Cuba: Terrorism & Money-Laundering Condemned – Cooperation & Security Confirmed! (3.2.2026)

‘Dear Comrades 

Cuba has been an inspiration to myself and my family. We are ordinary, oppressed proletariat living in London UK. We are always learning from the history of the Cuban people – with myself reading all of Che Guevara’s works in audiobook format. This has helped me understand the plight and successes of the South and Central American peoples – something I was not fully aware of – being influenced (as I am) by the USSR and China experience. When economically able, we have financially supported Cuba as we feel the (illegal) US Blockade is unjust and unnecessary. The Internet has allowed a far more fluid and accessible climate to develop that permits educational exchanges to occur and I have just read a Cuban article in which seeks to assure the US that Cuba stands for peace and cooperation despite all the intellectual and physical violence the US has inflicted on the Cuban people either directly or indirectly. We hope that a Socialist Cuba triumphs once again and manages to successfully ride the waves of dialectical change.

Statement by the Cuban Ministry of Foreign Affairs

Cuba unequivocally condemns terrorism in all its forms and manifestations, while reaffirming its commitment to cooperate with the United States and other nations to strengthen regional and international security.

Cuba categorically declares that it does not harbour, support, finance or permit terrorist or extremist organizations. Our country maintains a zero-tolerance policy towards the financing of terrorism and money laundering, and is committed to preventing, detecting and confronting illicit financial activities, in line with international standards.

Any past interactions involving individuals subsequently designated as terrorists occurred only in limited humanitarian contexts, linked to internationally recognized peace processes, at the request of their respective governments, in a fully transparent manner.

Cuba does not host foreign military or intelligence bases and rejects characterization as a threat to U.S. security. Nor has it supported any hostile activity against that country nor will it allow our territory to be used against another nation.

On the contrary, Cuba is ready to reactivate and expand bilateral cooperation with the United States to confront shared transnational threats, without ever renouncing the defense of its sovereignty and independence.

Cuba proposes to renew technical cooperation with the United States in areas including the fight against terrorism, the prevention of money laundering, the fight against drug trafficking, cybersecurity, trafficking in persons and financial crimes, and will continue to strengthen its legal framework to support these efforts, aware that when there has been a will on the part of the parties, progress has been made on these fronts.

The Cuban people and the American people benefit from constructive engagement, cooperation under the law and peaceful coexistence. Cuba reaffirms its readiness to maintain a respectful and reciprocal dialogue aimed at tangible results with the Government of the United States, based on mutual interest and international law.

Cuba condena el terrorismo y reafirma su cooperación en materia de seguridad y lucha contra el lavado de dinero.

Declaración del Ministerio de Relaciones Exteriores

Cuba condena de manera inequívoca el terrorismo en todas sus formas y manifestaciones, al tiempo que reafirma su compromiso de cooperar con los Estados Unidos y otras naciones para fortalecer la seguridad regional e internacional.

Cuba declara categóricamente que no alberga, no apoya, no financia ni permite organizaciones terroristas o extremistas. Nuestro país mantiene una política de tolerancia cero frente al financiamiento del terrorismo y el lavado de dinero, y está comprometido con la prevención, detección y enfrentamiento de actividades financieras ilícitas, en consonancia con los estándares internacionales.

Cualquier interacción pasada que haya involucrado a personas posteriormente designadas como terroristas ocurrió únicamente en contextos humanitarios limitados, vinculados a procesos de paz reconocidos internacionalmente, a solicitud de sus respectivos gobiernos, de manera plenamente transparente.

Cuba no alberga bases militares o de inteligencia extranjeras y rechaza la caracterización de ser una amenaza para la seguridad de los Estados Unidos. Tampoco ha apoyado ninguna actividad hostil contra ese país ni permitirá que nuestro territorio se utilice contra otra nación. 

Por el contrario, Cuba está dispuesta a reactivar y ampliar la cooperación bilateral con los Estados Unidos para hacer frente a amenazas transnacionales compartidas, sin renunciar jamás a la defensa de su soberanía y la independencia.

Cuba propone renovar la cooperación técnica con los Estados Unidos en áreas que incluyen la lucha contra el terrorismo, la prevención del lavado de dinero, el combate al narcotráfico, la ciberseguridad, la trata de personas y los delitos financieros, y continuará fortaleciendo su marco jurídico para respaldar estos esfuerzos, consciente de que cuando ha existido voluntad de las partes, se ha podido avanzar en estos frentes.

El pueblo cubano y el pueblo estadounidense se benefician del compromiso constructivo, la cooperación conforme a la ley y la coexistencia pacífica. Cuba reafirma su disposición a mantener un diálogo respetuoso y recíproco, orientado a resultados tangibles con el Gobierno de los Estados Unidos, basado en el interés mutuo y el derecho internacional.
