This Thursday, from the Havana Convention Center, the President of the Republic of Cuba, Miguel Díaz-Canel Bermúdez, gave a speech dedicated to the “heroic Cuban people.” He did so at the close of the Third Extraordinary Session of the National Assembly of People’s Power in its X Legislature – where the economic and social transformations seen and also approved, this Wednesday, in the Extraordinary Plenary of the Central Committee of the Communist Party of Cuba – were analysed and approved.

The President of the Republic of Cuba, Miguel Díaz-Canel Bermúdez, spoke to the “heroic Cuban people” on Thursday, from the Havana Convention Centre, at the close of the Third Extraordinary Session of the National Assembly of People’s Power in its X Legislature.

On the day – whose essence was the analysis and approval by the deputies of the economic and social transformations seen and approved this Wednesday in the Extraordinary Plenary of the Central Committee of the Communist Party of Cuba – the dignitary made reference to that exceptional people, “whom all of us present have the duty and honour to represent.”

“Cuba, our beloved Cuba, is living the most difficult hours of this century and we have the historic responsibility to save it,” said the First Secretary of the Central Committee of the Communist Party. And he emphasized:

“The concept of Revolution that the Commander in Chief bequeathed to us, in his own words, continues to rebuke us 26 years later.” And he said, “It’s time to change everything that has to be changed.”

“It is not a matter of breaking the siege of those who insist on suffocating us and confess it without any scruples, at the same time that they cynically blame us for the crisis that this very siege causes.”

“It is about facing the consequences of the enormous chaos generated worldwide by absurd wars of conquest, the breakdown of multilateralism and international laws and the fraudulent and arbitrary management of the international financial system as a political weapon.”

Díaz-Canel Bermúdez then emphasized: “With full awareness of the moment we are living in and with the respect that every Cuban who is giving their extra in these complex times deserves, we cannot think and act as in normal times, because these are not normal times.”

“We also can’t believe that by doing the same thing and in the same way, we will be able to get through this difficult time.”

“Cuba heroically and creatively resists a barbaric, undeserved, unbearable punishment, to which is now added the threat of military aggression and continuous lies, all within a background that operates as a strategic weapon against our collective resistance.”

Díaz-Canel Bermúdez said that “the harsh reality that this collective punishment imposes on us via the Cuban economy, society and family, derives from a real, daily financial persecution, which hinders and makes difficult every drop of fuel, every medicine, every food product, every piece of technology that the country needs – to the maximum.”

“And when the life of the people becomes so hard, the first duty of the Party, of the revolutionary government and of this parliament born of the people, by the people and for the people, is to change everything that needs to be changed in order to move forward.”

“Today we are meeting in Extraordinary Session for reasons of force majeure. Reality imposes on us urgent, necessary changes, but none will be implemented without the approval of this great representation of the people of Cuba: the dignified National Assembly of People’s Power, with its workers, its peasants, its scientists, its intellectuals, artists, athletes and students. Simply as a people and with our Cuban colour.”

Prelude and depth of a thought

“A few days ago I declared to the press that we would discuss these changes in the Central Committee of our Party and in the National Assembly, and some left comments on the networks about the risk that we would dilute the urgency that the situation demands in new processes of consultation and discussion,” said the Head of State to the deputies. And then he pointed out:

“The expeditious way in which the proposals were discussed and approved in just two days, in both instances, must have dispelled those legitimate doubts.”

“First of all, because we have not started from scratch. Everything approved today arrived here with the support of successive analyses, debates, agreements, guidelines, conceptualizations, Party congresses and government programmess. What we are doing is settling a debt with our own previous decisions, pending execution and some new ones that, as we have seen, do not contradict the letter and spirit of the Constitution at all”.

The president recalled that, “already at the Closing of the XI Plenum it was clear that the postponement of the Congress did not mean delaying changes, modifications and necessary movements, as it is part of the powers of the plenums of the Central Committee when it comes to agreements adopted by the Party congresses, and also of this Parliament when it comes to agreements that have to do with the nation.”

“In line with this and as comrade José Luis Toledo, Secretary of the Assembly and one of the deputies with the most experience in the country’s legislative activity, reminded us for his long years at the head of the Commission on Constitutional and Legal Affairs, Army General and leader of the Cuban Revolution, Raúl Castro Ruz, he was a zealous guardian and guide of the intense process that gave rise to the Constitution approved in 2019, constantly guiding that our new set of Laws was flexible enough to facilitate the certain modifications that it would demand over time”.

“Today,” the Cuban president said, “the transcendence of that orientation with a vision of the future has been verified.” And he reflected: “In the Extraordinary Plenary Session that preceded this session of the Assembly, it was agreed to recognize that although the people know the objective causes of the difficulties we are experiencing, they will always need and demand, with the right of the sovereign, concrete answers, timely decisions and results that begin to provide relief from that harshness of daily life. marked by the long blackouts caused by the energy blockade and from which many other difficulties and shortages derive”.

“No one who is minimally informed is unaware of the Plan of asphyxiation that was designed for Cuba and that has been applied regularly and viciously by the historical enemies of the Revolution so that the country explodes from within. It is something that cannot be left unsaid every time blackouts are mentioned, because behind the always insufficient generation that is achieved without a fuel ship entering the country, there is the enormous effort, the heroic contribution of the cadres and workers of the electro-energy sector.”

The essence of the objectives

Referring to the transformations – consisting of 23 essential axes and 176 proposals – the Head of State spoke of “transformations to rectify, but always in defense of socialism, to sustain and expand the social justice conquered, to create economic wealth and distribute with equity.” And he stated:

“Actions will be implemented to prevent inequalities from increasing, with the application of social policies that favour equity and support those who present situations of vulnerability, with a fair distribution of taxes to develop social programmes.”

