China: Five-Year Plan Unveiled to Improve Services & Quality of Life for People with Disabilities! (3.7.2026)

According to the plan, China will further improve rehabilitation and care services for people with disabilities during the period. The coverage rate of basic rehabilitation services, which exceeded 85 percent during the past five years, will be raised by five percentage points.

The country will work to maintain that 95 percent of people with disabilities enjoy medical insurance and at least 97 percent of school-age disabled children receive compulsory education.

Statistics and data governance related to persons with disabilities will be a major priority in the coming five years. China plans to launch its third national sample survey on people with disabilities during the 2026-2030 period, updating national data for the first time since 2006.

The plan also calls for broader accessibility upgrades in public facilities, including hospitals, schools, banks, libraries, museums, theaters, sports venues and tourist attractions. Self-service terminals in sectors such as finance, healthcare and postal services will also enjoy barrier-free upgrades.

China will further promote the use of emerging technologies to support people with disabilities, including research in artificial intelligence, brain-computer interfaces and robotics, according to the plan.

The plan also encourages wider application of digital technologies such as big data, cloud computing and the Internet of Things in disability assistance services.

The reality seems to be that as individuals we are the owners of our own existences. It is very difficult for the State to prevent the exercising of free-will in this instance. What is te point of charging a corps with a crime? In some countries, like Switzerland, people who are both “ill” and “rich” can access the voluntary dying system. This sees two doctors (or more) having to agree, social workers (having to agree) – and police officers present to support the rights of the patient. The right to “stop” exists right up to the ingestion of the State-administered drugs. I know this because a) I have read through the procedure, and b) YouTube used to host entire videos of the procedure. In one version, a billionaire walked into a lawyer’s office with his solicitor, sat on a comfy sofa and after a few minutes discussing and signing – ingested the drugs. He passed within seconds sat on the sofa – as if asleep. Of course, for minors (that is children aged beneath the age of consent within a certain country) – the decision will involve the parents, doctors, and other practitioners. I neither agree or disagree – but I do know that some human diseases are terrible to experience – particularly in the young.

Of course, this might not be the case due to severity – but each human being should be granted dignity. Whatever the case, the able-bodied society at large should not “punish” those who happen to possess a disability – just because such an individual requires assistance here or there. Punishing the poor and needy derives from the Christian notion of “charity” – which suggests god is punishing the impoverished and the disabled for an imagined “sin” of some kind. This attitude has been taken on by modern capitalist society as disabled people, due to their enhanced needs, are not as efficient to exploit for naked profit as their able-bodied colleagues are. Given a chance and appropriate support, many disabled people are able to contribute to society. In the cases where they are not – such individuals should be cared for with compassion by society at large.

The Americans have only got themselves to blame (I exclude my US comrades who are ill and injured – if it were up to me – you would receive free healthcare NOW) – but we in the UK possess a working-class which fought a brutal World War to put an end to health poverty. Now, my US relatives (yes – they exist) – used to come to the UK to receive “free” healthcare until one of the UK governments put an end to that perk (my father’s sister married a US soldier stationed in the UK – and went to live in Seattle). Now, when a health issue hits, they have to sell a plot of land to raise the funds to pay for operations and treatments. However, just as in the UK – with a restricted NHS – we have to endure various health issues just because there is no money. We literally “save-up” our illnesses until we can no longer take the pain – or the malady becomes life-threatening. Even then, for many there is no avenue of treatment available. As usual, the workers carry-out all the labour, produce all the profit, and receive very little of the earned benefits. We die of starvation surround by an ocean of food, we freeze surrounded by endless houses, and we die of medical neglect surrounded by first-world hospitals stacked with the most advanced drugs and trained experts. Trained experts that receive huge salaries from the very workers they refuse to treat – due to (fascistic) governmental dogma!

While the foundational BCI research began decades ago in the West, Chinese teams are now rapidly advancing the technology.

In July 2025, Nature reported that “China is rising swiftly in the field of brain-computer interfaces”, with devices that even outperform Elon Musk’s Neuralink project in certain aspects.

“Although China does not have as long a research history in the field as the United States, development is extremely fast,” Qu said, noting China’s advantages in medical infrastructure and its population scale for testing.

Patients’ hopes lifted

The BCI device developed by Shanghai StairMed is particularly remarkable. With 64 electrodes — each only 1 percent of the width of a human hair — it is one of the smallest and least invasive implantable BCIs in the world. The first male recipient has already used it to play chess and video racing games.
