In 2024, the Hong Kong, Macao, Taiwan and Overseas Chinese Affairs Committee of the CPPCC National Committee will adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, fully implement the spirit of General Secretary Xi Jinping’s important speech at the meeting celebrating the 75th anniversary of the founding of the CPPCC, conscientiously implement the spirit of the working conference of the special committees of the CPPCC National Committee, strengthen ideological and political guidance, strengthen self-construction, give full play to the main role of members, and carry out in-depth consultation and deliberation, advice and suggestions, and unity and friendship around the implementation of the Party Central Committee’s major policies and guidelines on Hong Kong, Macao, Taiwan and overseas Chinese affairs, and achieve positive results.
Deepen the Innovation of Theoretical Armament and Focus on Strengthening Ideological and Political Guidance
Over the past year, the Hong Kong, Macao, Taiwan and Overseas Chinese Affairs Committee has continued to deepen the internalization and transformation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply understood the distinct political attributes of the CPPCC system and CPPCC organizations, and continuously improved its political judgment, political understanding, and political execution.
——Political theory learning has become normalised and long-lasting. The “first agenda” system has been strictly implemented. Important meetings of the committee, such as the Party Group Meeting, the Director Meeting and the Plenary Meeting of the Committee, have all made learning the latest important speeches and important instructions of General Secretary Xi Jinping the first agenda. The main comrade responsible for Hong Kong, Macao, Taiwan and Overseas Chinese Affairs Committee said that the Committee organized members to deeply study the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, learn and understand the spirit of General Secretary Xi Jinping’s important speech at the celebration of the 75th anniversary of the founding of the CPPCC and his important expositions on the work of Hong Kong, Macao, Taiwan and Overseas Chinese Affairs – held five seminars on the study of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era – and four learning and exchange activities for members of different sectors, deeply understanding the decisive significance of “Two Sysyems”, enhanced the “Four Consciousnesses”, strengthened the “Four Confidences”, and achieve “Two Safeguards”. At the same time, forty-four members of the Taiwan Democratic Self-Government League, the Taiwan Federation of Trade Unions, the Overseas Chinese Federation, and the specially invited Hong Kong and Macao people were organized to participate in two Special Study Seminars for members, and continuously deepened the understanding of Chinese-style modernization by members of different sectors.
——Strengthen the Party’s leadership more firmly and consciously. The committee has always insisted on implementing the Party’s leadership in all the work of the Committee, strictly implemented the decisions and arrangements of the Party Central Committee and the requirements of the Party Group of the National Committee of the Chinese People’s Political Consultative Conference, and conscientiously implement the system of researching and requesting instructions on major matters. The responsible comrade for the Committee’s Sub-Party Group said that through the Party discipline study and education, the “Regulations on Disciplinary Punishment of the Communist Party of China” were studied in full, chapter by chapter, and in connection with the actual situations. The Sub-Party Group members were organized to go to the Beijing Comprehensive and Strict Party Governance Warning Education Base to receive Party Discipline Study and Education once, and conduct concentrated study three times. The Committee actively carries out ideological and political guidance activities around the major national policies and concerns of all sectors of society. Focusing on studying, publicizing and implementing the spirit of the Third Plenary Session of the 20th CPC Central Committee, General Secretary Xi Jinping’s important speeches at the Conference celebrating the 75th anniversary of the founding of the CPPCC and the Conference celebrating the 25th anniversary of Macao’s return to the motherland, the Committee organized Hong Kong and Macao members to carry out Special Studies, held a briefing on key issues of concern on “promoting the coordinated innovation and development of the Guangdong-Hong Kong-Macao Greater Bay Area and building a high-level international science and technology innovation centre”, a briefing before the two sessions, and two special deliberative Standing Committee meetings to convey the essence of the spirit, with more than 500 Hong Kong and Macao members participating in the meeting. At the same time, the Committee insisted on making the Patriotic Education of Hong Kong and Macao youth the focus of ideological and political guidance, supporting Hong Kong and Macao youth groups to go to the Mainland for study and exchange, promoting the implementation of projects such as the Tianjin Study and Exchange Programme for Macao University Students and the Shanghai Study and Practice Programme for Macao Youth Talents, and helping Hong Kong and Macao youth deepen their understanding of National Conditions and enhance their sense of belonging to the country.
