Translator’s Note: The 15 or so countries (the number varied over time) that comprised the USSR – were of asymmetric socio-economic development to a remarkable degree. The Revolutionary power house of thought derived from Lenin in the Kremlin – who exported all the vitality of Socialist progression to the outlying areas. Indeed, the culture in many of these places was backward due to centuries of Czarist feudalism. Women and girls were treated as sexual chattel to be bartered and used by men as they saw fit (trafficking, child sex, rape, torture and murder were the norms – with some groups trading similarly in young boys). The illiteracy rate was over 90% throughout the USSR in 1917. Many people were village-minded and seldom travelled outside the place of their birth.
The Soviet Union, through the correct application of dialectical materialism, and despite two genocidal invasions (the first being the collective West 1918-1921 – and the second Nazi Germany and her fascist Catholic allies 1941-1945) – performed a socio-economic miracle by bringing Russia and its surrounding countries firmly into the 20th century and the modern era. Perhaps women and girls were the greatest recipients of Socialist civility and progression. Whereas the West only issued Passports to the rich to travel externally to and from their countries – Lenin had the idea that everyone in the USSR should automatically be granted a free Passport that recorded their name, address, date of birth, ethnicity, and religion.
Of course many lacked the material or psychological means to travel abroad (the US falsely interpreted this as State oppression preventing travel) – but Lenin used the concept of the Passport for a Soviet citizen to access all the provisions the Soviet State granted all its members (this became policy in 1932 under Stalin – before this – Passports were just for external travel). Free housing, free education, free medical care, free travel, welfare, union membership, and workers’ rights, etc. Interestingly, foreigners with no documents were automatically granted Soviet citizen, a Passport, and instant access to the extensive Socialist System. The Passport was the only ID document ever issued by the Soviet Authorities and its use was viewed as innovative.
No one at the time viewed it as a State attack on freedom – on the contrary – all the freedom was granted with its ownership. Despite the massive boon the Soviet Passport granted – Soviet citizens were not required to routinely carry it – or to show it to the Police (who were not permitted to ask for it for no reason). There was no libertarian argument that to register with the Soviet State was a loss of freedom – as the extensive benefits outweighed the grinding poverty the Soviet State sought to irradicate. ON THE RECOGNITION OF PASSPORTS AS VALID UNTIL JULY 1, 2009
OF A CITIZEN OF THE USSR OF THE 1974 MODEL FOR CERTAIN CATEGORIES
FOREIGN CITIZENS AND STATELESS PERSONS
In order to implement Articles 14 and 30 of the Federal Law “On Citizenship of the Russian Federation”, the Government of the Russian Federation decides:
1. To recognize as valid until July 1, 2009 the passports of a citizen of the USSR of the 1974 model:
a) identity certificates of foreign citizens who had USSR citizenship, arrived in the Russian Federation from states that were part of the USSR, and were registered at the place of residence in the Russian Federation as of July 1, 2002 – for permanent residence in the Russian Federation of these persons;
b) identity certificates of stateless persons who had citizenship of the USSR, who arrived in the Russian Federation from the states that were part of the USSR, registered in accordance with the procedure established by the legislation of the Russian Federation as of November 1, 2002, or who received a permit for temporary residence in the Russian Federation – for the stay, temporary and permanent residence in the Russian Federation of these persons.
2. The Federal Migration Service shall carry out in respect of persons who have acquired citizenship of the Russian Federation in accordance with the established procedure:
a) issuance of passports of a citizen of the Russian Federation to foreign citizens specified in subparagraph “a” of paragraph 1 of this Resolution;
b) replacement of passports of a citizen of the USSR of the 1974 model with passports of a citizen of the Russian Federation – to stateless persons specified in subparagraph “b” of paragraph 1 of this Resolution.
3. This Resolution shall apply to legal relations arising from January 1, 2009.

В целях реализации статей 14 и 30 Федерального закона “О гражданстве Российской Федерации” Правительство Российской Федерации постановляет:
1. Признать действительными до 1 июля 2009 г. паспорта гражданина СССР образца 1974 года:
а) удостоверяющие личность иностранных граждан, имевших гражданство СССР, прибывших в Российскую Федерацию из государств, входивших в состав СССР, и зарегистрированных по месту жительства в Российской Федерации по состоянию на 1 июля 2002 г., – для постоянного проживания в Российской Федерации указанных лиц;
б) удостоверяющие личность лиц без гражданства, имевших гражданство СССР, прибывших в Российскую Федерацию из государств, входивших в состав СССР, зарегистрированных в установленном законодательством Российской Федерации порядке по состоянию на 1 ноября 2002 г. либо получивших разрешение на временное проживание в Российской Федерации, – для пребывания, временного и постоянного проживания в Российской Федерации указанных лиц.
2. Федеральной миграционной службе производить в отношении лиц, приобретших в установленном порядке гражданство Российской Федерации:
а) выдачу паспортов гражданина Российской Федерации – иностранным гражданам, указанным в подпункте “а” пункта 1 настоящего Постановления;
б) замену паспортов гражданина СССР образца 1974 года на паспорта гражданина Российской Федерации – лицам без гражданства, указанным в подпункте “б” пункта 1 настоящего Постановления.
3. Настоящее Постановление распространяется на правоотношения, возникшие с 1 января 2009 г.
