amenazas de castigo o agresión.

Han declarado una guerra mundial contra las izquierdas y a Cuba como capital del comunismo en el siglo XXI.  Bajo la filosofía de ese nuevo mandato, en el país de las supuestas libertades está prohibido protestar contra las políticas del Estado que empobrecen a las mayorías, mientras las élites de poder se enriquecen obscenamente.

Al acusar a Cuba no solo buscan un chivo expiatorio, un agente externo, buscan a quién culpar de la protesta de los sectores más golpeados por una economía que hace más ricos a los ricos y más pobres a los pobres hasta límites insostenibles.

Están criminalizando la protesta sin analizar sus causas y, de forma oportunista, están buscando una nueva excusa para sostener su genocida política contra Cuba que el mundo condena.

¡Dejen a Cuba vivir en paz!  Y también a lo más noble del pueblo americano que históricamente ha batallado por los derechos humanos de otros pueblos, sin esperar reconocimiento y enfrentando muchas veces persecución, cárcel y riesgos para sus vidas.

¡Cuba no es una amenaza, ni para los Estados Unidos ni para ningún otro país sobre la Tierra!  ¡Somos un pueblo noble, que salva vidas donde otros destruyen, que manda médicos y maestros a donde otros mandan bombas, formamos profesionales de alta calificación de varias naciones, en proyectos de cooperación sostenidos en medio de las mayores carencias!

En estos días de finales de curso, tensos y difíciles como solo este pueblo sabe, las universidades cubanas han egresado 30 185 jóvenes profesionales, 735 de ellos provenientes de 62 países.  Y un dato que nos honra mostrar: veintitrés nuevos médicos palestinos y cinco estadounidenses.  ¡¿A esto llaman terrorismo, a esto llaman amenaza?! (Aplausos.)

Todo lo que Cuba hace, todo lo que la Revolución Cubana puede mostrar en programas y en hechos es una sólida historia de 67 años de infatigable defensa de su soberanía, la solidaridad y de la cooperación internacional a favor de la vida, la salud, la educación y la ciencia.

La única amenaza contra la seguridad en la región, la verdadera y real amenaza contra la paz mundial y contra la vida humana, es la política de agresiones que provoca hambrunas, empobrecimiento, migraciones desordenadas, caos, inestabilidad y decenas de miles de muertes en todo el mundo.

Cuba no es la primera ni será la última víctima de ese tipo de guerra que bloquea, asfixia y busca el estallido social con el único propósito de imponer gobiernos afines a los intereses imperiales.

Por ello, desde esta tribuna, ¡denuncio que Cuba es víctima de un genocidio fríamente calculado!

El Gobierno de Estados Unidos ha diseñado e implementado conscientemente una política de máxima asfixia económica contra el pueblo cubano.  Ha recrudecido su política de seis décadas de bloqueo, imponiendo un cerco energético y financiero, provocando una profunda crisis en el Sistema Electroenergético, que se traduce en apagones de más de un día, paralización de industrias y afectación a decenas de miles de trabajadores.

El inmenso dolor de las familias cubanas se confirma en estadísticas: muertes causadas por la falta de medicamentos que durante décadas el país produjo y entregó gratuitamente o a precios subsidiados y hoy no alcanza a garantizar; más de 100 000 cirugías que no pueden planificarse ni ejecutarse, porque los hospitales no pueden ser protegidos de los apagones imprevistos en las ya frecuentes caídas del Sistema Electroenergético Nacional y por la falta de combustible para las plantas de apoyo; más de 118 000 pacientes de cáncer, entre ellos 1 200 niños que no pueden recibir los tratamientos de primer nivel, y están obligados a tratamientos alternativos de segunda y de tercera línea; y lo que es tan o más doloroso, la tasa de mortalidad infantil subió a 9,3 por cada 1 000 nacidos vivos, frente a los 4 o 5 que se registraban en años anteriores.  ¡En esos números van los rostros de niños que no vieron la vida como consecuencia directa del bloqueo y de su genocida condición!

Las medidas coercitivas unilaterales –“sanciones” las llaman los Estados Unidos, cuyo gobierno se cree con derecho a sancionar al resto del planeta– son condenadas cada año por la Asamblea General de las Naciones Unidas por ser contrarias al Derecho Internacional.  Es ilegal y es criminal martirizar a un pueblo solo para provocar que se rebele contra su gobierno, ni siquiera puede llamársele herramienta de política exterior.

El bloqueo es un arma de guerra y causa muertes.  Ante su condena internacional y la honrosa y creciente solidaridad de los pueblos que recibimos, los nuevos halcones al frente del Departamento de Estado de los Estados Unidos han difundido un calumnioso reporte sobre la supuesta influencia subversiva de Cuba contra ese país.  Como afirma la Declaración de nuestro Ministerio de Relaciones Exteriores, se trata de un mediocre panfleto de propaganda, que busca, mediante la construcción de leyendas acusatorias, fabricar consenso para una eventual agresión militar.