Serving the National Central Interests and Making Suggestions on Promoting Chinese-Style Modernization
Over the past year, the Hong Kong, Macao, Taiwan and Overseas Chinese Affairs Committee has fully leveraged the advantages of people from all walks of life in Hong Kong, Macao, Taiwan and overseas Chinese in promoting Chinese-style modernization, and has built consensus and gathered strength around helping Hong Kong and Macao better integrate into the overall national development, deepening cross-strait integration and development in various fields, and giving full play to the role of overseas Chinese in my country’s foreign exchanges.
– Better play to the unique advantages of Hong Kong and Macao. We conducted Special Research in Hong Kong, Macao and Zhejiang around “playing the role of Hong Kong and Macao in building a new open economic system at a higher level in my country”, invited three units to conduct collaborative research, mobilized Hong Kong and Macao members to conduct independent research, organized online political discussions, and on this basis, hosted the fifth remote Consultation Meeting, achieving both consultation results and advice results.
The members who participated in the research and remote consultation meeting said that Hong Kong and Macao should give full play to the advantages of “relying on the motherland and connecting with the world”, actively connect with the country’s high-level opening-up policies, and deepen reform and innovation in cross-border financial cooperation, intellectual property protection, and international trade facilitation.
For four consecutive years, the Committee has carried out democratic supervision on issues related to the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, and simultaneously promoted the supervision and investigation of key proposals, and achieved positive results. In 2024, an inspection was carried out in Guangdong around the theme of “Guangdong, Hong Kong and Macao closely cooperate to participate in the Belt and Road Initiative” to promote the deep integration of Guangdong, Hong Kong and Macao in the fields of international capacity cooperation, scientific and technological innovation, and green finance. Members from Hong Kong and Macao actively put forward suggestions and put forward suggestions such as optimizing the business environment in the Bay Area, strengthening the talent flow mechanism, and promoting cross-border data circulation. The members who participated in the inspection said that the committee carried out democratic supervision around the implementation of the “Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area” and the suggestions, which was a good form and effectively helped the implementation of the country’s major development strategies.
During the inspection, three representatives of the proposers were invited to conduct supervision and research on key proposals. They said that further enhancing the industrial innovation and competitiveness of the Guangdong-Hong Kong-Macao Greater Bay Area will increase the momentum and improve the efficiency of the construction of the Greater Bay Area in the new stage, and effectively promote the high-quality development of the country.
——Better serve the overall situation of work on Taiwan. The committee went to six cities and one district in Fujian to conduct Special Research, fully understand the implementation of the Central Government’s policies benefiting Taiwan, put forward opinions and suggestions for promoting the construction of a demonstration zone for cross-strait integration and development, and help the central government’s major decisions and arrangements on Taiwan work to be implemented and effective. Focusing on strengthening cross-strait cultural exchanges, the Committee went to Henan, Liaoning and other places to investigate the root culture and Hongshan culture, and provide new ideas for strengthening cross-strait cultural exchanges.
——Better pooling of overseas Chinese wisdom and strength. Focusing on the Belt and Road Initiative, investigations and studies were conducted in Beijing, Guangxi and other places to encourage overseas Chinese to actively participate in the construction of “small but beautiful” livelihood projects. Members of relevant sectors and overseas Chinese have made suggestions, suggesting that the role of overseas Chinese be played to promote cooperation between Chinese and foreign enterprises and promote the construction of “small but beautiful” livelihood projects in the countries along the Belt and Road. At the same time, focusing on strengthening the protection and inheritance of the Yangtze River culture, non-Party members were organized to visit Hubei, and an expert consultation meeting was held around the role of overseas Chinese in promoting the going out of my country’s non-governmental social organizations, so as to widely gather the wisdom and strength of overseas Chinese. Overseas Chinese and representatives of overseas Chinese enterprises were invited to interact and communicate with relevant responsible comrades of the State Administration of Foreign Exchange through video conferences on further strengthening financial services for overseas Chinese, and promoting the implementation of policies that benefit overseas Chinese.
Expanding the Friendship and Exchange Platform to Promote Spiritual Harmony Among Hong Kong, Macao, Taiwan and Overseas Chinese
Over the past year, the Hong Kong, Macao, Taiwan and Overseas Chinese Affairs Committee has insisted on combining internal and external connections, and has carefully organized inspections, visits and receptions by members of the Hong Kong, Macao, Taiwan and Overseas Chinese communities, as well as other unity and friendship activities, and has focused on strengthening confidence, gathering people’s hearts, warming people’s hearts and building unity.
