Pyongyang, June 2 (KCNA) — The chief of the External Policy Office of the Foreign Ministry of the Democratic People’s Republic of Korea on June 1 issued the following press statement titled “Our efforts to defend the dignity and interests of the state will not be bound by anyone’s prejudiced viewpoint and malicious criticism”:
Recently, the multilateral sanctions monitoring team (MSMT), the U.S.-led sanctions and plot-breeding body, committed a political provocation of fabricating and making public a “report” taking issue with the cooperative relations between the DPRK and Russia.
The hostile act of the MSMT, a bogus group which has no legality in terms of existence and purpose, is a wanton violation of the international legal principles with sovereignty equality and non-interference in others’ internal affairs as the core and a mockery of the fair international community.
We express serious concern over the provocative acts of the West to encroach upon the sovereign rights of the Democratic People’s Republic of Korea with its unilateral and high-handed political and legal standards as a yardstick and give stern warning against the negative consequences to be entailed by its reckless acts.
No one has given the U.S. and its followers the mission and power to judge and denounce the legitimate relations between sovereign states at their own discretion, and herein lies the main reason why the existence and activities of the MSMT should be questioned and rejected.
The MSMT, which was formed arbitrarily by eleven countries hostile to the Democratic People’s Republic of Korea and the Russian Federation, is thoroughly a political tool operating according to the geopolitical interests of the West and, therefore, it has no justification to investigate the exercise of sovereign rights of other countries.
The DPRK-Russia military cooperation aimed at protecting the sovereignty, territorial integrity and security interests of the states and ensuring peace and stability in the Eurasian region is a legitimate exercise of the sovereign right granted by Article 51 of the UN Charter which stipulates that each state has the right to self-defence individually or collectively. It is also a legitimate exercise of the sovereign right fully conforming with Article 4 of the treaty on comprehensive strategic partnership between the DPRK and Russia which requires each of the parties to provide military and other assistance in case of an armed attack against the other.
There is a thing to make clear in this opportunity. The reason why the military cooperation between the countries involved in the MSMT has not become the target of international investigation isn’t because it is just, defensive and, moreover, peaceful.
The legality and justness of the DPRK-Russia relations based on the new development-oriented point lies in the fact that they are the cream of inter-state relations that put an end to the era, in which a handful of countries formed an illegal and confrontation-oriented political and military group and resort to arbitrary practices at will, and establish a multi-polar world order based on genuine respect for sovereignty, equality and justice.
The DPRK has the right to take strong countermeasures to defend its interests from the outrageous encroachment on its sovereignty and interference in its internal affairs by the member states of the MSMT
The hostile forces’ illegal plot-breeding moves will have no effect on the relations of cooperation between independent sovereign states and our efforts to defend the dignity and interests of the state will not be bound by anyone’s prejudiced viewpoint and malicious criticism. (End)

최근 미국주도의 대조선제재모략기구인 《다무적제재감시팀》이 조로협력관계를 걸고드는 《보고서》라는것을 조작발표하는 정치적도발을 감행하였다.
존재명분과 목적에 있어서 그 어떤 적법성도 갖추지 못한 유령집단인 《다무적제재감시팀》의 적대행위는 주권평등과 내정불간섭을 핵심으로 하는 국제법적원칙들에 대한 란폭한 위반이며 공명정대한 국제사회에 대한 우롱이다.
우리는 저들의 일방적이고 강권적인 정치적 및 법률적기준을 자대로 하여 조선민주주의인민공화국의 주권적권리를 침해하려는 서방의 도발적행위에 심각한 우려를 표시하며 그들의 무분별한 행태가 초래할 부정적후과에 대해 엄정히 경고한다.
그 누구도 미국과 그 추종동맹국들에 주권국가들사이의 합법적관계를 제멋대로 평가하고 비난할 사명과 권한을 부여하지 않았으며 바로 여기에 《다무적제재감시팀》의 존재와 활동이 문제시되고 배격당해야 할 주되는 리유가 있다.
조선민주주의인민공화국과 로씨야련방을 적대시하는 11개 나라들이 자의대로 조작해낸 《다무적제재감시팀》은 철저히 서방의 지정학적리해관계에 따라 작동하는 정치적도구로서 다른 나라들의 주권적권리행사를 조사할 아무러한 명분도 없다.
국가의 자주권과 령토완정,안전리익을 수호하고 유라시아지역의 평화와 안정을 담보하는데 목적을 둔 조로사이의 군사협력은 《매개 국가는 개별적 혹은 집단적인 자위의 권리를 가진다.》고 규제한 유엔헌장 제51조와 쌍방중 어느 일방이 무력침공을 받는 경우 군사적 및 기타 원조를 제공할데 대한 조로사이의 포괄적인 전략적동반자관계에 관한 조약 제4조에 따른 합법적인 주권적권리행사이다.
이 기회에 《다무적제재감시팀》에 가담한 나라들사이에 진행되는 군사협력이 국제적조사대상으로 되지 않는것은 결코 그들의 행위가 정당해서도 아니고 방어적이여서도 아니며 더우기 평화적이여서도 아니라는데 대해 명백히 할 필요가 있다.
극소수의 나라들이 비법적이며 대결지향적인 정치군사집단을 뭇고 제 마음대로 전횡을 부리는 시대를 끝장내고 진정한 주권존중과 평등,정의에 기초한 다극화된 세계질서를 수립해나가는 국가간관계의 정화라는데 바로 새로운 발전지향점에 립각한 조로관계의 합법성과 정당성이 있다.
조선민주주의인민공화국은 《다무적제재감시팀》성원국들의 횡포한 주권침해와 내정간섭으로부터 자기의 권익을 수호하기 위한 강력한 대응조치를 취할 권리를 보유하고있다.
적대세력들의 불법적모략책동은 자주적인 주권국가들사이의 협력관계에 그 어떤 영향도 미치지 못할것이며 국가의 존엄과 권익을 수호하기 위한 우리의 노력은 그 누구의 편견적시각과 악의적비난에 구애되지 않을것이다.