Later, on the strategic resource of land, the dignitary reflected: “The food of the Cuban people will be treated as a matter of national security. And we will have to put an end to idle lands in Cuba.”

“Every piece of land that is covered with marabou today, when it should be producing food, will have to have a clear answer: either it starts producing, or it is given to whoever is willing to do so.”

Recover energy capacity.

“There are concrete measures to recover energy capacity, reduce external dependence and accelerate decentralized solutions, accelerating the incorporation of solar energy and other Renewable Energy Sources of the national economy. To achieve this, we will facilitate the direct entry of foreign companies that supply panels, batteries, inverters, associated solutions, reducing intermediaries that increase costs for the population and for the country.”

This is what the Cuban President said regarding another highly sensitive issue for the island. And in this sense, he stated: “Tariffs on the import of solar technologies, storage systems and equipment for energy saving have already been eliminated; now we will also advance in the elimination of taxes on their sale and on the services linked to their installation and maintenance.”

“In addition, we will create credit and financing mechanisms so that these solutions are not only accessible to a few, but can progressively reach homes, MSMEs, schools, doctors’ offices, nursing homes and other essential services.”

Other transformations: improving access to fuel and subsidizing people, not products

The Cuban President commented to the deputies on how the commercialization of fuel will be authorized by non-state forms of management, under regulation and control of the State, and with reasonable and transparent profit margins: “There are already initial experiences with liquefied gas points of sale and payments through digital platforms, which we will evaluate and expand where they demonstrate efficiency, transparency and benefit for the population.”

“The objective,” he argued, “is not to withdraw the State from a strategic sector, but to add capacities, order distribution and improve access. And I want to say it clearly: this decision responds to a specific need of the moment that the country is experiencing, but those who invest, work seriously and comply with the rules will have security and stability. When the country recovers greater capacities, we will respect the investments made and the projects that have proven useful for Cuba and its people.”

Regarding the humanist purpose of subsidizing people, not products, the president said: “We are going to concentrate every peso we have on those who really need it. To those who are proven vulnerable, direct protection, in their pocket, without intermediaries.”

Modernize the banking and financial system, and autonomy for the State Enterprise

“We need banks that are more agile, more digital, closer to the people and more useful to those who produce, export, import, invest or undertake, opening space, under strict regulation, to state, private and foreign financial institutions,” said the First Secretary of the Central Committee of the Communist Party of Cuba.

“The objective, he said, is that collecting a pension, receiving a remittance from abroad, paying for a service, asking for a loan, financing a harvest, buying equipment or moving money to produce is not an obstacle course.”

Regarding the autonomy of the State Enterprise, the Cuban President pointed out that, “for the Socialist State Enterprise to continue to be the fundamental pillar of our economy, it must have real capacity to manage, innovate and respond for its results.”

“More real autonomy for companies requires,” he reflected, “a more professional management of State assets, which will be in charge of the National Institute of Business Assets, in charge of representing the owner of the means of production, evaluating results, demanding efficiency and better separating the business function from the regulatory function of the ministries.”

Foreign Direct Investment in the Cuban Private Sector

In his speech before the National Assembly of People’s Power, President Díaz-Canel Bermúdez stated that “every Cuban citizen residing in Cuba or abroad who is interested in investing, donating, contributing technology, opening a market or building a project in the country, will have a clear, stable and respectful framework, just like foreign investors.”

The president reiterated an idea shared during the Extraordinary Plenum of the Central Committee of the Communist Party: “To those who want to build with Cuba, without trying to impose anything on Cuba, we say tonight with our hearts in our hands: here you have your house, and here you have the door open. Because this Homeland, at this time, does not have any Cubans to spare. We need them all.”

Guarantee life projects within Cuba

“We cannot normalize the high emigration of young people,” the president stressed; and then he expressed that “the future of Cuba depends on us being able to create the opportunities that young people are looking for today outside their homeland.”

“Any legal activity, which contributes to the country, pays taxes, generates employment and helps solve problems of the population, must have a legal space to develop in our country.”

Due to its high human value, an idea was shared by the Head of State at the closing of the day of analysis: “On a day like today,” he stressed, “in which we remember with particular emotion and nostalgia dear Vilma, a woman who was a clandestine and guerrilla fighter, innovative engineer, founder of spaces and policies for the promotion and defense of women’s rights in Cuba and the rest of the world, at the request of comrade Teresa, secretary of the Federation of Cuban Women, and other women who have called our attention to the need to protect and promote their advances, on behalf of the Party and the Government, I confirm the commitment to pay special attention to ensure that there is never a setback in the policies for the advancement of Cuban women, when implementing the new economic and social measures”.

“In reality, with them, with their emblematic resilience, with their creativity and their sensitivity, we have a very special way.”

Confidence in victory

“After the debates of yesterday and today, the presentations of local leaders and everything we have seen and touched with our hands in our tours of the country or in exchange with experts of various knowledge, I am accompanied by the deepest conviction that we will be able to overcome these difficult moments, these hours plagued by threats and difficulties.”

This is how the president spoke. And he stressed: “All we need is self-confidence, cooperation, alliances, creativity, sensitivity, solidarity and control, a lot of control. And all of that is unity.”

And in the same line of thought he referred to “getting rid of prejudices and preconceptions. Innovate, chain, produce, create. It is true that we lack everything. But we have plenty of talent, pride, courage, audacity, and Cubanness.”

