The Central Military Commission of the Workers’ Party of Korea convened an enlarged meeting to discuss important issues to more thoroughly prepare the People’s Army for war in response to the grave political and military situation that has been created by outside (hostile) forces on the Korean Peninsula.
The 7th enlarged meeting of the 8th Central Military Commission of the Workers’ Party of Korea was held on August 9th, 2023, at the Headquarters building of the Central Committee of the Workers’ Party of Korea.
Dear Comrade Kim Jong Un – General Secretary of the Workers’ Party of Korea – Chairman of the Central Military Commission of the Workers’ Party of Korea and Chairman of the State Affairs Commission of the Democratic People’s Republic of Korea, guided the 7th enlarged meeting of the 8th Central Military Commission of the Workers’ Party of Korea!
The meeting was attended by members of the Central Military Commission of the Workers’ Party of Korea, Military Commanders of the Korean People’s Army, Commanders of Front (Shock) Corps and Special Forces Units in charge of important missions – and Cadres of relevant Departments of the Party Central Committee.
At the 7th Enlarged Meeting of the 8th Central Military Commission of the Workers’ Party of Korea, the military actions of the main culprits aggravating the situation that destroy peace and stability on the Korean Peninsula were analysed – and offensive military countermeasures were decided to thoroughly contain this threat. The issues of having a firm readiness for war designed to neutralize this threat at once using an overwhelming strategic deterrent – coupled with simultaneous (massive) military offensives – were discussed as an important agenda item.
The present situation – in which a far more reckless anti-DPRK military confrontation (by the ‘foreign’ hostile forces) is becoming more open – calls for a corresponding proactive (and overwhelming) ‘Will’ to be manifest by our People’s Army which is ready for an all-out war applied thorough a perfect military strategy!
At this meeting, plans for a reorganization of a reinforced Frontline Operational Group (designed to carry out ‘Special’ Operational Missions) were reviewed. This ‘Special’ Force is equipped to overwhelmingly suppress (and annihilate) the enemy with a solid superiority in military strategy, tactics and military power in the case of an emergency. As a consequence, many military countermeasures were seriously studied and discussed.
Based on the results of the discussion, the Central Military Commission of the Workers’ Party of Korea issued important military action guidelines according to the expanded and changed operational areas and operational plans of the front units of the Korean People’s Army, actively conducted practical training in accordance with new strategic missions, and maintained a constant operational readiness posture. The military-practical issues and related decisions arising from the preparation of the military were unanimously passed.
Respected Comrade Kim Jong Un personally signed ‘Orders’ on important military measures discussed and decided at the Central Military Commission of the Korean Workers’ Party.
Respected Comrade Kim Jong Un carried out an in-depth overview of the current situation on the Korean Peninsula at the meeting and made a programmatic contingency for further increasing the military preparations for war involving ‘massive’ offensive measures.
Comrade Kim Jong Un said that the basis for the realization of the Party Central Committee’s military-strategic objective in suppressing the enemy’s use of military force (and simultaneously annihilate the enemy’s different forms of aggressive action in the event of a war) is to prepare a strong military, ideology and positioning! He stressed the need to continue to deepen the work of manoeuvring Military Units for combat – whilst expanding the means to strike more effectively.
He further emphasised the need for the military to dramatically carry out a destructive war immensely magnified by actively conducting realistic combat training! This requires efficiently operating the deployed (new) military equipment so that it can exert the maximum combat effect whilst maintaining a combat readiness posture that is always poised to meet any threat with a maximum aggressiveness.
Respected Comrade Kim Jong Un said that the productive labour of the munitions factories is very important in strengthening the People’s Army military function. Therefore, all factories and enterprises in the munitions industry sector must be engaged in a full-scale struggle for mass production of various armed equipment to meet the operational demands of the modernizing military. The new slogan is that “We Must Push Forward”! He emphasised the new collective goal of constructing an enhanced planned economy that produces modernised armed equipment at a greater rate!
The meeting dealt with organizational issues such as the dismissal of the present Chief – Park Soo-il – from the position of Chief of the General Staff – being replaced by the current Deputy Chief of Staff – Ri Yong-Kil – as well as the dismissal and appointment of Commanding Officers in other key coordinating positions.
In addition, a series of important tasks for the Armed Forces of the People’s Republic were discussed, including the issue of making good preparations for the Military Parade in Celebration of the 75th Anniversary of the founding of the People’s Republic.
The 7th Enlarged Meeting of the 8th Central Military Commission of the Workers’ Party of Korea serves as a significant opportunity for the Korean People’s Army to seize firm strategic and tactical leadership in modern warfare and present practical programmes to achieve a landslide victory over the enemy – providing a solid military guarantee for victory in the war. 조선로동당 중앙군사위원회는 조선반도지역에 조성된 엄중한 정치군사정세에 대처하여 군대의 전쟁준비를 보다 철저히 갖추기 위한 중대문제를 토의하기 위하여 확대회의를 소집하였다.
