Translator’s Note: I have worked with both the Communist Party of Donetsk and the Communist Party of Lugansk for a number of years – translating their political blogs into English – and there are two points that require clarification.
1) Each Communist Party states that it is formed from the local branches of what is now the ‘outlawed’ Communist Party of Ukraine.
2) Both Parties – whatever their actual origins – are ideological and practical extensions of the Communist Party of Russia.
The Communist Party of Russia was, for eight years, the prime mover behind all the economic (humanitarian) aid being delivered into the area. This being the case, why is the international (Communist) movement virtually ‘silent’ about this reality? Why has nearly all Communist Parties around the world sided with their bourgeois (capitalist) governments and refused to openly criticise Neo-Nazi Ukraine? There are even stories of Communist Movements aiding so-called Ukrainian refugees as these Neo-Nazis infiltrate and penetrate our communities, schools and civil amenities! Furthermore, even TASS and PRAVDA seemed reluctant to highlight the point that the Communist Party of Russia is behind this initiative – with even hostile Western news agencies failing to make the point! Meanwhile, within China the population were told about this reality from the first day of it happening. Indeed, the translated article below is dated the 16.2.2022 – and perhaps the fact that the Communist Party of Russia was behind it explains the Magnitude of the US hatred that underlies the Western response! Perhaps what the Americans do not want you to understand is that the Communist Party of Russia achieved this objective through the auspices of liberal democracy! After-all, when faced with the reality of Ho Chi Minh winning 98% of the popular vote in Vietnam (proving that ‘Communism’ is democratic and not despotic) the Americans fabricated the ‘Gulf of Tonkin’ incident to justify a bloody US-led war in South-East Asia – and started blanket-bombing North Vietnam! A total of 351 MPs voted in favour, 16 voted against and there was 1 abstention. On February 15th, 2022, the State Duma overwhelmingly approved a draft submitted by the Communist Party of the Russian Federation requesting that President Putin recognize the “Donetsk People’s Republic” (DPR) and “Lugansk People’s Republic” (LPR) as independent states! After the draft was passed, it was bypassed for approval by the Russian Ministry of Foreign Affairs – and was sent directly to President Vladimir Putin for a ruling.
The Communist Party of the Russian Federation pointed out in the document that for eight years since 2014, the residents of the “Donetsk People’s Republic” and “Lugansk People’s Republic” have been living under the continuous shelling of Ukraine and have been subject to a complete economic blockade. According to data released by the United Nations (UN), more than 10,000 people were killed and more than 50,000 injured during the conflict in Donbass. Therefore, the recognition of the Donbass as an independent state and the provision of adequate humanitarian assistance are the current top priorities.
After the State Duma of the Russian Federation voted – the Verkhovna Rada of Ukraine passed an “appeal to the international community regarding the non-recognition of the independence of the temporarily occupied territories of Donetsk and Lugansk”. The appeal was supported by 331 MPs of the Verkhovna Rada.
The Verkhovna Rada noted that Ukraine “strongly condemns any attempt by the Russian Federation to legitimize the independence of Ukraine’s self-proclaimed entity” and called on the international community to “reaffirm the territorial integrity and inviolability of Ukraine within its internationally recognized borders and refrain from recognizing any decision that would separate the so-called ‘Donetsk People’s Republic’ and ‘Lugansk People’s Republic’.”
Later in the day, President Putin responded to the Duma’s call at a joint news conference with German Chancellor Scholz.
Putin pointed out that whilst urging him to recognize the “Donetsk People’s Republic”, “Lugansk People’s Republic” lawmakers need to be guided by public opinion, that is the opinions of their voters. It is clear that the vast majority of Russians sympathize with the residents of Donbass, support them, and hope that the situation in Donbass will fundamentally improve. However, the “Minsk Agreement” is still to be implemented, and Russia should make every effort to resolve the Donbass issue within the framework of the “Minsk Agreement”.
Putin wants Germany and France to exert appropriate influence on the Kyiv Authorities in order to implement the agreement. Scholz stressed that recognizing the Donbass as an independent state is a violation of the Minsk Agreement, “that would mean that the peace process would be interrupted, which would be a political disaster.” (2022 February 16, Liu Peng [刘鹏])
