Respected Comrade Kim Jong Un, General Secretary of the Workers’ Party of Korea and Chairman of the State Affairs Commission of the Democratic People’s Republic of Korea, met with Comrade Vladimir Vladimirovich Putin, President of the Russian Federation, on September 13th, 2023.
Prior to the meeting, Comrade Kim Jong Un and Comrade Putin took a meaningful commemorative photograph with the national flags of the two countries in the background.
A meeting was held between Dear Comrade Kim Jong Un, General Secretary of the Workers’ Party of Korea and Chairman of the State Affairs Commission of the Democratic People’s Republic of Korea, and Comrade Vladimir Vladimirovich Putin, President of the Russian Federation.
From our side, North Korean Foreign Minister Choi Son Hui, Korean People’s Army Marshal Park Jong-chon, North Korean National Defense Minister Kang Sun-nam, Secretaries of the Central Committee of the Workers’ Party of Korea Oh Su-yong and Park Tae-song, and Vice Minister of Foreign Affairs Lim Cheon-il – participated in the meeting.
On the Russian side, Russian Federation Foreign Minister Comrade Sergey Lavrov, Deputy Prime Minister and Minister of Industry and Trade Zenis Manturov, Minister of Defense Sergei Shoigu, Deputy Prime Minister Alexei Oberchuk, Deputy Prime Minister and President’s Plenipotentiary Representative to the Far East Federal Region Yuri Trutnev Comrade, Deputy Prime Minister Comrade Marat Husnulin, Deputy Head of the Presidential Administration and Press Secretary to the President Comrade Dmitry Peskov, Minister of Natural Ecology and Chairman of the Russian Committee for Intergovernmental Trade, Economics and Science and Technology Cooperation Comrade Alexandr Kozlov, Minister of Transport Comrade Tali Saveliev, other leading executives and officials, and the Ambassador Extraordinary and Plenipotentiary of the Russian Federation to our country, Comrade Alexandr Matsegora – all participated.
At the table, President Putin said that he warmly welcomed dear Comrade Kim Jong Un to visit Russia again in this meaningful year marking the 75th anniversary of the founding of the Democratic People’s Republic of Korea and the 75th anniversary of the establishment of diplomatic relations with Russia. He expressed his joy at being reunited with his comrade.
Comrade Kim Jong Un once again expressed his gratitude to Comrade Putin for inviting the delegation of the Democratic People’s Republic of Korea at such an important time and for providing a warm welcome from the very beginning of the visit. He said he was pleased to have learned more specifically and in depth about Russia’s reality and future.
Comrade Kim Jong Un said that it is the consistent stance of the government of our Republic to place the utmost importance on the relationship between the two countries and to continuously develop the deep-rooted tradition of friendship, adding that this visit is a significant opportunity to raise the cooperative relationship between the two countries to a new height. He expressed confidence that this would happen.
The top leaders discussed deepening multifaceted exchanges and cooperation in various fields, including high-level exchanges between the two countries, to further solidify friendly unity and cooperative relations, and to enhance mutual trust.
At the meeting, a broad and in-depth exchange of opinions on important issues of mutual interest took place, and it was agreed to promote the welfare of the peoples of the two countries through joint efforts and to continue to expand comprehensive and constructive bilateral relations.
Following the plenary meeting, a solo meeting was held between Comrade Kim Jong Un and President Putin.
Respected Comrade Kim Jong Un highly evaluated that the relationship between the two countries is developing well in line with the aspirations and hopes of the peoples of the two countries, based on the principles of friendship, good neighbourliness, and mutual respect.
The leader of North Korea appreciate the remarkable achievements and constructive cooperation experiences being achieved in all aspects of politics, economy, military, and culture to realize the strategic goals of building a strong nation, and the future efforts for national revival and the welfare of the peoples of both countries. They shared in-depth opinions on the direction of development.
In addition, in a common front to crush the military threats, provocations, coercion, and tyranny of imperialists who seek to invade humanity’s independence, progress, and peaceful life, strategic and tactical cooperation between the two countries will become closer, and the two countries will join forces through strong support and solidarity. Both discussed openly the important issues and matters of immediate cooperation that arise in protecting the country’s sovereignty and development interests, regional and global peace and security, and international justice, and reached a satisfactory agreement and consensus of opinion.