“The Commander in Chief bet on those undeniable forces of the national being in years as difficult as these and even we ourselves are surprised today by the place that the name of Cuba has come to occupy at the global level and of thousands of Cubans scattered around the world who were trained in our classrooms, scientific centers, and art and sports schools, among others.”

“We are a nation that has turned necessity into an opportunity and that more than once turned setbacks into victory. Today we cannot be less. We have only one option: to win.”

Keyword: Implementation

The First Secretary of the Central Committee of the Communist Party of Cuba said Thursday that during the two meetings – the Extraordinary Plenary of the Central Committee of the Party and the Extraordinary Session of the National Assembly of People’s Power – “the need for the measures has been debated with solid arguments, but also the greater importance: that they be implemented and those responsible and deadlines for their compliance are designated.”

He then commented that “the letter from the Army General to the Plenary made it very clear,” because in his message comrade Raúl warned that, if the approval of the document is important, an adequate and timely implementation will be decisive, with well-defined priorities and the conscious participation of the people.

According to the Army General – and this is what Díaz-Canel Bermúdez recalled – the above “requires acting with our feet and ears glued to the ground, taking into account the opinions and concerns of the population.”

The passion Cuba needs

“A homeland that wants to change also has to learn to listen to itself better,” said the dignitary, who also emphasized that “Cuba is boiling with disagreements and criticisms, most of them fair and honest. It is up to us to listen to them with respect and respond to them as one responds to a compatriot: with arguments, with solutions and, as far as possible, with facts.”

“But it would be naïve, to say the least, not to distinguish fair criticism from expletives aimed at undermining unity and compromise.”

The president denounced that “an economic war is being waged against Cuba and at the same time media and psychological, stimulated and financed from abroad, which aims to turn the authentic pain of the people into a weapon against itself.”

Díaz-Canel Bermúdez warned that “behind many campaigns of hatred and discredit against the Cuban government, sometimes there is just another citizen upset with the situation, but trends and experts have confirmed with serious media studies and audiences, that a lot of money runs in laboratories conceived as weapons, and that there is a strategy designed with astonishing cruelty to lead us to despair.”

The Head of State said that “it is one thing to criticize Cuba in order to improve it”; but that “it is quite another to work to destroy it, for a handful of dollars. That is called mercenarism. It is one thing to think differently; another is to promote hatred, chaos and the surrender and annexation of the nation.”

“Placed every day, he said, in the face of the action of the haters on networks, of the enthusiastic servants of the empire, who lie, manipulate, demonize, insult without the slightest ethics, without verification of sources or data, it is very easy to distinguish them from those who honestly disagree with the ways and times in which we act.”

“The challenge of this new stage is to do both things better at the same time: to defend sovereignty without turning off anyone’s voice; to combat interference without confusing those who have different opinions with a traitor.”

The First Secretary of the Central Committee of the Communist Party said: “Cuba needs more debate, not less. More participation, not less. More accountability, not less.”

The Cuban President returned to “the brief but very important letter that our Army General sent yesterday to the Plenary of the Central Committee, where he said: “I am convinced that from collective analysis, and even from discrepancies, the best ideas always come out.” He said this while calling for the construction of the necessary consensus at a transcendental moment because: “it is what is best for the Revolution today.”

“No one on this earth,” he said, “is persecuted for thinking differently. But this nation will not allow that, with the borrowed flag of a freedom designed from outside, our own children are used as cannon fodder against the independence of their Homeland.”

Message to the world

Almost concluding his words, President Díaz-Canel Bermúdez said: “Finally, and from this very rostrum, with the respect and firmness that have always distinguished the dignified tradition of Cuban diplomacy, I want to address the international community, including the Government of the United States:

“Cuba designs and proposes sovereignly the changes that urgently need to be applied to overcome the crisis imposed by external aggressiveness and internal insufficiencies, with no other permission than that of its people.”

“Honest criticism and self-criticism are not a novelty for the Cuban government, they have always been inseparable from revolutionary practice. We are not experimenting. We are applying a principle of the concept of Revolution that Fidel bequeathed to us: to emancipate ourselves by ourselves and with our own efforts.”

“In the effort to correct errors and insufficiencies, while facing the external siege, we have agreed to undertake the always delicate mission of opening the economy even more, with priority for Cubans residing or not in the country.”

“Those decisions are not related to negotiations. Cuba remains willing to dialogue respectfully on all possible issues with the United States government, and that willingness is not only expressed. It is historically proven.”

“The current changes and the course of dialogue with the neighbour to the North are only related to the hostility that the enemies of any rapprochement between our two countries want to impose on the relationship, those who live disseminating threats of imminent attacks, who filter falsehoods, pursue negotiations and bet on the perverse option of suffocation so that Cuba explodes.”

“Cuba denounces those infamous practices that sell the world the idea of the failed State while tightening the neck of a heroic people. Relations between sovereign and independent nations do not work in this way, a condition that we will always claim.”

“It is not honest to affirm,” the dignitary said, “that they want to help the Cuban people and, at the same time, persecute every banking operation, make each import a thousand times more expensive, block the purchase or arrival of fuel, food and medicines, and punish those who want to invest or trade with the country.”

“You cannot talk about freedom while you are pushing, on purpose, an entire people towards despair due to lack of resources that today are vital for existence.”

“To the government of the United States we say, without hatred but without fear: if you really want to help the Cuban people, let us live. Let Cuba trade. Let Cuba buy your medicines. Let Cuba import its fuel.”

“Let Cuba receive investments, credits, financing, relate normally with its emigrants and with the world. Let Cuba show the planet what this people is capable of doing when there are no obstacles to their efforts to rise up. That would be something really new and exalting on the part of the adversary.”