——The liaison work with Hong Kong and Macao members has been steadily advanced. Throughout the year, nine delegations were organized to visit Hong Kong and Macao, maintaining close ties with Hong Kong and Macao members and patriotic associations, and visiting about four-hundred members. Special Seminars were arranged for each visit, and in-depth exchanges were held with members on topics such as how Hong Kong can integrate into the overall national development and the moderate diversification of Macao’s economy. Members of Hong Kong and Macao said that the committee’s visits to patriotic political groups and associations in Hong Kong and Macao have enhanced the understanding of national policies by Hong Kong and Macao members and strengthened their confidence in performing their duties. Some members of Hong Kong and Macao also said that the committee, through seminars and briefings, allowed Hong Kong and Macao members to keep abreast of the country’s development situation and important policies, effectively enhancing their awareness of performing their duties and their ability to participate in politics and affairs.
——The exchanges and interactions between the people on both sides of the Taiwan Straits continue to deepen. The committee cooperated with the Fujian Provincial Committee of the Chinese People’s Political Consultative Conference to hold the 16th Straits Forum, inviting nearly two-hundred grassroots representatives from Taiwan to attend the meeting, of which “first-time visitors” and young people accounted for 46%, promoting grassroots people on both sides of the Taiwan Straits to deepen understanding and enhance mutual trust. In addition, the committee and the Henan Provincial Committee of the Chinese People’s Political Consultative Conference jointly held the 18th Heluo Culture Seminar, focusing on the theme of “Heluo Culture and Modern Civilization of the Chinese Nation”, with about two-hundred and fifty representatives participating. Play the role of a link in cultural exchanges and promote compatriots on both sides of the Taiwan Straits to jointly promote Chinese culture.
——The work of contacting overseas Chinese continued to expand. We organized delegations to visit Austria, Bulgaria, Italy, South Africa, Nigeria and other countries, visited and comforted more than one-thousand overseas Chinese, and held more than forty seminars and exchanges to introduce the achievements of China’s modernization development and listen to the opinions and suggestions of overseas Chinese. At the same time, we invited twenty overseas Chinese from sixteen countries who had attended the Plenary Session of the CPPCC to visit Xinjiang, and guided overseas Chinese to actively publicize the new look and new atmosphere of Xinjiang’s openness and confidence with their own personal feelings and experiences, and tell the international community the story of ethnic unity in Xinjiang in the new era. For the first time, we organized a delegation of patriotic and friendly Tibetan compatriots living in Switzerland to return to China to visit Beijing, Sichuan and Tibet. The Tibetan compatriots felt the same about the earth-shaking changes that have taken place in Tibet since the reform and opening up, especially in the new era, and the happy and beautiful life of the Chinese people, which greatly enhanced their sense of closeness and identity with their motherland.
——The platform for unity and friendship is continuously optimized. Representatives from Hong Kong, Macao, Taiwan and overseas Chinese were organized to participate in the National Day activities, more than three-hundred and ninety guests were invited to attend the National Day reception, and seventy-nine guests were organized to participate in the National Day sightseeing tour, helping Hong Kong, Macao, Taiwan and overseas Chinese compatriots to more intuitively feel the development and changes of the motherland. The mechanism-based exchanges with the Taiwan Public Opinion Exchange Foundation were restarted, and a delegation of Taiwan public opinion representatives was invited to visit Beijing and Shandong to promote Taiwan policies, understand the political situation on the island, and guide public opinion on the island. Invite nineteen overseas Chinese from nineteen countries to attend the Second Session of the 14th National Committee of the Chinese People’s Political Consultative Conference to support overseas Chinese in making suggestions for national development.
Improve the Construction of the Performance Mechanism to Better Serve the Members in Performing Their Duties
Over the past year, the Hong Kong, Macao, Taiwan and Overseas Chinese Affairs Committee has thoroughly implemented the decisions and arrangements of the CPC Central Committee and the requirements of the CPPCC Party Leadership Group, conscientiously implemented the spirit of the CPPCC special committee work conference, improved work systems and mechanisms, and focused on improving the timeliness, quality and efficiency of the Committee’s work.
——Do a good job in establishing rules and regulations. Focusing on implementing the spirit of the Working Conference of the Special Committees of the National Committee of the Chinese People’s Political Consultative Conference, nineteen specific measures with a total of forty-nine items were formulated. Focusing on implementing the decisions and arrangements of the Party Group of the National Committee of the Chinese People’s Political Consultative Conference and the instructions of the main leaders, eleven work measures were proposed. Rules were formulated for overseas Chinese to attend CPPCC meetings and participate in activities of Hong Kong, Macao, Taiwan and overseas Chinese associations to further strengthen standardized operations.
