Recently, there was a bilateral meeting between the Ministry of Justice of the Laos People’s Democratic Republic and the Socialist Republic of Cuba – led by the Laotian Minister of Justice – Mr. Pai Vi Panglipa – and the Minister of Justice of Cuba – Mr. Oscar Manuel Sinvera Martinet. The two sides exchanged in-depth Reports on the activities of the each side with regard to the implementation of justice work – as well as discussed the development of a ‘Socialist’ programme designed to facilitate access to legal knowledge by the masses at all levels within society. This entails a combined policy of Socialist ‘Unity’ designed to share technical legal knowledge (and lessons) across the country – thereby empowering the ordinary (and educated) people through reliable land organised egal knowledge!
In this meeting, both Parties ‘signed’ a Memorandum of Understanding (MOU) to strengthen relations and share legal and justice lessons together in the future! This will involve exchanging visits of Senior and Technical Officers of the two Ministries of Justice (Cuba and Laos) as appropriate – from time to time. This activity will facilitate the exchange of experience between these Experts in the various fields of law making, legal counselling and other legal practices!
An ongoing exchange of experts will create a data-base of legal understanding amongst the masses upon how the legal sector is organized and how it works and functions! This will involve lessons on organization and arranging seminars – as well as how to facilitate practical training in the classroom (and other similar activities). This approach is based on the principle of mutual benefit – which will also improve the standards of professional education and training for all legal staff (and other professionals).
There will also be mutual assistance granted to the educational institutions to create (and teach) reliable international law courses! This will prepare (and implement) training programmes relevant to the socio-economic conditions of each Nation State and the direction taken by the respective Communist Parties – exchanging computer experience in the field of law and other related fields. There will be an exchange of information regarding a) generating and passing legislation and b) the use of laws.
Law Dictionaries – and other publications on law – will be made readily available at all levels of society! This will facilitate an exchange of reliable information regarding the operation of the Court System and how in each of the two National States. This policy will not only add to the legal knowledge of each people concerned – but will also educate each section of the working-class upon ‘how’ the other country’s legal system and judiciary operates within a Socialist System! This will enable the working class of both Socialist countries to operate more effectively a) internally, and b) externally when interfacing with the non-Socialist world!