The Head of State warned that “Cuba is not going to ask for permission to exist nor will it surrender its sovereignty. Cuba is ready, right now, right now, for a civilized and respectful relationship, which benefits both peoples. The door will always be open to those who are willing to cross it with the same respect with which we open it.”

Transformations with those responsible, with deadlines and indicators

“We are not naïve. We know our country. We know about the obstacles, the corruption, the slowness and the shamelessness. And you have every right to know, to ask and to demand,” the dignitary told the deputies, and then pointed out:

“That is why we make a commitment, and I want you to remember it whenever you evaluate this government: every measure we approve today will have those responsible, deadlines and indicators.”

“I reiterate a central message of the Plenary of the Party: we are going to report what is progressing, what is not complied with and what needs to be corrected. There will be things that, in order to protect them from those who want to sabotage them, we have to take care of with discretion, as Martí taught us.”

“But discretion will never be a permission not to inform the people.”

“As part of this new stage, we will continue the restructuring of the government, state and party apparatus.”

The president spoke about uniting structures where necessary. At that point in his speech, the Cuban President stated that it is fair to say something: “our cadres and officials deserve recognition.” Díaz-Canel Bermúdez stressed that “without them there is no government that works”; and shared the following assessment:

“Most of them are comrades selected for their abilities, who work more than two days a day, under enormous pressure and with great responsibilities, and we see them night after night fighting together with the people the wiles of the enemy.”

The Head of State told the deputies: “We are not in a moment to ask for blind confidence. I ask for your vigilant trust. Trust, but demand. Come with us, but supervise us.”

“Participate, and never allow yourselves to be used by those who want to turn Cuba’s pain into a weapon against its people.”

Resistance, and more

“Compatriots, the hour is difficult. I am not going to soften reality or present you with a simple path, because the people always deserve the truth, no matter how hard it may be,” said the Head of State, who then shared this certainty: “Cuba is not condemned.”

“We have earth and sun; doctors and teachers; scientists and peasants; intellectuals and athletes of caliber; capable entrepreneurs; workers who do not give up; brave women, young women with a talent that amazes the world; an emigration that wants to contribute; and a people that has resisted a lot and that, above all, deserves to live better.”

“We are not going to summon that people only to resist. We call on him to create. To produce. To decide. To transform. To be supervised. To prosper.”

“Cuba changes to get up. Cuba changes to live better. Cuba changes to remain free.”

“History taught us to resist.”

“This time requires us to transform.”

“And we are going to transform: with the people, by the people and for the people. As Fidel taught us. As Raúl guided us.”

Este jueves, desde el capitalino Palacio de las Convenciones, el Presidente de la República de Cuba, Miguel Díaz-Canel Bermúdez, pronunció un discurso dedicado al “heroico pueblo cubano”. Lo hizo al cierre de la Tercera Sesión Extraordinaria de la Asamblea Nacional del Poder Popular en su X Legislatura -donde se analizaron y aprobaron las transformaciones económicas y sociales vistas y aprobadas también, este miércoles, en el Pleno Extraordinario del Comité Central del Partido Comunista de Cuba-.

Al “heroico pueblo cubano” estuvieron dedicadas las palabras que este jueves, desde el capitalino Palacio de Convenciones, pronunció el Presidente de la República de Cuba, Miguel Díaz-Canel Bermúdez, al cierre de la Tercera Sesión Extraordinaria de la Asamblea Nacional del Poder Popular en su X Legislatura.

En la jornada -cuya esencia fue el análisis y la aprobación por parte de los diputados de las transformaciones económicas y sociales vistas y aprobadas este miércoles en el Pleno Extraordinario del Comité Central del Partido Comunista de Cuba-, el dignatario hizo referencia a ese pueblo excepcional, “al cual todos los presentes tenemos el deber y el honor de representar”.

“Cuba, nuestra amada Cuba, vive las horas más difíciles de este siglo y tenemos la histórica responsabilidad de salvarla”, enunció el Primer Secretario del Comité Central del Partido Comunista. E hizo hincapié:

“El concepto de Revolución que el Comandante en Jefe nos legó, en sus propias palabras, sigue increpándonos 26 años después”. Y dijo: “Es tiempo de cambiar todo lo que tiene que ser cambiado”.

“No se trata -recalcó el Jefe de Estado- solo de romper el cerco de quienes se empeñan en asfixiarnos y lo confiesan sin ningún escrúpulo, al mismo tiempo que nos culpan cínicamente de la crisis que ese propio cerco provoca”.

“Se trata de enfrentar las consecuencias del descomunal caos generado a nivel mundial por absurdas guerras de conquista, quiebre del multilateralismo y las leyes internacionales y el manejo fraudulento y arbitrario del sistema financiero internacional como arma política”.

Seguidamente, Díaz-Canel Bermúdez hizo énfasis: “Con plena conciencia del momento que vivimos y con el respeto que merece cada cubana y cada cubano que está dando su extra en estos tiempos complejos, no podemos pensar y actuar como en tiempos normales, porque no son tiempos normales”.

“Tampoco podemos creer que, haciendo lo mismo y de la misma manera, podremos superar este difícil momento”.

“Cuba resiste heroica y creativamente un castigo bárbaro, inmerecido, insoportable, al que ahora se añade la amenaza de agresión militar y siempre la mentira, todo dentro de un conjunto que opera como arma estratégica contra la resistencia colectiva”.

Díaz-Canel Bermúdez afirmó que “la dura realidad que nos impone este castigo colectivo en la economía, la sociedad y la familia cubana, se deriva de una persecución financiera real, diaria, que obstaculiza y encarece al máximo cada gota de combustible, cada medicamento, cada producto alimenticio, cada pieza y cada tecnología que el país necesita”.

