Dear Charles
In the revised edition, the author apologises for an ethnic bias in the 1st Edition which favoured Whites over non-Whites as being victims of Police brutality. He explains that the Publisher omitted many examples of Police oppressing Black people on the grounds that the book was too long (?) and that White victimhood sells copies! Still, the Revised Edition apologises for this shortcoming and sets the record straight to a certain extent – as the author admits both he and his Publisher are White – and that they could have benefitted from a Black input. The upshot of the book is that in 1776 the British Authorities did not possess a modern Police Force in America or the UK for that matter – and that the Founding Fathers of the US did not include in the American Constitution any regulation or amendment that allows for a standing, militarised Police Force. The UK developed such a Police Force in 1800 – but this was long after the US went her own way. I think there is an argument that the White Authorities of the US developed a Police Force as a means to control America’s non-White populations – perhaps a point you may have previously made in your work. The idea being that breaking the law is something non-White people do – evil acts that must be seen to be punished!
Best Wishes
Adrian
