The United States (and its puppet military thugs) are attempting to hold the first meeting of defense officials from the fake “United Nations Command” member countries – in the Puppet Area on the November 14th, 2023.
In this mock process with no legal foundation – which is being conducted under the control of the US Secretary of Défense – a “Joint Declaration” is said to be considered which states that the so-called “United Nations Command” member countries – will respond in a unified manner in the event of an emergency on the Korean Peninsula.
The fact that the “United Nations Command”, which should have been disbanded decades ago, once again reveals its aggressive nature and fabricates a declaration of confrontation imagining a second Korean War, is due to the fact that the security landscape of the Korean Peninsula has been disrupted by the United States and its followers. It shows that the war-oriented structure is becoming more solidified.
The Disarmament and Peace Research Institute of the Ministry of Foreign Affairs of the Democratic People’s Republic of Korea considers it necessary to call the attention of the International Community to the phantom entity that is the “United Nations Command” – which is promoting the deterioration of the political situation on the Korean Peninsula through the illegality of its activities – by way of the following statement:
1) The “United Nations Command” was an illegal (and lawless) war-orientated organization manipulated by the United States – designed to inject greater aggressive forces into the Korean Front during the War of US Aggression (in Korea) in the early 1950s.
On June 25th, 1950, the United States launched a full-scale armed invasion of the DPRK by inciting the Syngman Rhee Puppet Regime of the South (ROK). This US and ROK aggression unfolded during the backdrop of a Soviet protest regarding the Taiwan Authorities taking Beijing’s “Right” to represent China at the United Nations (a policy backed and encouraged by the US). As a consequence, the Soviet Union withdrew from attending United Nations Security Council meetings. Taking advantage of the absence of the USSR – the US manipulated the UN Security Council to pass Resolution No. 82 – which denounced the Democratic People’s Republic of Korea as the primary “Aggressor” in the US Korean War of Aggression.
In addition, the United States attached UN Security Council Resolution No. 83 – which reads “UN Member States are required to provide necessary assistance to the Republic of Korea” – whilst simultaneously attaching the Armed Forces of various pro-US mrmber-countries of the UN to a so-called “Combined Military Command” structure operating under full US control. The US then successfully fabricated UN Security Council Resolution No. 84 – ensuring that this “Combined Military Command” operated under the use of the UN flag – whilst in reality remaining a vehicle solely for aggressive US foreign policy.
In relation to this, on June 29th and July 6th, 1950, the Soviet Government sent telegrams to the United Nations Security Council stating that Resolutions adopted without the support of the Permanent Members of the Security Council – i.e., the Soviet Union and China – are in violation of the United Nations Charter and shall not be legally (or lawfully) binding.
All facts show that the United States usurped the name of the “United Nations” – and the US did this to direct its war-mongering supporters to the Korean Front. This was motivated by the intention of the US to “legitimize” its “War of Aggression” against the Democratic People’s Republic of Korea.
2) The so-called (and now re-named) “United Nations Military Command” is a confrontational organization concocted by the United States – which possesses no legal (or lawful) relationship whatsoever with the United Nations.
The designation of “Combined Military Command” (which remained under United States control) was altered to deceptively sounding “United Nations Military Command” on July 25th, 1950, when the United States submitted a Report regarding the supposed activities of the “Combined Military Command” to the United Nations Security Council – in the process renaming this pseudo-entity the “United Nations Military Command.” In quick succession, the US then arbitrarily altered the designation of this entity to “United Nations Military Command” – combining the ‘destination’ of the Report with the US-directed ‘activities’ of the entity – thus creating the illusion that this entity was a ‘UN’ initiative which the US (and all other supporting countries) had no choice but to follow.
After the Soviet Union reassumed participated in the UN Security Council, on January 31st, 1951, the UN Security Council received an Agenda Item entitled “Complaint Regarding the Invasion of the Republic of Korea” – which had been submitted by the United States on June 25th, 1950. The adoption of Resolution No. 90 – designed to “delete” the Agenda Item “Complaint Regarding the Invasion of the Republic of Korea” – is an admission by the United Nations that mobilizing multinational forces to aid US aggression in the Korean War – was wrong.