조선로동당 중앙군사위원회 제8기 제7차확대회의가 8월 9일 당중앙위원회 본부청사에서 진행되였다.
조선로동당 총비서이시며 조선로동당 중앙군사위원회 위원장이시며 조선민주주의인민공화국 국무위원장이신 경애하는 김정은동지께서 조선로동당 중앙군사위원회 제8기 제7차확대회의를 지도하시였다.
회의에는 조선로동당 중앙군사위원회 위원들이 참가하였으며 조선인민군 군종사령관들과 전선군단 및 중요임무담당부대 지휘관들,당중앙위원회 해당 부서 간부들이 방청하였다.
조선로동당 중앙군사위원회 제8기 제7차확대회의에서는 조선반도지역의 평화와 안정을 파괴하는 정세악화의 주범들의 군사적준동을 분석하고 철저히 견제하기 위한 공세적인 군사적대응안들을 결정하였으며 유사시 적들의 공격을 압도적인 전략적억제력으로 일거에 무력화시키고 동시다발적인 군사적공세를 취하기 위한 확고한 전쟁준비태세를 갖출데 대한 문제들이 중요의제로 토의되였다.
적대세력들의 무모한 반공화국군사적대결행위가 더욱 로골화되고있는 현정세는 우리 군대의 보다 주동적이고 능동적이며 압도적인 전쟁대응의지와 철저하고 완전한 군사적준비태세를 필요로 제기하고있다.
회의에서는 유사시 군사전략전술적 및 군사력의 확고한 우세로써 적을 압도적으로 제압,소멸하기 위한 강화된 전선작전집단편성안과 작전임무들을 심의하였으며 전선부대들의 작전수행능력의 다각화를 실현하고 보다 구체화된 작전계획을 수립함에 관한 군사적대책들이 진지하게 연구토의되였다.
조선로동당 중앙군사위원회는 토의결과에 기초하여 조선인민군 전선부대들의 확대변화된 작전령역과 작전계획에 따르는 중요군사행동지침을 시달하였으며 새로운 전략적임무에 따르는 실전훈련을 적극 실시하고 상시적인 작전준비태세를 만단으로 갖추는데서 나서는 군사실무적문제들과 관련결정을 전원일치로 가결하였다.
경애하는 김정은동지께서는 당중앙군사위원회에서 토의결정된 중대한 군사적대책에 관한 명령서에 친필서명하시였다.
경애하는 김정은동지께서는 회의에서 현 조선반도지역정세를 심도있게 개괄분석하시고 군대의 전쟁준비를 공세적으로 더욱 다그칠데 대한 강령적결론을 하시였다.
김정은동지께서는 적의 군사력사용을 사전에 제압하며 전쟁발생시 적의 각이한 형태의 공격행동을 일제히 소멸하기 위한 당중앙의 군사전략적기도실현에서 기본은 강한 군대가 준비되는것이라고 하시면서 전쟁억제력사명수행의 위력한 타격수단들을 더 많이 확대보유하는것과 함께 부대들에 기동적으로 실전배비하는 사업을 계속 심화시켜나가야 한다고 강조하시였다.
이와 함께 배비된 신형무장장비들을 최대의 전투적효과를 발휘할수 있게 효률적으로 운영하기 위한 실전훈련들을 적극 벌리며 항상 동원된 전투준비태세를 유지함으로써 군대의 전쟁수행능력을 비약적으로 상승시켜야 한다고 말씀하시였다.
경애하는 김정은동지께서는 인민군대를 군사기술적으로 강화하는데서 군수공장들의 임무가 매우 중요하다고 하시면서 군수공업부문의 모든 공장,기업소들에서는 현대화되여가는 군의 작전수요에 맞게 각종 무장장비들의 대량생산투쟁을 본격적으로 내밀어야 한다고 강조하시면서 무장장비생산능력조성과 생산계획목표를 제시하시였다.
회의에서는 박수일대장을 총참모장직에서 해임하고 리영길차수를 새로 임명하였으며 주요직제지휘성원들을 해임 및 조동하고 새로 임명할데 대한 조직문제가 취급되였다.
또한 공화국창건 75돐경축 민간무력열병식준비를 잘할데 대한 문제를 비롯하여 공화국무력앞에 나서는 일련의 중요과업들이 토의되였다.
조선로동당 중앙군사위원회 제8기 제7차확대회의는 현대전에서 조선인민군이 확고한 전략전술적주도권을 틀어쥐고 적들을 압승할수 있는 실천적인 강령들을 제시함으로써 전쟁승리의 군사적담보를 튼튼히 마련한 의의깊은 계기로 된다. (끝)