——Strengthen overall coordination. The committee established a monthly work scheduling system, held regular situation assessment meetings and work analysis meetings, focused on work coordination, comprehensive coordination, division of labor and cooperation, and promoted work implementation. It coordinated the arrangements for various meetings and activities, took advantage of inspections, investigations and visits to Hong Kong and Macao, and simultaneously carried out 9 study and research activities for members of the Chairman’s Meeting, implemented tasks such as heart-to-heart exchanges and supervision of key proposals, and continued to improve work effectiveness.
——Build a joint force for work. Strengthen the guidance of the local CPPCC Hong Kong, Macao, Taiwan and Overseas Chinese Affairs Departments, and hold a national and local CPPCC Hong Kong, Macao, Taiwan and Overseas Chinese Affairs Symposium in Yan’an. Recruit relevant comrades from the local CPPCC Hong Kong, Macao, Taiwan and Overseas Chinese Affairs Departments to join the Heluo Culture Research Association, organize Hong Kong and Macao members to “walk into Jiangxi” at the invitation of the local CPPCC, and assist in inviting nearly 100 overseas Chinese business leaders to participate in the “Global Chinese Businessmen Gathering in Yunnan” event.
——Serving members in performing their duties. Relying on the CPPCC platform, we will continue to promote innovation in the service of members in performing their duties, guide members of sectors to further improve their political grasp, better play their main role, and promote the improvement of work quality and efficiency in keeping with the truth and innovation. We will organize members to go to Guizhou, Anhui, Ningxia and other places to participate in the cause of rural revitalization, and promote the connection of Hong Kong, Macao, Taiwan and overseas Chinese resources with local development needs. We will support Hong Kong and Macao members in carrying out the “Go to Campus to Talk about National Conditions” activity. fifty-three members held seventy-five lectures in Hong Kong and Macao, covering more than 24,000 teachers and students, and strengthening patriotism education for young people in Hong Kong and Macao.
