
Communist Party of Lugansk – Russian Language
LNR: Important Announcement (22.8.2015) – Russian Language

On August 22nd , 2015 there was held in Lugansk the Congress of the Union of Communists of the Lugansk Region. Over-all, 104 delegates from cities and regions of the People’s Republic of Lugansk (LNR) took part in the Congress. Among the participants were representatives of the majority of the former city and district organizations of the Communist Party of the Ukraine (CPU). In full force were the District Committees of the City of Lugansk. The first echelons of the Union of Communists were the well-deserved commanders of the militia, the defenders of Slavyansk, the combatants in Ilovaysk and Debaltsevo, the Deputies of the first-convocation of the Parliament of the People’s Republic of Lugansk, the Deputies of the Supreme Council of Novorossia, the Members of the first government of the People’s Republic of Lugansk (LNR), and the Communists who rallied as the vanguard of the ‘Russian Spring’ in the Donbass.
The Report of the Organizing Committee of the Congress noted the role central of the Communist Party of the Russian Federation (CPRF) in supporting the people of Donbass:
‘It is difficult to assess the huge contribution of Russian Communists (led by Gennady Zyuganov) in support of Novorossia. In the most difficult months of the formation of the Republics. When blood and tears poured upon the earth and there was much suffering and grief, it was the Communist Party of the Russian Federation that first came to the assistance of the people of Lugansk, supported the advanced units of the militia, and officially recognized the Lugansk People’s Republic (LNR) and the Donetsk People’s Republic (DNR). Since June 2014, every week whether in the heat and cold, ‘Red Convoys’ have rushed to Lugansk with food, warm clothing, uniforms and medicines. At the request of the Government of the Republic, the first insulin arrived in Lugansk. This assistance was followed by the Leningrad Communists delivered the long-awaited anti-gangrene serum. Activists of the City of Khimki delivered more than 10 tons of Russian textbooks to the schools of the Lugansk Region, and took over the patronage of school № 67 in Aleksandrovsk. More than 3,500 tons of humanitarian aid came to the Lugansk residents and Donetsk residents. The schools, the Temples have been repaired, children’s playgrounds have been installed, and the distribution of targeted assistance has been initiated (to the poorest and the most vulnerable). From September to October 2014, baby food was organized in schools. The Communists of the Russian Federation did a tremendous amount of work, involving primary, district, city, and regional organizations of the Communist Party of the Russian Federation. Under the Central Committee, a Headquarters was created to assist the South-East, headed by Vladimir Kashin, whose care and support we felt not in words but in deeds.
Separate words of gratitude must be delivered to the First Deputy Chairman of the UPC-CPSU, State Duma Deputy Kazbek Taisaev! Everyday, military commanders and soldiers, ministers and ordinary citizens addressed him, and no one refused to support him. His authority in Novorossia is impeccable, and his good name is known to many fellow citizens. Being a General of the troops of South Ossetia, Kazbek Kutsukovich did everything in his power so that the Parliament of South Ossetia recognized the People’s Republics of Lugansk and Donetsk.’
On the question of organizational construction, it was noted: ‘The doors of the Union of Communists are open to all patriots of Novorossia, regardless of membership in the CPU, although Authoritative Party members will remain in the forefront, and mature and experienced leaders will continue to lead. As all the old Communist Party remained behind the iron curtain of neo-Nazi Ukraine, we have had to start from scratch. We accept all, but we give rebuff to unhealthy ambitions and sabotage. Therefore, our personnel policy is democratic at the introduction, and tough in the process of work.’
The Congress approved the composition of the working bodies. Nikolai Streltsov, a Deputy of the First Legislative Parliament of the 1st convocation, was elected Chairman: First Secretary of the Anthracite City Committee of the Communist Party of Ukraine – Anatoly Tolstopyatov – and First Secretary of the Slavyanoserb District Committee of the Communist Party of Ukraine Vladimir Bykov.
The First Secretary of the Central Committee of the SCL was elected Deputy of the first Parliament of of the People’s Republic Lugansk – Igor Gumenyuk. The secretaries of the Central Committee are Lugansk City Council Deputy Valentin Popov, the First Minister of Social Policy of the People’s Republic of Lugansk – Pavel Strubchevsky, the Leader of the “Communists of Lugansk Region” Yuri Sinenko, the Deputy of the Supreme Council of Novorossia – Oleg Popov, the Deputy Head Physician of the Lugansk City Hospital – Svetlana Alpatova, the lawyer of Alion Frolov.