On June 24th, 1994, UN Secretary-General Boutrus Galli acknowledged that “the Combined Military Command was NOT established by the UN Security Council as a subsidiary organization under its control – and was solely under the command of the United States.”
On December 21st, 1998, UN Secretary-General Kofi Annan also said of the military forces dispatched by the United States to the Korean War – or its command, “None of my predecessors gave any permission to any country to associate the name of the United States with the name of the United Nations.” Since then, several UN officials have repeatedly emphasized that “the UN Military Command is NOT a UN organization – and is NOT under the command or control of the UN.”
The fact is that the appropriation of the designation “United Nations Military Command” by the US was only a front for its aggressive policies in the region – which remains a flagrant violation of International Law, including the UN Charter, and a shameless insult to all UN Member countries.
3) The “United Nations Military Command” is an illegal pseudo-organization that should have been disbanded decades ago according to the Resolution carried by the United Nations General Assembly.
The following facts reflects the legitimate demands of the DPRK (and the wider International Community) concerning the withdrawal of US-controlled military forces from Puppet (ROK) Areas as soon as possible. The Plenary Session (of the 30th Session) of the United Nations General Assembly met on November 18th, 1975, and proposed disbanding the “United Nations Military Command” – AND the withdrawing of US military forces. These wo Resolutions were adopted simultaneously.
Resolution 3390(xxx)B was proposed by progressive members of the United Nations and called for the immediate and unconditional disbandment of the “United Nations Military Command” AND the withdrawal of all foreign troops from Puppet (ROK) Areas.
Resolution 3390(xxx)A was proposed by the United States. This proposal stipulated that once another system is established which maintains the Armistice Agreement, the “United Military Nations Command” will be disbanded from January 1st, 1976, and US troops stationed in the Puppet (ROK) area will be withdrawn.
At the time, the stated intention of the United States was to conditionally disband the “United Nations Military Command” and withdraw US forces. This was nothing more than a last-minute measure to avoid the immediate dissolution of the “United Nations Military Command”. This clearly demonstrates that the “United Nations Military Command” is an illegal (and unlawful) entity that should be disbanded – and that the US is actively resisting this requirement.
Nevertheless, the fact that the “United Nations Military Command” has continued to exist for decades since then – and is today being revived as a US-led multinational war instrument – is a worrying development that jeopardizes the security of the Asia-Pacific region, including the Korean Peninsula.
At the same time that the United States (and its Puppets) talk peace whilst are carrying out large-scale joint military exercises of an aggressive nature. This includes the US continuously bringing in nuclear strategic assets to the Korean Peninsula – and so-called “Défense Officials” from member countries of the “United Nations Military Command”. Therefore, it is clear that the “United Nations Military Command” Is an illegal (and unlawful) US tool of war and aggression. Its constituent members represent a “Think Tank” which exists to pursue a policy of continuous “attack” and “aggression” against the DPRK. The attitude is one of hemming in the DPRK so that it cannot legitimately respond to any event happening in its environment or participate in the political (or socio-economic) process without the US turning every such effort into a perceived act of war.
The “United Nations Military Command” exists to facilitate the US invasion of the DPRK so that the entirety of the Korean Peninsula comes under American control. This makes a mockery of the rule of law and the entire purpose of the UN. The “United Nations Military Command” is far from being an entity of ‘defence’ and exists only to make war and cause destruction.
The international community must save the world from the devastation of thermonuclear war by raising awareness of the military actions of the United States (and its followers) who are trying to bring new war clouds to the Korean Peninsula and the surrounding region. This US war mongering must be resolutely condemned and rejected.
As in the past, the Democratic People’s Republic of Korea will continue to fulfill its responsible mission to drive out foreign powers and ensure permanent peace and stability on the Korean Peninsula (and in the surrounding) region.
The illegal, lawless, and invasive “United Nations Military Command” entity must be disbanded without delay. This is an essential prerequisite for restoring the authority and fairness of the United Nations and promoting peace and stability upon the Korean Peninsula.