In 2025, the Hong Kong, Macao, Taiwan and Overseas Chinese Affairs Committee of the CPPCC will adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly study and implement the spirit of the 20th CPC National Congress and the Second and Third Plenary Sessions of the 20th CPC Central Committee, conscientiously implement General Secretary Xi Jinping’s important thoughts on strengthening and improving the work of the CPPCC, focus on the centre and serve the overall situation, and widely gather wisdom and strength for the great cause of comprehensively promoting the construction of a strong country and national rejuvenation with Chinese-style modernization. 2024年，全国政协港澳台侨委员会坚持以习近平新时代中国特色社会主义思想为指导，深入学习贯彻党的二十大和二十届二中、三中全会精神，全面贯彻落实习近平总书记在庆祝人民政协成立75周年大会上的重要讲话精神，认真贯彻落实全国政协专门委员会工作会议精神，强化思想政治引领，加强自身建设，发挥委员主体作用，围绕贯彻落实党中央关于港澳台和侨务工作的大政方针，深入开展协商议政、建言献策和团结联谊工作，取得积极成效。
深化创新理论武装 着力加强思想政治引领
一年来，港澳台侨委员会持续抓好习近平新时代中国特色社会主义思想深化内化转化，深刻认识人民政协制度和人民政协组织的鲜明政治属性，不断提高政治判断力、政治领悟力、政治执行力。
——政治理论学习更加常态长效。严格落实“第一议题”制度，委员会分党组会议、主任会议和委员会全体会议等重要会议，均把学习习近平总书记最新重要讲话和重要指示批示精神作为第一议题。港澳台侨委员会主要负责同志表示，委员会组织委员深入学习党的二十大和二十届二中、三中全会精神，学习领会习近平总书记在庆祝人民政协成立75周年大会上的重要讲话精神和关于港澳台侨工作的重要论述，举办5次习近平新时代中国特色社会主义思想学习座谈会和4次界别委员学习交流活动，深刻领悟“两个确立”的决定性意义，增强“四个意识”、坚定“四个自信”、做到“两个维护”。与此同时，组织台盟、台联、侨联、特邀香港人士、特邀澳门人士界44名委员参加2期委员专题学习研讨班，不断深化界别委员对中国式现代化的理解。
——加强党的领导更加坚定自觉。委员会始终坚持把党的领导贯彻到委员会全部工作之中，严格执行党中央决策部署和全国政协党组的要求，认真落实重大事项请示报告制度。委员会分党组负责同志表示，通过开展党纪学习教育，原原本本、逐章逐条、联系实际学习《中国共产党纪律处分条例》，组织分党组成员赴北京市全面从严治党警示教育基地接受党纪学习教育1次，开展集中学习3次。认真落实讲党课、组织开展“党章学习周”等活动，线上线下相结合，深入交流学习心得，进一步引导党员委员增强政治判断力、政治领悟力、政治执行力，推动党员委员加强自身党性修养和纪律意识，取得了显著成效。
——思想政治引领更加深入扎实。委员会围绕国家大政方针和社会各界关切，积极开展思想政治引领活动。围绕学习宣传贯彻党的二十届三中全会精神、习近平总书记在庆祝人民政协成立75周年大会和在庆祝澳门回归祖国25周年大会上的重要讲话精神，组织港澳委员开展专题学习，召开“推进粤港澳大湾区协同创新发展，打造高水平国际科技创新中心”重点关切问题情况通报会、两会前情况通报会和2次专题议政性常委会会议精神传达会，港澳委员累计参与500余人次。同时，坚持把做好港澳青少年爱国主义教育工作作为思想政治引领的重点，支持港澳青少年团组赴内地学习交流，推动澳门大学生天津学习交流计划、澳门青年人才上海学习实践计划等项目实施，助力港澳青少年深化国情认知，增强国家归属感。
服务国家中心大局 围绕推进中国式现代化议政建言
一年来，港澳台侨委员会充分发挥港澳台侨各界人士在推进中国式现代化中的优势作用，围绕助推港澳更好融入国家发展大局、深化两岸各领域融合发展、发挥海外侨胞在我国对外交流中的作用，凝聚共识、汇聚力量。
——更好发挥港澳独特优势。围绕“发挥港澳在我国建设更高水平开放型经济新体制中的作用”赴香港、澳门和浙江开展专题调研，邀请3家单位开展协同调研，动员港澳委员开展自主调研，组织开展网络议政，并在此基础上，承办第五次远程协商会，取得了协商成效和建言成果双丰收。
参加调研和远程协商会的委员表示，港澳应充分发挥“背靠祖国、联通世界”的优势，积极对接国家高水平对外开放政策，在跨境金融合作、知识产权保护、国际贸易便利化等方面深化改革创新。
委员会连续4年围绕粤港澳大湾区建设有关问题开展民主监督，并同步推进重点提案督办调研，取得了积极成效。2024年围绕“粤港澳紧密合作共同参与‘一带一路’”在广东开展视察，推动粤港澳在国际产能合作、科技创新、绿色金融等领域深度融合。港澳委员积极建言献策，提出优化湾区营商环境、加强人才流动机制、促进跨境数据流通等建议。参加视察的委员们表示，委员会围绕《粤港澳大湾区发展规划纲要》落实情况及建议开展民主监督，形式很好，有效助力了国家重大发展战略实施。
