Cuba: Soviet “Operation Anadyr” [1962] – and Red Army Casualties! (25.2.2025)

Translator’s Note: Despite my required academic words – the dialectical truth needs to be told – I sincerely love my Chinese and Soviet comrades – indeed the entire International Working-Class is my brethren. On May 29th, 1963 (at the completion of “Operation Anadyr” – an agreement was signed between the USSR and the Republic of Cuba – agreeing to leave ta symbolic number of Soviet troops on the island – a Motorized Rifle Brigade (Soviet volunteers who read Marx and Lenin all day – and who had sworn to fight to the last round should the US invade). The Group of Soviet Forces in Cuba (GSVK) – was renamed the Group of Soviet Military Specialists in Cuba (GSVSK).

Furthermore, by the Decree of the Presidium of the Supreme Soviet of the USSR (No 1739) issued October 1st, 1963 – “For Exemplary Performance of a Special Task of the Government in the Name of the People” -1001 Soviet Red Army Servicemen were awarded Orders and Medals:

Of course, it goes without saying that I love my Ukrainian and Russian comrades – please unit to expel Neo-Nazism – and rebuild your friendship! The Red Flag must fly again from the Kremlin roof! I took my time researching this article out of respect for the Soviet Red Army and its Support Staff. I respect the sacrifice of these fine human-beings. I say this as someone with a British and Chinese background – with ancestors who fought alongside the Red Army during WWII. The hatred of Russia and China by White racism must stop. Soviet-Cuban military cooperation began following the events of March 4th, 1960, when the French ship – La Coubre – which had attempted to deliver ammunition purchased in Belgium, was blown up as it entered the Port of Havana. All attempts by the Cuban government to purchase weapons in Western countries were blocked by the United States of America. The issue of military cooperation was resolved at a Plenary Session of the Presidium of the Central Committee of the CPSU – when the leadership of the Czechoslovak Socialist Republic was informed that there were no objections to providing military assistance to Cuba.

On August 3rd, 1889, in fulfilment of a Decree issue the by Czarist government of the Russian Empire regarding the formation of the “Anadyr District” in the polar north-eastern most territory of the Russian State – the military doctor (and polar explorer) Lev Frantsevich Grinevetsky (Лев Францевич Гриневецкий) founded the settlement of “Novo-Mariinsk” (“New Mariinsk”) – as an outpost situated at the mouth of the Kazachka River. The city of Anadyr began to develop from there. After the October Revolution (and the military defeat of the Collective West between 1918-1921), Soviet power was only extended to Novo-Mariinsk in 1924 – at which time the modern name of “Anadyr” was chosen for the settlement – approved by a Resolution of the Kamchatka Provincial Revolutionary Committee.

In 1934, the village of Anadyr (Ана́дырь) was transformed into the “Workers’ Settlement of Anadyr”. Anadyr represented a harsh, remote, and challenging location which Russian (and Soviet) people often volunteered to live within – despite the area being viewed as an unforgiving and snowy wasteland (temperatures can drop to as low as -46.8 °C in the winter – and as high as +12.1 °C in the summer). As the US had caused the so-called “Cold War” – and given that Socialist Cuba was located in what was to the Soviet Authorities a “remote” and “hostile” region – the Internationalist concept of the 15 countries that comprised the USSR militarily assisting Cuba was termed “Operation Anadyr”.

On a more practical level, the 50,000 Soviet military and civilian personnel that were sent to Cuba, when preparing for the deployment, where issued with fur-hats, balaclavas, and skies, etc, together with arctic equipment – to fool the US Intelligence community. Instead of traversing to the cold north-east – the Soviet Red Army was in fact deploying to the tropical south-east. Following the 1956 betrayal of Joseph Stalin by Nikita Khrushchev (playing to the Western and Trotskyite hatred of genuine Marxist-Leninism) – the authentic Socialist processes and institutions of the USSR were robust and possessed strength in-depth. The destruction of the 1917 October Revolution in the USSR would take just 36-years to achieve (1956-1991). In the 1960s it was the USSR that aided Cuba and not Socialist China (Mao Zedong had condemned Khrushchev and upheld the good reputation of Joseph Stalin) – a stance which led to the Sino-Soviet Split (1956-1991). Cuba could have requested help from China – but chose not to at the time. A position condemned by numerous Maoist groups – such as the Workers’ Institute in the UK.

Modern, capitalist, Russia pursues “nationalism” as opposed to “internationalism”. Contemporary Russian academics and journalists conflate the multi-racial, multi-ethnic, and multi-religious structure of the 15-countries that comprised the USSR – with geographical “Russia” and the “Orthodox Christianity” it practices (the latter being the source of homophobia within Russian culture). Today, the ideal Russian citizen is viewed as “White” (Slavic) and Orthodox Christian – despite Russia containing a number of different ethnic groups and religions, etc. Perhaps the greatest irony is that many of the so-called “Woke” attitudes associated with the “left” in the West today –  harshly criticised and rejected by modern Russia – have their roots in Soviet tolerance, understanding, and acceptance.