《유엔군사령부》를 해체하는것은 조선반도에서 새 전쟁발발을 막고 평화와 안전을 수호하기 위한 필수적요구이다

미국과 괴뢰군부깡패들이 오는 14일 괴뢰지역에서 제1차 괴뢰-《유엔군사령부》성원국 국방당국자회의를 벌려놓으려 하고있다.
미국방장관의 조종하에 진행되는 이번 모의판에서는 조선반도유사시 이른바 《유엔군사령부》성원국들의 대응의지를 밝힌 《공동선언》이 채택된다고 한다.
이미 수십년전에 해체되였어야 할 《유엔군사령부》가 오늘날 자기의 침략적성격을 또다시 드러내며 제2의 조선전쟁을 가상한 대결선언을 조작해내는것은 미국과 추종세력들에 의하여 조선반도의 안보지형이 전쟁지향적인 구도로 더욱 확고히 굳어지고있다는것을 보여준다.
조선민주주의인민공화국 외무성 군축 및 평화연구소는 조선반도정세격화를 촉진하고있는 《유엔군사령부》의 유령적실체와 그 활동의 비법성에 대하여 국제사회의 주의를 환기시키는것이 필요하다고 간주하면서 다음과 같은 립장을 천명한다.
첫째로, 《유엔군사령부》는 1950년대 조선전쟁시기 더 많은 침략무력을 조선전선에 투입하기 위해 미국이 조작해낸 불법무법의 전쟁기구이다.
1950년 6월 25일 리승만괴뢰정권을 사촉하여 우리 공화국에 대한 전면적인 무력침공을 개시한 미국은 유엔에서 중국의 대표권을 대만당국이 행사하고있는데 대한 항의로 이전 쏘련이 유엔안전보장리사회회의들에 불참하고있는 틈을 악용하여 조선민주주의인민공화국을 《침략자》로 매도한 유엔안전보장리사회 《결의》 제82호를 조작해냈다.
뿐만아니라 미국은 《필요한 원조를 <대한민국>에 줄것을 유엔성원국들에 권고》하는 내용의 유엔안전보장리사회 《결의》 제83호와 추종국가들의 무력을 《미국지휘하의 련합사령부에 소속시키며 유엔기발을 사용》할데 대한 유엔안전보장리사회 《결의》 제84호를 련이어 조작하였다.
이와 관련하여 1950년 6월 29일과 7월 6일 쏘련정부는 유엔안전보장리사회에 전문들을 보내여 유엔헌장에 어긋나게 리사회의 상임리사국들인 쏘련과 중국의 지지가 없이 채택된 결의들은 효력을 가지지 못한다는것을 강조하였다.
제반 사실은 미국이 유엔의 이름을 도용하여 조선전선에 추종세력들을 끌어들인것이 조선민주주의인민공화국을 반대하는 저들의 침략전쟁을 《합법화》하려는 속심에 따른것이라는것을 보여준다.
둘째로, 《유엔군사령부》는 유엔과는 하등의 관계도 없는 미국의 대결기구이다.
미국의 지휘밑에 있던 《련합사령부》의 명칭이 《유엔군사령부》로 탈바꿈하게 된데는 1950년 7월 25일 미국이 유엔안전보장리사회에 《련합사령부》의 활동과 관련한 보고서를 제출하면서 《련합사령부》라는 명칭을 제멋대로 《유엔군사령부》로 고쳐놓은데 그 원인이 있다.
쏘련이 유엔안전보장리사회활동에 다시 참가한 이후인 1951년 1월 31일 유엔안전보장리사회회의에서 1950년 6월 25일 미국이 상정시켰던 《<대한민국>에 대한 침략에 관한 제소》라는 안건을 삭제할데 대한 결의 제90호가 채택된것은 조선전쟁에 다국적무력을 동원한것 자체가 잘못되였음을 유엔스스로가 시인한것으로 된다.
1994년 6월 24일 부트루스 부트루스 갈리 유엔사무총장은 《련합사령부는 유엔안전보장리사회가 자기의 통제하에 있는 부속기구로 설립한것이 아니며 그것은 미국의 지휘하에 있다.》고 인정하였다.