视察过程中，3名提案者代表获邀同步开展重点提案督办调研。他们表示，进一步增强粤港澳大湾区产业创新力和竞争力，将为新阶段大湾区建设增强动力、提升效能，有力推动国家高质量发展。
——更好服务对台工作大局。委员会赴福建6市1区开展专题调研，全面了解中央惠台政策的落实情况，为推动两岸融合发展示范区建设提出意见建议，助力中央对台工作重大决策部署落地见效。围绕加强两岸文化交流，赴河南、辽宁等地调研根亲文化、红山文化，为加强两岸文化交流提供新思路。
——更好汇聚侨智侨力。围绕共建“一带一路”倡议，在北京、广西等地开展调查研究，推动海外华侨积极参与“小而美”民生项目建设。有关界别委员和海外侨胞纷纷建言，建议发挥华侨华人作用，推动中外企业合作、促进共建“一带一路”国家“小而美”民生项目建设。同时，围绕加强长江文化保护传承，组织党外委员赴湖北视察，围绕发挥海外侨胞作用助推我国民间社会组织走出去召开专家协商会，广泛凝聚海外侨胞的智慧和力量。邀请海外侨胞、侨企代表通过视频会议方式，就进一步加强金融为侨服务与国家外汇管理局有关负责同志互动交流，推动惠侨政策落实。
拓展联谊交流平台 促进港澳台侨同胞心灵契合
一年来，港澳台侨委员会坚持内引外联相结合，精心组织港澳台侨界别委员视察考察、来访接待等团结联谊工作，着力做好强信心、聚民心、暖人心、筑同心工作。
——港澳委员联络工作扎实推进。全年组团赴港澳9批次，密切与港澳委员和爱国社团的联系，走访看望委员约400人次。每次走访看望均安排专题座谈，围绕香港如何融入国家发展大局、澳门经济适度多元发展等议题，与委员深入交流。港澳委员表示，委员会走访港澳地区爱国爱港爱澳政团社团，增强了港澳委员对国家政策的理解，坚定了委员履职信心。也有港澳委员表示，委员会通过座谈会、情况通报会等形式，让港澳委员及时了解国家发展形势和重要政策，有效提升了港澳委员的履职意识和参政议政能力。
——两岸民众交流交往持续深化。委员会与福建省政协合作举办第十六届海峡论坛，邀请近200位台湾基层代表参会，其中“首来族”和青年占比46%，推动两岸基层民众加深理解、增进互信。此外，委员会与河南省政协共同举办第十八届河洛文化研讨会，围绕“河洛文化与中华民族现代文明”主题交流研讨，约250名代表参加。发挥文化交流纽带作用，推动两岸同胞共同弘扬中华文化。
——联系海外侨胞工作持续拓展。组团赴奥地利、保加利亚、意大利、南非、尼日利亚等国家，看望慰问侨胞1000余人次，并举办40多场座谈交流活动，介绍中国式现代化发展成就，听取海外侨胞意见建议。同时，邀请16个国家、20位曾列席政协全体会议的海外华侨赴新疆考察，引导海外侨胞以自己的亲身感受和经历，积极宣传新疆开放自信的新面貌、新气象，向国际社会讲好新时代新疆民族团结故事。首次组织旅居瑞士的爱国友好藏胞代表团回国赴北京、四川和西藏参访，藏胞们对西藏改革开放特别是新时代以来发生的翻天覆地变化和中国人民的幸福美好生活感同身受，极大增进了对祖（籍）国的亲近感和认同感。
——团结联谊平台持续优化。组织港澳台侨代表人士参加国庆活动，邀请390余名嘉宾出席国庆招待会，组织79位嘉宾参与国庆观光团，帮助港澳台侨同胞更直观地感受祖国发展变化。重启与台湾民意交流基金会机制化交流，邀请台湾民意代表交流参访团一行到北京、山东参访，宣介对台政策、了解岛内政情、引导岛内民意。邀请来自19个国家的19位海外华侨列席全国政协十四届二次会议，支持海外华侨为国家发展建言献策。
完善履职机制建设 更好服务委员履职
一年来，港澳台侨委员会深入贯彻落实中共中央决策部署和全国政协党组要求，认真落实全国政协专门委员会工作会议精神，健全工作制度机制，着力提升委员会工作的时效度和质效能。
——抓好建章立制。围绕贯彻落实全国政协专门委员会工作会议精神，制定19项共49条具体举措。围绕落实全国政协党组决策部署和主要领导同志指示精神，提出11条工作措施。制定海外华侨列席政协会议、参加港澳台侨社团活动等规则，进一步增强规范操作。
——强化统筹协调。委员会建立每月工作调度制度，定期召开形势研判会和工作分析会，着力抓好工作协同、综合协调、分工协作，推动工作落实。统筹安排各类会议活动，利用视察考察调研和访问港澳等机会，同步开展主席会议成员学习调研9次，落实谈心交流、重点提案督办等任务，工作实效持续提升。
——凝聚工作合力。加强对地方政协港澳台侨工作部门的指导，在延安召开全国暨地方政协港澳台侨工作座谈会。吸收地方政协港澳台侨工作部门有关同志加入河洛文化研究会，应地方政协邀请组织港澳委员“走进江西”，协助邀请近100位华商侨领参加“全球华商聚云南”活动。
——服务委员履职。依托政协平台，持续推动委员履职服务创新，引导界别委员进一步提高政治把握能力，更好发挥主体作用，在守正创新中促进工作提质增效。组织委员赴贵州、安徽、宁夏等地参与乡村振兴事业，推动港澳台侨资源对接当地发展需求。支持港澳委员开展“进校园 讲国情”活动，53位委员在港澳举办75场讲座，覆盖师生2.4万余人，加强港澳青少年爱国主义教育。
2025年，全国政协港澳台侨委员会将坚持以习近平新时代中国特色社会主义思想为指导，深入学习贯彻党的二十大和二十届二中、三中全会精神，认真贯彻落实习近平总书记关于加强和改进人民政协工作的重要思想，围绕中心、服务大局，为以中国式现代化全面推进强国建设、民族复兴伟业广泛凝聚智慧和力量。（记者 刘圆圆）