“Y cuando la vida del pueblo se vuelve tan dura, el primer deber del Partido, del Gobierno revolucionario y de este Parlamento nacido del pueblo, por el pueblo y para el pueblo, es cambiar todo lo que haya que cambiar para salir adelante”.

“Hoy estamos reunidos en Sesión Extraordinaria por razones de fuerza mayor. La realidad nos impone cambios urgentes necesarios, pero ninguno será implementado sin contar con la aprobación de esta magna representación del pueblo de Cuba: la digna Asamblea Nacional del Poder Popular, con sus obreros, sus campesinos, sus científicos, sus intelectuales, artistas, deportistas y estudiantes. Sencillamente como pueblo y con nuestro color cubano”.

Antesala y profundidad de un pensamiento

“Hace unos días declaré a la prensa que discutiríamos estos cambios en el Comité Central de nuestro Partido y en la Asamblea Nacional, y algunos dejaron comentarios en las redes sobre el riesgo de que diluyéramos la urgencia que la situación demanda en nuevos procesos de consulta y discusión”, expresó el Jefe de Estado a los diputados. Y seguidamente apuntó:

“El modo expedito en que las propuestas se discutieron y aprobaron en apenas dos días, en ambas instancias, debe haber disipado esas legítimas dudas”.

“En primer lugar, porque no hemos partido de cero. Todo lo aprobado hoy llegó aquí con el respaldo de sucesivos análisis, debates, acuerdos, lineamientos, conceptualizaciones, congresos del Partido y programas de Gobierno. Lo que hacemos es saldar una deuda con nuestras propias decisiones anteriores, pendientes de ejecutarse y algunas nuevas que, como hemos visto, para nada contradicen la letra y el espíritu de la Constitución”.

El mandatario recordó que, “ya en la Clausura del XI Pleno quedó claro que la posposición del Congreso no significaba retardar cambios, modificaciones y movimientos necesarios, en tanto forma parte de las facultades de los plenos del Comité Central cuando se trate de acuerdos adoptados por los congresos del Partido, y también de este Parlamento cuando se trate de acuerdos que tienen que ver con la nación”.

“En sintonía con ello y como nos recordaba el compañero José Luis Toledo, Secretario de la Asamblea y uno de los diputados con mayor experiencia en la actividad legislativa del país, por sus largos años al frente de la Comisión de Asuntos Constitucionales y Jurídicos, el General de Ejército y líder de la Revolución cubana, Raúl Castro Ruz, fue celoso guardián y guía del intenso proceso que dio lugar a la Constitución aprobada en 2019, orientando de forma constante que nuestra nueva Ley de Leyes fuera suficientemente flexible para facilitar las seguras modificaciones que demandaría con el tiempo”.

“Hoy -valoró el Presidente cubano- se ha verificado la trascendencia de esa orientación con visión de futuro”. Y reflexionó: “En el Pleno Extraordinario que antecedió a esta sesión de la Asamblea, se coincidió en reconocer que si bien el pueblo conoce las causas objetivas de las dificultades que vivimos, siempre necesitará y demandará, con derecho de soberano, respuestas concretas, decisiones oportunas y resultados que empiecen a brindar alivio a esa crudeza de la vida cotidiana, signada por los largos apagones que provoca el bloqueo energético y de los que se derivan otras muchas dificultades y carencias”.

“Nadie mínimamente informado desconoce el Plan de asfixia que se diseñó para Cuba y que se viene aplicando con regularidad y saña por los enemigos históricos de la Revolución para que el país estalle por dentro. Es algo que no puede dejar de decirse cada vez que se mencionen los apagones, porque detrás de la siempre insuficiente generación que se logra sin que entre un barco de combustible al país, está el descomunal esfuerzo, el heroico aporte de los cuadros y trabajadores del sector electroenergético”.

La esencia de los objetivos

Al hacer alusión a las transformaciones -consistentes en 23 ejes esenciales y 176 propuestas- el Jefe de Estado habló de “transformaciones para rectificar, pero siempre en defensa del socialismo, para sostener y ampliar la justicia social conquistada, para crear riqueza económica y distribuir con equidad”. Y enunció:

“Se implementarán acciones para evitar que se acrecienten las desigualdades, con la aplicación de políticas sociales que favorezcan la equidad y apoyen a los que presentan situaciones de vulnerabilidad, con una distribución justa de los tributos para desarrollar programas sociales”.

Más adelante, sobre el estratégico recurso de la tierra, el dignatario reflexionó: “La alimentación del pueblo cubano será tratada como un asunto de seguridad nacional. Y tendremos que acabar con las tierras ociosas en Cuba”.

“Cada pedazo de tierra que hoy está cubierto de marabú, cuando debería estar produciendo alimentos, tendrá que tener una respuesta clara: o se pone a producir, o se entrega a quien esté dispuesto a hacerlo”.

Recuperar la capacidad energética.

“Hay medidas concretas para recuperar capacidad energética, reducir dependencia externa y acelerar soluciones descentralizadas, acelerando la incorporación de la energía solar y otras Fuentes Renovables de Energía de la economía nacional. Para lograrlo, facilitaremos la entrada directa de empresas extranjeras que suministren paneles, baterías, inversores, soluciones asociadas, reduciendo intermediarios que encarecen los costos para la población y para el país”.

Así expresó el Presidente cubano en lo referente a otro tema altamente sensible para la Isla. Y en tal sentido enunció: “Ya se eliminaron aranceles a la importación de tecnologías solares, sistemas de almacenamiento y equipos destinados al ahorro energético; ahora avanzaremos también en la eliminación de impuestos sobre su venta y sobre los servicios vinculados a su instalación y mantenimiento”.