1998년 12월 21일 코피 아난 유엔사무총장도 미국이 조선전쟁에 파견한 무력이나 그 사령부에 대해 《나의 선임자들중 그 누구도 유엔의 이름과 결부시키도록 그 어느 나라에도 허락한것이 없다.》고 한것을 비롯하여 그 이후에도 여러 유엔관계자가 《유엔군사령부는 유엔의 조직이 아니며 유엔의 지휘나 통제아래에 있지도 않다.》고 거듭 강조하였다.
사실이 이러함에도 불구하고 미국이 저들의 침략무력에 《유엔군사령부》라는 간판을 도용하는것은 유엔헌장을 포함한 국제법에 대한 란폭한 위반이며 전체 유엔성원국들에 대한 파렴치한 모독이다.
셋째로, 《유엔군사령부》는 유엔총회 결의에 따라 이미 수십년전에 해체되였어야 할 비법기구이다.
괴뢰지역강점 미군을 하루빨리 철수시킬데 대한 우리 공화국과 광범한 국제사회의 정당한 요구를 반영하여 1975년 11월 18일 유엔총회 제30차회의 전원회의에서는 《유엔군사령부》를 해체하고 미군을 철수시킬데 대한 2건의 결의가 동시에 채택되였다.
결의 제3390(xxx)B호는 유엔의 진보적성원국들이 발기한것으로서 《유엔군사령부》를 무조건 즉시 해체하고 괴뢰지역으로부터 모든 외국군대를 철수시킬데 대한 내용으로 되여있으며 결의 제3390(xxx)A호는 미국이 발기한것으로서 정전협정을 유지하기 위한 다른 체계가 마련되면 1976년 1월 1일부터 《유엔군사령부》를 해체하며 괴뢰지역주둔 미군이 철수할데 대한 내용으로 되여있다.
당시 미국이 《유엔군사령부》의 조건부적인 해체와 미군철수의향을 밝힌것은 《유엔군사령부》의 즉시해체를 피하기 위한 궁여지책에 지나지 않았지만 이것은 명백히 그들자체가 《유엔군사령부》가 해체되여야 할 존재라는데 대해서는 부인할수 없었다는것을 보여준다.
그럼에도 불구하고 《유엔군사령부》가 수십년간 존속되여오고 오늘날에는 미국주도의 다국적전쟁도구로 부활하고있는것은 조선반도를 포함한 아시아태평양지역의 안전을 위태롭게 하는 우려스러운 사태발전이 아닐수 없다.
더우기 미국과 괴뢰들이 조선반도지역에 핵전략자산들을 련이어 끌어들이면서 침략적성격의 대규모합동군사연습들을 벌려놓고있는것과 때를 같이하여 침략전쟁도구인 《유엔군사령부》성원국 국방당국자들이 머리를 맞대고 조선반도유사시를 기정사실화한 공동대응방안을 론의하는것이야말로 조선민주주의인민공화국을 반대하는 새로운 침략전쟁을 도발하려는 위험천만한 기도이다.
미국과 추종세력들이 벌려놓으려 하고있는 《유엔군사령부》성원국 국방당국자들의 모의판은 전 조선반도를 무력으로 타고앉으려는 미국의 침략적본성이 조금도 달라지지 않았으며 제2의 조선전쟁을 도발하기 위한 실제적인 조건마련에 이미 착수하였다는것을 여실히 립증해주고있다.
국제사회는 조선반도와 지역에 새로운 전운을 몰아오려는 미국과 추종세력들의 군사적준동에 각성을 높이고 이를 단호히 규탄배격함으로써 열핵전쟁의 참화로부터 세계를 구원해야 한다.
지난 시기와 마찬가지로 조선민주주의인민공화국은 앞으로도 외세를 몰아내고 조선반도와 지역의 항구적인 평화와 안정을 보장하기 위하여 자기의 책임적인 사명을 다해나갈것이다.
불법무법의 침략적인 《유엔군사령부》는 지체없이 해체되여야 하며 이는 유엔의 권위와 공정성을 회복하고 조선반도의 평화와 안정을 도모하기 위한 필수선결적요구이다.
