His Excellency – Mr. Somsavat Phongsa – Director of the Media Department of the Ministry of Information, Culture and Tourism, made a comment on the Laos Media Forum on August 10th, 2023. This was on the occasion of the 73rd Anniversary of the founding of ‘official’ Laos News Media – which highlights the importance of online social media and the correct management of news pages provided via this medium. Online social media – or ‘Laos New Media’ – refers to a type of advertising vehicle which involves electronic media that communicates in an ‘interactive’ manner. This is achieved through the use of modern communication technology which broadcasts information and data in the form of letters, images and sounds across the Internet network.
Online social media has come to play an important and widespread role, which has been popularized by people in today’s society, causing the old form of media to be inevitably affected, therefore calling on the whole of society to consume this contemporary form of news far more consciously. Conscious awareness is an important aspect of Buddhist mind (and physical) moral develpment – and this requires that the Laos News Media must study and strengthen the generated content – as this content may affect the policies of the Communist Party and the Laos government. At the same time, Laos News Media must develop an advanced cutting-edge quality by utilising modern technology correctly.
Mr. Somsawat Phongsa also stated that social media has both a positive and negative aspect related to the contemporary way of human life. The positive aspect is that it helps to communicate all types of data quickly – so that contemporary world events can be recognized within minutes. At the same time, there are still a number of people who do not know (or are not aware of) how social media can be used in the wrong way – such as broadcasting information that distorts the truth and which is intended to benefit themselves at the expense of harming others.
Therefore, in order to regulate the use of online social media, the Ministry of Information, Culture and Tourism has issued a new law designed to manage the use of social media – this is a ‘Law’ which manages ‘News’ through the working of the Ministry of Technology and Communication.

ສື່ສັງຄົມອອນລາຍ ໄດ້ເຂົ້າມາມີບົດບາດສໍາຄັນ ແລະ ແຜ່ຫລາຍ ເຊິ່ງໄດ້ຮັບຄວາມນິຍົມຊົມຊອບ ຈາກຄົນໃນສັງຄົມປັດຈຸບັນ ເຮັດໃຫ້ສື່ແບບເກົ່າ ໄດ້ຮັບຜົນກະທົບຢ່າງຫລີກລ່ຽງບໍ່ໄດ້ ຈຶ່ງຮຽກຮ້ອງໃຫ້ທົ່ວສັງຄົມ ບໍລິໂພກຂ່າວແບບໃໝ່ຢ່າງມີສະຕິ ໂດຍສະເພາະ ບັນດາສື່ມວນຊົນລາວ ຕ້ອງສຶກສາຮຽນຮູ້ ແລະ ກຳແໜ້ນດ້ານເນື້ອໃນ ທີ່ອາດກະ ທົບຕໍ່ນະໂຍບາຍ ຂອງພັກ ແລະ ລັດຖະບານ. ພ້ອມນັ້ນ ສື່ມວນຊົນລາວ ຕ້ອງພັດທະນາຕົນເອງ ໃຫ້ມີຄວາມກ້າວໜ້າ ແລະ ມີຄຸນນະພາບ, ສາມານຳໃຊ້ ເຕັກໂນໂລຊີ ທີ່ທັນສິໄໝ ຢ່າງຖືກຕ້ອງ.