Things were very different in the 1960s, despite the fact the USSR had resorted to armed conflict on the boarders of Socialist China – whilst China was also experiencing armed conflict with capitalist India. Whereas Soviet-Socialism was extended into other countries via WWII – Cuba was a genuine self-propelled Revolution – a grass-roots movement. Since the end of WWI, fledgling Soviet States had tried to exist in Germany, and Hungary, etc, but were soon snubbed-out by the forces of reaction. Vietnam and Kampuchea constitute other examples – the former being allowed to exist providing it switched its allegiance from China to the then Trotskyite USSR following its victory in 1975 – the latter being invaded and destroyed by a “Socialist” Vietnamese Army acting in the interests of the US and USSR.

The racist West has tolerated the spread of what it perceives as being “White” Soviet Socialism outside of the USSR (in WWII the West had no choice) – but has come down hard on any spreading of Chinese Socialism – outside of China. The Chinese-lad Malayan Revolution was destroyed by the British Labour and Tory Parties (the so-called “Malaya Emergency”) fought between 1948-1960 (the British Army committed atrocities during this war). The Chinese-assisted liberation of South Korea was prevented by the US between 1950-1953. The liberation of Kampuchea (1975-1979) was destroyed by the US-backed anti-China Vietnamese Army – the government of which had switched to Trotskyism following the death of the reliable and pro-China – Ho Chi Minh – in 1969. To be fair, the US had been blanket-bombing the region for over a decade – killing and wounding millions in the process (it is the remains of these victims that the modern, capitalist Cambodia shows to Western sex-tourists – falsely presented as “victims” of Polpot).

As Cuba sided with the USSR during the Sino-Soviet Split – Cuba received military and economic aid from the USSR – although I was surprised to learn that it was not entirely “free” considering the harsh trading and financial sanctions applied to the small island nation from 1959 by the US (and the US vassal States of the Canada, UK, and Europe, etc). Basically, the USSR effectively halved the financial bill of all the military and economic aid provided to Cuba. Soviet military equipment was sent to Cuba following a visit to Moscow by Raul Castro during July, 1960 which consisted of 30 T-34-85 tanks and SU-100 Self-Propelled Artillery guns (all out of date and obselete – but better than nothing for an impoverished country with no allies in the Western sphere of influence). In 1961, for eample, the USSR delivered further weaponry to Cuba worth up to $150 million – of which Cuba was only required to pay just $67.5 million.

Of course, with the weaponry came the inevitable Soviet military personnel – termed “Advisors” – together with their civilian support staff and families. This is how the Revolutionary Cuban Army was trained to professional standards. One of the agreements between Stalin, Churchill, and Roosevelt during WWII was that the USSR would be permitted to keep all the territory it militarily “liberated” in its war against Nazi Germany – providing the “Third International” (declared by Lenin in 1919) was abolished and dissolved. The “Third International” called for the world-wide establishment of Communist Parties (essentially local foreign branches of the Communist Party of the Soviet Union) – to lead the differing branches of the International Working-Class to seize control of the means of production and initiate a World-Wide Socialist Revolution! Joseph Stalin announced the abolition of the “Third International” in 1943. Given that this was the case, there was no ideological reason for the USSR to intercede on the behalf of Cuba in the manner that it did.

Was Khrushchev trying to goad the US into a nuclear exchange – and so end the USSR? This is the type of thinking that the reader must expect from a Trotskyite – after-all – Leon Trotsky called on his followers in 1938 to collaborate with any fascist attack on the USSR. The Trotskyite bar was quite low to begin with. Whatever the case, Socialist China (not yet diplomatically acknowledged as “existing” by the UN or US at the time) was out of the picture. As matters stood, Cuba stood in the sphere of Soviet influence – with the USSR warning the US that it risked a direct military confrontation if the US military was used to attempt an invasion of the island. As a consequence, the Soviet Red Army, Red Navy, and Red Airforce presence on the island of Cuba began in mid to late 1960 – but this presence was not yet deemed “Operation Anadyr”.  However, following the CIA-funded “Bay of Pigs” attempted invasion of Cuba in 1961, the USSR decided to increase military and economic aid to Cuba. The fact that the Revolutionary Army of Cuba had managed to win the “Bay of Pigs” battle on its own (defeating mostly right-wing Cuban emigrants and their US-handlers) – with no direct Soviet assistance – impressed the Soviet Authorities.

Therefore, “Operation Anadyr” has its roots in the might of Soviet arms (no doubt the vestiges of Stalinism that Khrushchev was attempting to destroy) – and the stubborn determination of the Cuban people – to protect their own Revolution! Esseentily, this involved a systemic upgrading of the type (and complexity) of Soviet weaponry and missile systems made available to the Cuban people. By June 20th, 1962 a complete Soviet Military Base had been assembled in the USSR for deployment to Cuba. “Operation Anadyr” lasted between July-October 1962 – and involved the “transferring” to Cuba an entire (fully operational) military base consisting of:

Units of the Strategic Missile Forces – part of the combined 51st Missile Division (16 launchers and 24 R-14 missiles), the 79th Missile Regiment of the 29th Missile Division and the 181st Missile Regiment of the 50th Missile Division (24 launchers and 36 R-12 missiles) with attached Repair and Maintenance Bases, Units and Subdivisions for support and maintenance. The nuclear potential of this Division – in the first launch -reached 70 megatons of nuclear deterrent.