The meeting was conducted in a comradely and constructive atmosphere from beginning to end. (End)

조선로동당 총비서이시며 조선민주주의인민공화국 국무위원장이신 경애하는 김정은동지께서 9월 13일 로씨야련방 대통령 울라지미르 울라지미로비치 뿌찐동지와 회담하시였다.
김정은동지께서와 뿌찐동지는 회담에 앞서 조로 두 나라 국기를 배경으로 뜻깊은 기념사진을 찍으시였다.
조선로동당 총비서이시며 조선민주주의인민공화국 국무위원장이신 경애하는 김정은동지와 로씨야련방 대통령 울라지미르 울라지미로비치 뿌찐동지사이의 회담이 진행되였다.
회담에는 우리측에서 조선민주주의인민공화국 외무상 최선희동지,조선인민군 원수 박정천동지,조선민주주의인민공화국 국방상 강순남동지,조선로동당 중앙위원회 비서들인 오수용동지,박태성동지,외무성 부상 임천일동지가 참가하였다.

석상에서 뿌찐대통령은 조선민주주의인민공화국창건 75돐과 로조외교관계설정 75돐이 되는 뜻깊은 해에 경애하는 김정은동지께서 로씨야를 또다시 방문하신데 대하여 열렬히 환영한다고 하면서 워스또츠느이우주발사장에서 김정은동지와 상봉하게 된 기쁨을 피력하였다.
김정은동지께서는 뿌찐동지가 중요한 시기에 조선민주주의인민공화국대표단을 초청해주고 방문의 첫시작부터 따뜻이 환대해주는데 대하여 다시한번 감사를 표하시면서 뿌찐동지가 깊은 관심을 돌리고있는 워스또츠느이우주발사장에서 우주강국 로씨야의 현실과 앞날에 대해 더 구체적으로 깊이있게 알게 된것을 기쁘게 생각한다고 말씀하시였다.
김정은동지께서는 조로관계를 최중대시하고 뿌리깊은 친선의 전통을 변함없이 발전시켜나가려는것은 우리 공화국정부의 일관한 립장이라고 하시면서 이번 방문이 두 나라사이의 협조관계를 새로운 높이에로 끌어올리는 의의깊은 계기가 되리라는 확신을 표명하시였다.
최고수뇌분들께서는 두 나라사이의 고위급래왕을 비롯한 여러 분야에서의 다방면적인 교류협력을 심화시켜 친선단결과 협조관계를 더욱 공고히 다지고 호상신뢰를 증진시켜나갈데 대하여 론의하시였다.
회담에서는 호상 관심사로 되는 중요문제들에 대한 폭넓고 깊이있는 의견교환이 진행되였으며 공동의 노력으로 두 나라 인민들의 복리를 도모하고 종합적이며 건설적인 쌍무관계를 계속 확대해나갈데 대하여 합의되였다.
전원회담에 이어 김정은동지와 뿌찐대통령사이의 단독회담이 진행되였다.
경애하는 김정은동지께서는 조로 두 나라사이의 관계가 친선과 선린,호상존중의 원칙에서 두 나라 인민들의 지향과 념원에 맞게 좋게 발전하고있는데 대하여 높이 평가하시였다.
조로수뇌분들께서는 강대한 국가건설의 전략적목표들을 실현하기 위한 정치,경제,군사,문화의 모든 방면에서 이룩되고있는 괄목할 성과와 건설적인 협조경험,국가부흥과 두 나라 인민들의 복리를 위한 앞으로의 발전방향에 대한 심도있는 의견들을 나누시였다.
또한 인류의 자주성과 진보,평화로운 삶을 침탈하려는 제국주의자들의 군사적위협과 도발,강권과 전횡을 짓부시기 위한 공동전선에서 두 나라사이의 전략전술적협동을 더욱 긴밀히 하고 강력히 지지련대하면서 힘을 합쳐 국가의 주권과 발전리익,지역과 세계의 평화와 안전,국제적정의를 수호해나가는데서 나서는 중대한 문제들과 당면한 협조사항들을 허심탄회하게 토의하시였으며 만족한 합의와 견해일치를 보시였다.