“Además, crearemos mecanismos de crédito y financiamiento para que estas soluciones no sean accesibles solo a unos pocos, sino que puedan llegar progresivamente a los hogares, las mipymes, las escuelas, los consultorios médicos, los hogares de ancianos y otros servicios esenciales”.

Otras transformaciones: mejorar el acceso al combustible y subsidiar personas, no productos

El Presidente cubano comentó a los diputados sobre cómo se autorizará la comercialización de combustible por formas de gestión no estatal, bajo regulación y control del Estado, y con márgenes de utilidad razonables y transparentes: “Ya existen experiencias iniciales con puntos de venta de gas licuado y pagos mediante plataformas digitales, que evaluaremos y ampliaremos allí donde demuestren eficiencia, transparencia y beneficio para la población”.

“El objetivo -argumentó- no es retirar al Estado de un sector estratégico, sino sumar capacidades, ordenar la distribución y mejorar el acceso. Y quiero decirlo con claridad: esta decisión responde a una necesidad concreta del momento que vive el país, pero quienes inviertan, trabajen con seriedad y cumplan las reglas tendrán seguridad y estabilidad. Cuando el país recupere mayores capacidades, respetaremos las inversiones realizadas y los proyectos que hayan demostrado utilidad para Cuba y para su pueblo”.

En cuanto al propósito humanista de subsidiar personas, no productos, el mandatario afirmó: “Vamos a concentrar cada peso que tenemos en quien de verdad lo necesita. A los probadamente vulnerables, protección directa, en su bolsillo, sin intermediarios”.

Modernizar el sistema bancario y financiero, y autonomía para la Empresa Estatal

“Necesitamos bancos más ágiles, más digitales, más cercanos a la gente y más útiles a quienes producen, exportan, importan, invierten o emprenden, abriendo espacio, bajo regulación estricta, a instituciones financieras estatales, privadas, y extranjeras”, enunció el Primer Secretario del Comité Central del Partido Comunista de Cuba.

“El objetivo, dijo, es que cobrar una pensión, recibir una remesa del exterior, pagar un servicio, pedir un crédito, financiar una cosecha, comprar un equipo o mover dinero para producir no sea una carrera de obstáculos”.

En lo referente a la autonomía para la Empresa Estatal, el Presidente cubano apuntó que, “para que la Empresa Estatal Socialista siga siendo el pilar fundamental de nuestra economía, debe contar con capacidad real para gestionar, innovar y responder por sus resultados”.

“Más autonomía real para las empresas exige -reflexionó- una gestión más profesional de los activos del Estado, que estará a cargo del Instituto Nacional de Activos Empresariales, encargado de representar al dueño de los medios de producción, evaluar resultados, exigir eficiencia y separar mejor la función empresarial de la función regulatoria de los ministerios”.

De la inversión extranjera directa en el sector privado cubano

En su intervención ante la Asamblea Nacional del Poder Popular el Presidente Díaz-Canel Bermúdez enunció que “todo ciudadano cubano residente en Cuba o en el exterior que esté interesado en invertir, donar, aportar tecnología, abrir un mercado o levantar un proyecto en el país, contará con un marco claro, estable y respetuoso, al igual que los inversionistas extranjeros”.

El mandatario reiteró una idea compartida durante el Pleno Extraordinario del Comité Central del Partido Comunista: “Al que quiera construir con Cuba, sin pretender imponerle nada a Cuba, le decimos esta noche con el corazón en la mano: aquí tienes tu casa, y aquí tienes la puerta abierta. Porque a esta Patria, en esta hora, no le sobra ningún cubano. Nos hacen falta todos”.

Garantizar proyectos de vida dentro de Cuba

“No podemos normalizar la alta emigración de jóvenes”, subrayó el mandatario; y seguidamente expresó que “el futuro de Cuba depende de que seamos capaces de crear las oportunidades que hoy buscan los jóvenes fuera de su Patria”.

“Toda actividad lícita, que aporte al país, pague impuestos, genere empleo y ayude a resolver problemas de la población, debe tener un espacio legal para desarrollarse en nuestro país”.

Por su alto valor humano, una idea fue compartida por el Jefe de Estado en el cierre de la jornada de análisis: “En un día como hoy -destacó-, en que recordamos con particular emoción y nostalgia a la querida Vilma, una mujer que fue combatiente clandestina y guerrillera, ingeniera innovadora, fundadora de espacios y políticas para la promoción y defensa de los derechos de las mujeres en Cuba y el resto del mundo, a pedido de la compañera Teresa, secretaria de la Federación de Mujeres Cubanas, y de otras mujeres que han llamado nuestra atención sobre la necesidad de proteger e impulsar sus avances, en nombre del Partido y el Gobierno, les confirmo el compromiso de atender de manera especial que no haya jamás retroceso en las políticas de avance de las mujeres cubanas, al poner en marcha las nuevas medidas económicas y sociales”.

“En realidad con ellas, con su emblemática resiliencia, con su creatividad y su sensibilidad, contamos de manera muy especial”.

La confianza en el triunfo

“Tras los debates de ayer y hoy, las exposiciones de los dirigentes y líderes locales y todo lo que hemos visto y tocado con las manos en nuestros recorridos por el país o en intercambio con expertos de diversos saberes, me acompaña la más profunda convicción de que sí podremos remontar estos momentos difíciles, estas horas plagadas de amenazas y dificultades”.

De tal modo habló el mandatario. Y resaltó: “Todo lo que necesitamos es confianza en nosotros mismos, cooperación, alianzas, creatividad, sensibilidad, solidaridad y control, mucho control. Y todo eso, es unidad”.