Ground forces supporting missile forces: 302nd, 314th, 400th and 496th Motorized Rifle Regiments.

Air Defense Forces: 11th Anti-Aircraft Missile Division (12 S-75 Installations with 144 missiles), 10th Anti-Aircraft Division (Anti-Aircraft Artillery), 32nd Guards Fighter Aviation Regiment (40 MiG-21 F-13 frontline fighters, 6 MiG-15UTI Training Aircraft);

Air Force: 134th Separate Aviation Squadron (11 aircraft); 437th Separate Helicopter Regiment (33 Mi-4 helicopters ); 561st and 584th Cruise Missile Regiments (16 launchers – including 12 launchers of Luna tactical missiles – not yet accepted into service).

Navy: 18th Submarine Division and 211th Submarine Brigade (11 submarines), 2 Floating Bases, 2 Cruisers, 2 Missile and 2 Artillery Destroyers, a Brigade of Missile Boats (12 units); a Separate Mobile Coastal Missile Regiment (8 launchers of the Towed Coastal Missile System – “Sopka”); 759th Mine and Torpedo Aviation Regiment (33 Il-28 aircraft); a Detachment of Support Vessels (5 units);

Rear Units: a Field Bakery, 3 Hospitals (600 beds), a Sanitary and Anti-Epidemic Detachment, a Company for Servicing a Trans-Shipment Base, and 7 Warehouses.

In Cuba, it was planned to form a Soviet group consisting of surface ships and the 20th Submarine Squadron; over-all Command of the group was entrusted to the Deputy Commander of the Group of Soviet Forces in Cuba (GSVK) for the Navy – Vice Admiral G. S. Abashvili:

The surface squadron was planned to include 26 ships:

Cruisers of Project 68-bis – “Mikhail Kutuzov” and “Sverdlov”;

Project 57-bis Missile Destroyers Gnevny”, “Boykiy”;

Project 56 Artillery Destroyers Svetly and Spravedlivy;

Brigade of Missile Boats of the 183R Komar project – 12 units;

8 Auxiliary Vessels, including 2 Tankers, 2 Dry Cargo Ships, 1 Floating Workshop.

20th Submarine Squadron was planned to include:

Project 629 Diesel Missile Submarines: K-36, K-91, K-93, K-110, K-113, K-118, K-153 with R-13 Ballistic Missiles:

Project 641 Diesel Torpedo Submarines: B-4 Chelyabinsky Komsomolets, B-36, B-59, B130

General I.A. Pliev was appointed commander of the Group of Soviet Forces in Cuba (GSVK).

The special deployment of Soviet submarines to Cuba was categorised into a separate operation codenamed “Kama” (Кама).

In the event of aggression against the Cuban Socialist Republic – or any attack on the Soviet Armed Forces deployed on its territory – the governments of Cuba and the USSR reserved the right of “individual” and “collective” self-defence, guaranteed in Article 51 of the UN Charter. Therefore, the Cuban Revolutionary Forces and the deployed Soviet Forces will take “all necessary measures to repel aggression”. The total number of Soviet Red Forces redeployed was 50,874 – including up to 3,000 civilians. it was necessary to transport over 230,000 tons of material and technical resources. Initial calculations suggested that it would take four months and at least 70 sea vessels to transport the missiles. In reality, 85 cargo and passenger ships took part in Operation Anadyr between July-October, making 183 trips to and from Cuba. A. Mikoyan later claimed: “We spent 20 million dollars on transport alone.” American and NATO intelligence failed to promptly and accurately reveal the purpose, objectives and scale of the operation. The information obtained by the US intelligence community and the intelligence services of NATO countries was incomplete and fragmented. Washington only understood what was happening only after receiving a decrypted photograph taken by a U-2 Reconnaissance Aircraft on October 14th, 1962. This was because the complex nature of this multifaceted Soviet mission was accompanied by a policy of strict secrecy – supplemented by measures to disinform the enemy at every turn. The attitude was one of the Soviet Red Army being on “active duty”. Soviet troops would remain in Cuba until 1991 – with the few remaining (now renamed) “Russian” troops – finally withdrawn in 1993 (with the Yeltsin government firmly rejecting “Socialism”).

I have discovered that around “69” Soviet Red Army soldiers were killed whilst serving in Cuba between 1962-1969. Although this seems not to have included the “Bay of Pigs” Cuban victory in 1961 (Soviet solldiers may have been present in this conflict – but not killed or wounded) – I suspect Soviet Airman and Naval personal might have been killed in contacts with US Forces. Interestingly, I have found a note in the Soviet Archives that are available, that the greatest number of Soviet personnel were killed whilst protecting Cuba’s civilian population during the great storms and typhoons which hit the island in 1963.