¡Denunciamos que quienes diseñaron esa política de asfixia, quienes la implementan y la sostienen, son responsables del sufrimiento del pueblo cubano! ¡Son responsables de las muertes causadas por la falta de acceso a bienes esenciales! ¡Son responsables de la hambruna que pretenden imponer y la historia no los perdonará!

Denunciamos también a quienes callan y toleran los desmanes de la envalentonada ultraderecha fascista estadounidense, que miente, roba, mata y pretende erigirse en Dios de todos los destinos.

El bloqueo de Estados Unidos solo funciona por la complicidad de quienes temen al poder de Washington más que al juicio de la historia.

Esto es un nuevo llamado a la conciencia del mundo: No se conviertan en cómplices de otro genocidio.

Cada vez que una parte del mundo calla ante la agresión contra Cuba, se debilita el derecho internacional.  Cada vez que un gobierno acepta las sanciones ilegítimas de Estados Unidos, se erosiona el principio de no intervención.  Cada vez que una empresa es presionada para abandonar sus inversiones en Cuba y otras no se deciden a hacerlas por miedo a represalias, se fortalece la dictadura económica de una sola potencia.

Antes fueron Gaza, Líbano, Irán, hoy es Cuba.  Mañana puede ser cualquier otra nación.

No olvidemos que la solidaridad que finalmente se levanta por Gaza en todo el mundo llegó demasiado tarde para más de 70 000 palestinos, de ellos, unos 21 000 niños, cuyas cenizas forman parte de las horrorosas montañas de escombros en que los genocidas sionistas han convertido a esa martirizada franja de tierra.

¡Por eso digo hoy que defender a Cuba de la crueldad de sus verdugos no es algo que puede esperar!

¡Defender a Cuba con fuerza y urgencia es cortar el avance de las ideas supremacistas, racistas, xenófobas, elitistas, excluyentes, enemigas de la libertad verdadera y de la emancipación humana!

¡Defender a Cuba es luchar contra el colonialismo del siglo XXI, contra el hegemonismo, contra la pretensión de que un solo país decida el destino de todos!  No hay naciones superiores e inferiores.  El mundo dividido entre emperadores y súbditos fue derrotado tras siglos de lucha y no puede volver.

Contra las intenciones de devolver a la humanidad a lo más oscuro de su pasado se levantan fuerzas y voces en el mundo. 

Cuba conoce, reconoce y abraza a los pueblos y a los gobiernos, incluyendo a los representantes de lo más noble del pueblo estadounidense, que lo arriesgan todo para traer su carga de solidaridad y apoyo a la isla. 

A las mujeres y hombres como los de la flotilla de Open Arms y del convoy Nuestra América, a los movimientos sociales de América Latina y del Caribe que han mantenido la solidaridad con Cuba a pesar de las presiones de Washington.

A las organizaciones de derechos humanos que denuncian los crímenes del bloqueo ante foros internacionales.

A los grupos parlamentarios y legisladores de diversos países que trabajan tenazmente para condenar las sanciones ilegítimas.

A las organizaciones de la sociedad civil europea que han mantenido lazos con Cuba a pesar de las amenazas.

A los movimientos sociales, pacifistas y antimperialistas de todo el mundo, que entienden que la lucha contra el hegemonismo es la lucha por la paz, y a las agrupaciones de países del Sur Global que comparten la convicción de que la soberanía no es negociable.

Agradecimiento especial a todos los gobiernos que votaron a favor de la resolución cubana contra el bloqueo y el cerco energético en la Asamblea General de las Naciones Unidas, a pesar de las insultantes presiones del Gobierno de los Estados Unidos.

El agradecimiento especial a los grupos de solidaridad con Cuba que nos visitan y están presentes en este acto: Pastores por la Paz; Carlota’s Warriors de New York; Asociación de Solidaridad con Cuba de Australia; Asociación Cultural José Martí de Miami, y el proyecto Marcapasos (Aplausos).  Su presencia es un testimonio vivo de que no estamos solos.

Su presencia hoy aquí es un acto de coraje, porque defender a Cuba en tiempos de presión máxima significa asumir riesgos, significa enfrentar críticas, significa poner en evidencia la hipocresía de quienes predican derechos humanos, pero callan ante crímenes de genocidio.

¡Agradecemos su solidaridad!  ¡Agradecemos su valentía!  ¡Agradecemos su compromiso con la justicia!

¡Tengan por seguro que nosotros no nos rendiremos!

Como aquella madrugada del 26 de Julio todos los días tomamos la dura cotidianidad por asalto para escribir la historia de este tiempo.

En medio de tan grandes dificultades qué estamos haciendo: estamos trabajando, estamos creando, estamos innovando.  En todas las áreas productivas, obreros, campesinos, científicos, intelectuales, artistas y estudiantes innovan, aportan, modifican tecnologías para seguir produciendo y seguir alumbrándonos, aunque sea mínimamente; mientras nuestros adversarios superan su propia perversidad pretendiendo dejarnos sin luces, sin agua, sin energía y sin esperanzas.

Nuestra respuesta a la asfixia es la inventiva, la creatividad y, aunque les moleste, ¡también la alegría del pueblo cubano! (Aplausos). 

