‘At around 20:00 hrs on September 12th, 2023 – the Chengbei Police Station section of our Security Bureau – received a call from the concerned masses stating that a male suspect had poured engine oil on the stairs of the first floor of a fitness club located on Heyi Road (causing three people to fall and be injured). The Public Security Organs immediately conducted an on the spot investigation. It was found that – Zhang Moucheng (张某成) – was guilty of spilling the engine-oil – a resident of a nearby community. He was dissatisfied with the noise emanating from the fitness club and so decided to spill engine-oil in retaliation. At present, due to his criminal behaviour – Zhang Moucheng – has been sentenced to “12-days Administrative Detention” by the Public Security Organs in accordance with the law.’
Out of a total of 1,088 black motorists stopped, only two were convicted of crimes, attorney Benjamin Crump said at a news conference, adding about a third of all arrests made during the period involved blacks, who make up only 1.5 percent of the city’s population. The city denied the allegations, saying in a statement that “the statistics presented referencing the number of convictions is a mischaracterization of the evidence in this case.”