Y en la misma línea de pensamiento hizo referencia a “despojarnos de prejuicios y preconceptos. Innovar, encadenar, producir, crear. Es cierto que nos falta de todo. Pero nos sobra talento, orgullo, valentía, audacia, y cubanía”.

“A esas fuerzas innegables del ser nacional apostó el Comandante en Jefe en años tan difíciles como estos y hasta nosotros mismos nos sorprendemos hoy del lugar que ha llegado a ocupar a nivel global el nombre de Cuba y de miles de cubanos dispersos por el mundo que se formaron en nuestras aulas, centros científicos, y escuelas de arte y deporte, entre otras”.

“Somos una nación que ha hecho de la necesidad una oportunidad y que más de una vez convirtió reveses en victoria. Hoy no podemos ser menos. Sólo tenemos una opción: vencer”.

Palabra clave: Implementación  

El Primer Secretario del Comité Central del Partido Comunista de Cuba expresó este jueves que durante las dos reuniones -el Pleno Extraordinario del Comité Central del Partido y la Sesión Extraordinaria de la Asamblea Nacional del Poder Popular- “se ha debatido con argumentos sólidos la necesidad de las medidas, pero también la importancia mayor: que se implementen y se designen responsables y plazos para su cumplimiento”.

Seguidamente comentó que “la carta del General de Ejército al Pleno lo dejó dicho muy claramente”, porque en su mensaje el compañero Raúl alertó que, si importante es la aprobación del documento, resultará decisoria una implementación adecuada y oportuna, con prioridades bien definidas y la participación consciente del pueblo.

Según expresó el General de Ejército -y así lo recordó Díaz-Canel Bermúdez-, lo anterior “exige actuar con los pies y los oídos pegados a la tierra, tomando muy en cuenta las opiniones y preocupaciones de la población”.

La pasión que Cuba necesita

“Una patria que quiere cambiar también tiene que aprender a escucharse mejor”, afirmó el dignatario, quien también hizo énfasis en que “Cuba hierve de inconformidades y críticas, la mayoría justas y honestas. Nos toca escucharlas con respeto y responderles como se le responde a un compatriota: con argumentos, con soluciones y, en cuanto sea posible, con hechos”.

“Pero sería ingenuo, por decir lo mínimo, no distinguir la crítica justa del improperio destinado a minar la unidad y el compromiso”.

El mandatario denunció que “contra Cuba se libra una guerra económica y a la vez mediática y psicológica, estimulada y financiada desde el exterior, que pretende convertir el auténtico dolor del pueblo en un arma contra sí mismo”.

Díaz-Canel Bermúdez alertó que “detrás de muchas campañas de odio y descrédito contra el gobierno cubano, a veces hay solo otro ciudadano molesto con la situación, pero las tendencias y los expertos han confirmado con serios estudios de medios y audiencias, que corre mucho dinero en laboratorios concebidos como armas, y que existe una estrategia diseñada con pasmosa crueldad para llevarnos a la desesperación”.

El Jefe de Estado dijo que “una cosa es criticar a Cuba para mejorarla”; pero que “otra muy distinta es trabajar para destruirla, por un puñado de dólares. Eso se llama mercenarismo. Una cosa es pensar diferente; otra es promover el odio, el caos y la entrega y anexión de la nación”.

“Puestos cada día, dijo, frente a la acción de los odiadores en redes, de los servidores entusiastas del imperio, que mienten, manipulan, demonizan, insultan sin la más mínima ética, sin verificación de fuentes ni datos, resulta muy fácil distinguirlos de quienes honestamente disienten de los modos y los tiempos en que actuamos”.

“El desafío de esta nueva etapa es hacer mejor las dos cosas a la vez: defender la soberanía sin apagarle la voz a nadie; combatir la injerencia sin confundir al que tiene opiniones diferentes con un traidor”.

El Primer Secretario del Comité Central del Partido comunista afirmó: “Cuba necesita más debate, no menos. Más participación, no menos. Más rendición de cuentas, no menos”.

El Presidente cubano volvió a “la breve pero muy importante misiva que envió ayer al Pleno del Comité Central nuestro General de Ejército, donde expresó: “Estoy convencido de que del análisis colectivo, e incluso de las discrepancias, siempre salen las mejores ideas”. Eso dijo a la vez que convocó a construir el necesario consenso en un momento trascendental porque: “es lo que más conviene hoy a la Revolución””.

“A nadie en esta tierra -aseveró- se le persigue por pensar distinto. Pero esta nación tampoco permitirá que, con la bandera prestada de una libertad diseñada desde afuera, se use a nuestros propios hijos como carne de cañón contra la independencia de su Patria”.

Mensaje al mundo

Casi concluyendo sus palabras, el Presidente Díaz-Canel Bermúdez dijo: “Finalmente y desde esta misma tribuna, con el respeto y la firmeza que distinguen desde siempre la tradición digna de la diplomacia cubana, quiero dirigirme a la comunidad internacional, incluyendo al Gobierno de los Estados Unidos:

“Cuba diseña y propone soberanamente los cambios que urge aplicar para remontar la crisis impuesta por la agresividad externa y las insuficiencias internas, sin más permiso que el de su pueblo”.

“La crítica y la autocrítica honesta no son una novedad para el gobierno cubano, son inseparables de la práctica revolucionaria desde siempre. No estamos experimentando. Estamos aplicando un principio del concepto de Revolución que nos legó Fidel: emanciparnos por nosotros mismos y con nuestros propios esfuerzos”.