La respuesta al bloqueo es el esfuerzo inteligente y eficiente.  La respuesta a los intentos, jamás abandonados, de aislarnos y dividirnos, es la unidad.

“La unidad es nuestra principal arma estratégica”, nos dijo el General de Ejército Raúl Castro Ruz, al cumplirse un nuevo año de la Revolución, en enero de 2024, y nos pidió cuidarla más que a la niña de nuestros ojos.

La unidad no significa uniformidad.  Significa que a pesar de las diferencias de estilo, dinámicas y formas de enfrentar los desafíos, todos compartimos el mismo objetivo: que Cuba sea un país socialista, soberano, independiente, digno y finalmente próspero, sin dejar atrás a nadie.  Todo lo que atente contra ese propósito despojaría a la Revolución de sentido, porque cada vez que se fracturó la unidad en la larga historia de luchas como pueblo, se extravió la Revolución.

Compatriotas:

La creatividad y el esfuerzo por sí solos, por heroicos que sean, no bastan para desmontar las estructuras del cerco.  Esa convicción convierte en prioridad estratégica la implementación de las transformaciones económicas y sociales en marcha.  Son cambios profundos y necesarios, que vienen planteándose y debatiéndose desde hace varios años.

Hemos emprendido un proceso de saneamiento macroeconómico y estamos potenciando todas las formas de gestión, estimulando al trabajador y al campesino, y abriendo espacios a la inversión responsable, siempre bajo el principio sagrado de que los cambios no pueden desentenderse de la justicia social.  Esta es la batalla económica y social de esta generación.

La misión es muy compleja y está minada de riesgos, que tenemos la responsabilidad de minimizar para quienes enfrentan situaciones de vulnerabilidad.

La audacia que nos legó el Moncada nos exige no tener miedo a los cambios, pero en nombre del ideal supremo de los que cayeron entonces y de quienes entregaron todo a lo largo de estos años, las transformaciones económicas deben guiarse por un principio fundamental: el mayor grado de justicia social.

¡Reafirmamos que Cuba es y será un país soberano, que nadie bajo ninguna circunstancia tiene derecho a decidir por nosotros, que las decisiones económicas, políticas y sociales son y serán nuestras!

Este 2026 tiene un significado especial, y no solo para cubanas y cubanos, el Año del Centenario del Comandante en Jefe Fidel Castro Ruz tiene resonancias universales. 

Muy pronto empezarán a llegar amigos revolucionarios de los cinco continentes que, con recursos propios y dispuestos a compartir la compleja y desafiante crudeza que vivimos, han querido participar del Coloquio y otros eventos y actividades de celebración por los 100 años de Fidel.

Serán días para analizar y debatir las ideas de su extraordinario legado, para evaluar la situación internacional y nacional, y el papel y lugar de la Revolución Cubana en uno de los momentos más difíciles de su historia, y será también momento de probarnos en el estudio y ejercicio de la práctica revolucionaria que nos legó el Comandante en Jefe.

En el año de su centenario los cubanos estamos llamados a honrar su memoria con palabras, pero también con hechos: con trabajo, con unidad, con dignidad y con suficiente lucidez y determinación para aplicar en el menor tiempo posible las transformaciones que el momento y la nación nos exigen.

A los jóvenes cubanos quiero dirigirme ahora de manera particular.  Ustedes son presente y futuro.  Considérense herederos del valor de Abel Santamaría, de Melba, de Haydée y de toda esa generación: la del Centenario de Martí.  ¡Ustedes son los jóvenes del Centenario de Fidel!  Están llamados a liderar este momento desde cada barrio y cada rincón de esta isla.  Participen y transformen para el bien de todos, como un día se hizo pensando en el bien de ustedes (Aplausos). 

Decía José Martí, autor intelectual de las acciones que hoy conmemoramos: Solo una fuerza necesita un pueblo: no desconfiar de su fuerza.

Compatriotas:

El llamado de ahora es a la acción, a no esperar, a no lamentarse, a no conformarse, a pensar como país, a buscar alternativas con audacia y creatividad, a cuidar cada recurso como si fuera el último, a producir, a sustituir importaciones, a desarrollar nuestro potencial.  ¡A confiar en nuestras propias fuerzas!  Que cada cubano en su puesto de trabajo, en su campo, en su taller, en su escuela, en su barrio sea y se sienta protagonista de la transformación que nos debemos para superar este momento.

¡El llamado de hoy es a la esperanza!

Como aquella mañana de la Santa Ana enfrentamos desafíos enormes con la misma entereza, con el mismo optimismo y con la convicción inquebrantable en la victoria.

Los cubanos de hoy somos también vencedores de imposibles, y en este 26 de Julio reafirmamos el compromiso con la patria, con la Revolución, con las conquistas del socialismo y con la tarea de levantar una economía golpeada despiadadamente por cuatro siglos de colonialismo, seis décadas de neocolonialismo y otras seis décadas de bloqueo reforzado hasta convertirse en un plan genocida.

¡Que cada amanecer nos encuentre en pie de lucha!