“En el empeño de corregir errores e insuficiencias, a la par que enfrentamos el cerco externo, hemos acordado emprender la siempre delicada misión de abrir aún más la economía, con prioridad para los cubanos residentes o no en el país”.

“Esas decisiones no están relacionadas con negociaciones. Cuba sigue dispuesta a dialogar con respeto sobre todos los temas posibles con el gobierno de los Estados Unidos, y esa disposición no sólo está expresada. Está históricamente probada”.

“Los actuales cambios y el curso del diálogo con el vecino del Norte, sólo se relacionan en la hostilidad que quieren imponerle a la relación los enemigos de cualquier acercamiento entre nuestros dos países, esos que viven diseminando amenazas de ataques inminentes, que filtran falsedades, persiguen negociaciones y apuestan a la opción perversa de la asfixia para que Cuba estalle”.

“Cuba denuncia esas prácticas infames que le venden al mundo la idea del Estado fallido mientras se aprieta el cuello de un pueblo heroico. Así no funcionan las relaciones entre naciones soberanas e independientes, condición que reivindicaremos siempre”.

“No es honrado afirmar -valoró el dignatario- que se quiere ayudar al pueblo cubano y, al mismo tiempo, perseguir cada operación bancaria, encarecer mil veces cada importación, bloquear la compra o el arribo de combustible, de alimentos y de medicinas, y castigar al que quiera invertir o comerciar con el país”.

“No se puede hablar de libertad mientras se empuja, a propósito, a un pueblo entero hacia la desesperación por falta de recursos que hoy resultan vitales para la existencia”.

“Al gobierno de los Estados Unidos le decimos, sin odio pero sin miedo: si de verdad quieren ayudar al pueblo cubano, déjennos vivir. Dejen a Cuba comerciar. Dejen a Cuba comprar sus medicinas. Dejen a Cuba importar su combustible”.

“Dejen a Cuba recibir inversiones, créditos, financiamientos, relacionarse normalmente con sus emigrados y con el mundo. Dejen a Cuba mostrarle al planeta qué es capaz de hacer este pueblo cuando no hay obstáculos a sus esfuerzos por levantarse. Eso sí sería algo realmente novedoso y enaltecedor por parte del adversario”.

El Jefe de Estado advirtió que “Cuba no va a pedir permiso para existir ni entregará su soberanía. Cuba sí está lista, hoy mismo, ahora mismo, para una relación civilizada y respetuosa, que beneficie a ambos pueblos. La puerta, siempre estará abierta para quienes estén dispuestos a cruzarla con el mismo respeto con que la abrimos”.

Transformaciones con responsables, con plazos e indicadores  

“No somos ingenuos. Conocemos a nuestro país. Sabemos de las trabas, la corrupción, la lentitud y la desvergüenza. Y ustedes tienen todo el derecho a saber, a preguntar y a exigir”, expresó el dignatario a los diputados, para seguidamente apuntar:

“Por eso hacemos un compromiso, y quiero que lo recuerden siempre que evalúen a este Gobierno: cada medida que aprobamos hoy tendrá responsables, plazos e indicadores”.

“Reitero un mensaje central del Pleno del Partido: vamos a informar lo que avance, lo que se incumpla y lo que haya que corregir. Habrá cosas que, para protegerlas de quienes quieren sabotearlas, tengamos que cuidar con discreción, como nos enseñó Martí”.

“Pero la discreción nunca será un permiso para no informar al pueblo”.

“Como parte de esta nueva etapa, continuaremos la reestructuración del aparato de Gobierno, del Estado y del Partido”.

El mandatario habló sobre unir estructuras donde sea necesario. En ese punto de su intervención el Presidente cubano enunció que es justo decir algo: “nuestros cuadros y funcionarios merecen un reconocimiento”. Díaz-Canel Bermúdez destacó que “sin ellos no hay Gobierno que funcione”; y compartió la siguiente valoración:

“La mayoría de ellos son compañeros y compañeras seleccionados por sus capacidades, que trabajan más de dos jornadas por día, bajo enormes presiones y con grandes responsabilidades, y los vemos noches por noches combatiendo junto al pueblo las artimañas del enemigo”.

El Jefe de Estado dijo a los diputados: “No estamos en momentos de pedir confianza ciega. Les pido una confianza vigilante. Confíen, pero exijan. Acompáñennos, pero fiscalícennos”.

“Participen, y no se dejen usar nunca por los que quieren convertir el dolor de Cuba en un arma contra su pueblo”.

Resistencia, y más

“Compatriotas, la hora es difícil. No voy a suavizar la realidad ni a presentarles un camino sencillo, porque el pueblo merece siempre la verdad, por dura que sea”, afirmó el Jefe de Estado, quien seguidamente compartió esta certeza: “Cuba no está condenada”.

“Tenemos tierra y sol; médicos y maestros; científicos y campesinos; intelectuales y deportistas de calibre; empresarios capaces; trabajadores que no se rinden; mujeres bravas, jóvenes con un talento que asombra al mundo; una emigración que quiere aportar; y un pueblo que ha resistido mucho y que, por encima de todo, merece vivir mejor”.

“A ese pueblo no lo vamos a convocar solamente a resistir. Lo convocamos a crear. A producir. A decidir. A transformar. A fiscalizar. A prosperar”.

“Cuba cambia para levantarse. Cuba cambia para vivir mejor. Cuba cambia para seguir siendo libre”.

“La historia nos enseñó a resistir”.

“Este tiempo nos exige transformar”.

“Y vamos a transformar: con el pueblo, por el pueblo y para el pueblo. Como nos enseñó Fidel. Como nos orientó Raúl”.
